Barge sinks in Ohio River

POINT PLEASANT — The Ohio River crested
above flood stage over the weekend at Point
Pleasant and in certain locations in Meigs County,
Ohio.
Flood stage at Point Pleasant is 40 feet with
Saturday’s crest hitting 40.9 feet. As of Monday
afternoon, the water had receded to 36.6 feet
which still left it well into the amphitheater at
Riverfront Park.
The Ohio River crested at 45.3 feet over the
weekend at the R.C. Byrd Locks and Dam below
Gallipolis Ferry. This was below flood stage which
is 50 feet. As of Monday afternoon, the water had
receded to 41.6 feet.
The Ohio River crested over the weekend at
Pomeroy, Ohio, at 44.1 feet, just below the flood
stage of 46 feet. As of Monday afternoon, the
water had receded to 38.3 feet.
The Ohio River also crested above flood stage at
the Racine Locks and Dam in Meigs County over
the weekend at 41.8 feet. Flood stage at Racine is
41 feet. As of Monday afternoon, the water had
receded to 35.2 feet.
Also in Meigs County, the Ohio River crested
at 37.3 feet at the Belleville Locks and Dam in
Reedsville, Ohio, which was slightly above flood
stage at 35 feet.

Marshall Choir Meigs Attendance Initiative Week 10

HUNTINGTON, W.Va. — The Marshall University Chamber Choir, under the direction of Dr.
David Castleberry, will present a concert of choral
music spanning five centuries at 3 p.m. April 19
in Smith Recital Hall on Marshall’s Huntington
campus.
The performance will feature music from the
choir’s recent concert tour to Atlanta and includes
sacred music, folk songs and new compositions.
Selections include music of Mozart, Brahms,
Ravel and many others, while the program’s centerpiece is a set of songs by American composer
Jeffrey Van, who set four poems by Walt Whitman
to music for choir and guitar.
Dr. Julio Alves, guitarist, who accompanied
the choir on tour in these selections, will join the
group for the performance.
“These are beautiful, emotionally powerful
pieces that the choir and our audiences have found
particularly meaningful,” Castleberry said.
The Marshall University Chamber Choir is a

job is to maintain navigation, and anything that
impacts the structure of the facility is in their jurisdiction.
“Water conditions are not favorable to maximize the
technologies that are available to us, so we are doing
things the old-fashioned way, such as looking for any
change in the river currents that would indicate water
going around the barge,” Mate said.
Water levels are expected to continue to fall, and
this should help with the recovery operation.
The accident investigation will focus on AEP. No
statement has been released by AEP at this time.
What the long-term effects will be on the operation
of the Racine Locks and Dam is unclear. More information is expected Tuesday.

Axelrod argued the university’s report was false
and “branded Mr. Waters
as immoral.” He also contended Ohio State’s decision to set up a website
displaying the full investigative report (flagged
as containing “explicit
content”) and a video
message from Drake took
it over the top.
“He (Drake) made a
YouTube that was disseminated across the United
States describing the
culture of the marching
band to which Mr. Waters
was inextricably linked,”
Axelrod told the judge.

that his client is entitled
to a name-clearing hearing far more extensive

Mike Carpenter argued
that university officials
gave ample due process
to Waters, who worked
under an at-will contract.
“He was given so many
opportunities that he
actually complained he
was being interviewed
and questioned too
much,” Carpenter said.
“That’s not egregious conduct. That’s a responsible
university conducting
itself for the protection
of the students who go to
school and march in this
band.”
Pushing back further,
Carpenter said, “We are
not going to apologize
and we are certainly not
going to agree that’s egregious or shocks anybody’s
conscience. Shocking
the conscience is not Mr.
Waters being shocked he
was terminated.”
Among other legal
questions, the judge must

decide whether Waters
enjoyed a faculty-like
relationship with the
university that led to a
reasonable expectation
that his firing would
have been handled differently. Waters’ attorneys
cite the case of a female
cheerleading coach who
was not fired after similar
revelations, but given a
second chance.
The judge pushed back
at university lawyers to
address Waters’ claims
that the school needed to
fire a male to show federal Title IX investigators
that the school took sexual discrimination seriously. A U.S. Department
of Education inquiry was
settled shortly after the
firing.
University attorneys
argue that the power
structure would have
needed to be controlled
by women for Waters
to make such a gender
claim.

THEIR VIEW

The love of a
determined child
Scotty was 3 years old, almost 4,
and by far the most precocious child
I have ever met.
He was in the nursery my wife and
I directed at the church we attended.
His very best friend was a spunky
little girl named Annie who was also
in our nursery. Scotty’s mother was Daris
Annie’s babysitter, so Annie and
Howard
Scotty played together almost every Contributing
day.

