GOP's Dilemma
•

Tuning up for 1962's election combat,
Republican spokesmen appear to be of
two minds as to what will benefit tbem
most at the polls.
Some, ...erting steadily that "conser·
vatism Is on tbe march," say that the
way to win big is to draw out countless
GOP "stay-at-homes" who will be attracted only by clearly conservative proand candidates.
'l'bls analylil is one long cherished in
certain Republican quarters. It was ardently favored by the late Sen. Robert
A. Taft.
On tbe other hand, party leaders probl!lll •dv,l!leliW_election results for future leiiiiJIIliiWra dif~erent notion.
Tbey believe Republican election failures, in 1960 and before, principally refleet gross inadequacy of party organizatlon In the nation'• major cities, and
l~ek of concerted, energetic appeal to
tbe national and racill mlnorltieo which
bulk 10 large In those cities. Few think
of these latter as GOP stay-at-homes.
Thio is the burden of the GOP's detailed findings after a year's inquiry into 1111960 loss of 27 of the top 41 U.S.
elllea.
Tbe study fundamentally does not fo- ·
cus on issues. But the reporting commit·
tee said relatively Uttle to suggest It belleves the big future job io to fiusb out
confirmed Republicans. Said Rep. Glen·

no shadow army of Republiqms sitting
around in the big cities waitina to be mobilized instantly with a bugle call.

The investigating group makes abundantly plain ita conviction that these
"new people" must come from the ranks
of the minorities - and labor. All of
this voter territory Is nonnaUy tbougbt
