the area, one dollar appeared in the pay·

.. Jt's a lon~ way from the six states of Ari·
zona. CQlorado, 'Montana, Utah, Wyoming and
New Mexico, which make up the Rock y Mountain Empil:e, to nations which he acro.-.s th~
oceans. But the businesses and workers with·
In these landlocked states have a dir ect and
important interest in thoSt oceans and the
lands boy<md.
Tbe reason is foreign trade, borne in our
A.tQertcan merchant ship ~.
This trade is a two-wa y street. The ships
carry exports abroad, and bring imports
borne. According to a new s urvey published
by the Committee of American Steamship
lines, the jobs of 527.000 f:nnw rs, miners
and industrial employes in the ~:mpire more than a quarter of all its workers - a,rc
allected by this trade.
Iu a late year, of every five dollars earned

checks o( workers holding jobs inrlucnced by
exports and imports. All in all , more than $2
bi.l.lion was earned by employes in industries
serving markets abroad or depending on raw
material imports. The Committee's report
also points out, foreign trade cargoes helped
bu ·."' ~ the 1958 recestiiion trend and brought
new prosperity to the six states.
What's true or the Rocky Mountain Empire is true of all the rest of the country. The
slatistics vary from r-egion to region, but the
prlndple remains the same. Foreign trade is
a mainstay of American employment, Americ<m agricu lture and American industry.
That's why it has long been established government policy to support and maintain a
U S.flag Merchant Marine capable of doing
the job.

What remains to be see n is whether the
majority of voters have just drifteQ with a
tide, or have not recognized it for what it is,
or honestly "don't care whether government
is responsible ."
•
If the last is the ca6e, this country Is done
for, and the only thing to speculaie about is
when the final curtain will come down on
what u.sed to be called the American Dream.
The one bope Is that the voter will recognize
that what welfare state government is doing
to him Is a great dea·l more important than
wbat w.u ... state government 1s doing mr
him - and will revolt before the last battle
Is lost.

Do We Want Responsible Government?
A national committeeman of one of the
great political parties is quoted as saying,
•'The voter doesn't ca·re whether government
is responsib1e. The voter w;mts to know what
It is doing for him."
The judgment is a cynical one.
But that does not mean that it is wrong, or
can easily be disproven. Indeed, some of the
most successful political figures of the last
eeneration have followed the dictum almost
exactly. And the present burden of debt and
taxatiOn, along wtth the steady decay of in·
dlvidual freedom, individual responsibility
and basic Individual morality is, in part, their
monument.