They would argue at times;
in fact, quite often. The biggest
cause of irritation between them was that Scotty,
despite his enormous vocabulary, had a common
childhood lisp. Annie didn’t have near as big of a
vocabulary, but her words were impeccable. One
day, as I passed out treats to the children, Scotty
commented that he really “wiked Wife Savers.”
Annie was disgusted. “They aren’t wife savers!
They are Life Savers!”
“I said Wife Savers!” Scotty shot back.
Quickly an argument ensued, and as they got
louder, I had to, as I often did, pull them onto my
lap and have a little discussion with them to get
them to calm down. The interesting thing was
that, although Scotty and Annie would argue with
each other, Scotty didn’t let anyone else bother
her. If they did, he was immediately there to
defend her.
That’s why, the day that Annie’s parents
announced to us that they would be moving, I
knew as much as I’d miss our feisty little Annie,
that Scotty would miss her even more. But I don’t
think any of us realized how much he would.
Before the day arrived, their parents tried to
explain to both of them about Annie moving away.
When Sunday came, and Annie was gone, Scotty
was quiet and moped around the nursery. When I
talked to him, I realized that Scotty hadn’t totally
understood what had happened because he asked
me how long it would be until Annie came back. I
didn’t know what to say, so I simply told him he’d
have to ask his mother.
His mother must have tried to explain to him
that Annie wasn’t coming back, because it was the
very next day, when I called home to talk to my
wife, Donna, that she suddenly said, “I’ve got to
go! Scotty just flew by here on his big wheel!”
Donna went out to intercept him. There he was
with no shoes, and his socks were halfway off of
his feet, flopping away. It was in the cool days of
spring, yet he had no coat and was wearing shorts.
She called after him and he stopped. When she
caught up to him, she asked him where he was
going.
He looked at her with a determined frown.
“They took my woman to Cowifornia and I’m gowing to get her back!”
He then turned his big wheel and headed with
dogged determination down the street before she
could stop him. Donna rushed in and called his
mother. His mother said, “Please keep an eye on
him and I’ll be right over!”
Donna ran outside, and though she couldn’t
catch him, she headed in the direction he had
gone. As she made her way quickly down the
street, she finally was able to spot him. He had
reached the end, almost a mile from our house,
and was at busy intersection. Luckily he was smart
enough not to ride into it, and instead he turned
when he saw Donna, and rode back to meet her.
He stopped his big wheel and looked up at her
with tears in his eyes. “Can you tew me where
Cowifornia is? I can’t find it.”
She kindly knelt down beside him. “Scotty, California is so far away that it would take days to get
there in a car. It is so far that it is virtually impossible to ride all the way there on a big wheel.”
Tears started flowing down his face. “Then
how’m I gowing to get Annie back?”
She hugged him. “I don’t know.”
Just then, Scotty’s mother arrived. She kindly
talked to him and tried to help him understand,
but as she finished, she understood even more
how deep Scotty’s and Annie’s friendship was. She
pulled her little son into her arms as she spoke to
him. “I think it is time we go home and find out a
little girl’s phone number so you can call and talk
to her.”
And that’s just what they did, that day, and at
least once per week after that.

Taxes, ex-spouse benefits and you

GALLIPOLIS — April 14 is
both Ex-Spouse Day and the eve of
tax day.
These two observances are
doubly important if you are an
ex-spouse because Social Security
pays benefits to eligible former
spouses, and you may need to
claim this income on your tax
forms.
If you are age 62, unmarried and
divorced from someone entitled
to Social Security retirement or
disability benefits, you may be eligible to receive benefits based on
his or her record.
To be eligible, you must have
been married to your ex-spouse for
10 years or more. If you have since
remarried, you can’t collect benefits on your former spouse’s record
unless your later marriage ended
by annulment, divorce or death.

Also, if you’re entitled to benefits on your own record, your
benefit amount must be less than
you would receive based on your
ex-spouse’s work. In other words,
we’ll pay the higher of the two
benefits for which you’re eligible,
but not both.
You can apply for benefits on
your former spouse’s record even
if he or she hasn’t retired, as long
as you divorced at least two years
before applying. You can also
elect to receive only the divorced
spouse benefits and delay benefits
on your own record after your full
retirement age, which may translate to a higher monthly amount
for you.
If, however, you decide to
wait until full retirement age to
apply as a divorced spouse, your
benefit will be equal to half of
your ex-spouse’s full retirement
amount or disability benefit.
The same rules apply for a

deceased former spouse.
The amount of benefits you get
has no effect on the benefits of
your ex-spouse’s and his or her
current spouse. Visit “Retirement

to apply as a divorced spouse. Our

blocks, identify colors and
objects, count, say their
name and age and engage
in conversation with the
teacher.
Wayne VanMeter and
Cheyenne Morrison were
two children signing up
that day. Wayne seemed
very excited about starting preschool and going
to the same school as his
older sister. According to
Wayne, “Preschool is fun.”
Cheyenne sat on her
mother’s lap and stacked

Duane Weber, of Meigs County,
was the winner of Ohio Valley
Publishing’s annual March Mania
Bracket contest. Several brackets
were received from Ohio Valley
readers that were narrowed down
to a tiebreaker. Weber’s bracket was
the winner as his championship
game total points guess was the
closest of all brackets received.
Weber correctly guessed the two
teams in the national championship
game – Wisconsin and Duke. Weber
picked Wisconsin to win, but his
total points guess was 140. Duke
won the game, 68-63. For his win,
Weber won $200. Ohio Valley

MERCERVILLE, Ohio — The
Buffalo boys and River Valley girls
track and field teams finished
first Tuesday at South Gallia High
School.
The Lady Raiders posted five
first place finishes and a team total
of 128, while Eastern was second
with a total 102. Meigs took third
(79), Ohio Valley Christian was
fourth (60), Buffalo was fifth (51),
and South Gallia rounded out the
six-team field with 50.
Kenzie Barker led RVHS with
first place finishes in the 1600m
run (5:48) and the 3200m run
(12:54.35), while Brianna McGuire
was first in the discus (86-4.5) and
third in the shotput (29-2). Leanne
Hivley was first in the 300m
hurdles (56.8), while the RVHS
4x100m relay team took first with
a time of 56.23.

was second in the high jump (4-8),
senior Ramsey Warren was third in
the 100m dash (13.47) and sophomore Cheyenne Huffman was third

Roberts leads Rio Grande women at All-Ohio

OXFORD, Ohio — Katie
Roberts posted a fifth-place
finish in the javelin throw,
providing the University of Rio
Grande women’s track &amp; field
team with its top showing at
the All-Ohio Championship,
which concluded its two-day
run on Saturday at Miami University’s Ryder Track.
Roberts, a sophomore from
Vinton, Ohio, had a toss of
101-11 to earn her spot in

the final standings.
Roberts was one of seven
individuals and two relay units
representing the RedStorm
who recorded a top 10 finish in
their respective events.
Freshmen Katie Browning
(Athens, OH) had two top 10
outings toward the RedStorm’s
overall performance, taking
sixth place in pole vault (1008.00) and 10th place in the
triple jump (31-01.20).
Freshman Tyanna Petty
(Somerset, OH) was eighth

in the Heptathlon with 3,973
points; freshman Michaela Roe
(Springfield, OH) was ninth
in the triple jump with a leap
of 31-06.75; freshman Maddie
Rigsby (Reedsville, OH) was
10th in the high jump with an
effort of 4-10.25; junior Carrie
Coriell (Lucasville, OH) was
10th in the discus throw with a
heave of 134-03; and freshman
Marissa McConaha (Duncan
Falls, OH) was 10th in the Hepatahlon with 2,757 points.
The 4x100 relay team, com-

prised of sophomore McKenzie
Coriell (Lucasville, OH), senior
Renee Davis (Amsterdam,
OH), sophomore Bre West
(Gallipolis, OH) and Browning
managed a sixth-place finish
with a time of 52.46.
The 4x400 team - featuring freshman Keri Lawrence
(Reedsville, OH), Rigsby,
freshman Andrea Hunt (Eldorado, OH) and freshman Emili
Sannes (Carlisle, OH) - was
10th in a time of 4:14.50.
Rio Grande tallied 9.5 points and

finished 14th among the 14 teams
competing - half of which were
NCAA Division I institutions.
Event host Miami University
won the team title with 152
points, while Ohio State University was second with 107
points and Ashland University
was third with 106 points.
Rio Grande is scheduled
to return to action on Friday,
April 17, at Centre College in
Danville, Ky.

The host Blue Angels
(3-7) battled through four
scoreless innings in Game
1, but the Lady Lions

opened the scoring by
plating four runs in the
top of the fifth. GAHS
answered with three runs
in its half of the fifth for a
one-run deficit, but both
squads went scoreless the
rest of the way.
The Blue Angels outhit
the guests by a 7-3 overall

margin, but also committed two of the three
errors in the contest.
WCHHS stranded five
runners on base, while
the hosts left four on the
