35 new jobs headed to Jackson Co.
Staff Report

COLUMBUS— State Sen. Bob
Peterson, R-Sabina, announced
Tuesday that Speyside Bourbon
Cooperage Inc. plans to create 35
new jobs following the approval of
state funds to support a roadwork
project in Jackson.
“This project both improves
our local roads and demonstrates
our seriousness about attracting
job-creators to southern Ohio,”
Peterson said. “The announcement
that Speyside Bourbon will be creating 35 positions at their Jackson
facility is great news for the community.”

The state awarded a $344,000
Roadwork Development Grant to
the city of Jackson to support Speyside Bourbon’s facility construction
project. The announcement follows
approval by the state’s Controlling
Board on Monday.
Improvements will take place on
McCarty Lane approximately 1,800
feet east of State Route 93 and ending approximately 970 feet west of
US-35. Improvements on McCarty
Lane will ensure the safety of
increased traffic flow from delivery
trucks and benefit existing businesses in the commercial area.
Roadwork Development Grants
are administered by the Develop-

ment Services Agency. The grants
assist in funding local road construction projects that support the
expansion and creation of businesses in Ohio.
The Jackson roadwork improvements will involve resurfacing with
full depth asphalt stabilization and
general re-paving.
The project will support Speyside Bourbon Cooperage Inc. in
locating their facility at 960 E.
Main St., Jackson.
Jackson was in competition with
the state of Kentucky for the siteselection of the barrel refurbishing
facility.

GALLIPOLIS — Gallipolis Career College recently
hosted its 20th annual celebration in honor of National
Administrative Professionals Week for students, staff,
faculty and invited guests.
This annual event was originally organized in 1952 as
“National Secretaries Week” by the National Secretaries
Association (now known as the International Association of Administrative Professionals, IAAP). It was
established as an effort to recognize secretaries for their
contributions in the workplace, and to attract people to
secretarial/administrative careers.
In the year 2000, IAAP announced a name change for
Professional Secretaries Week and Professional Secretaries Day. The names were changed to Administrative
Professionals Week and Administrative Professionals
Day to keep pace with changing job titles and expanding responsibilities of today’s administrative workforce.
Over the years, Administrative Professionals Week
has become one of the largest workplace observances.
The event is celebrated worldwide, bringing together
millions of people for community events, educational
seminars, and individual corporate activities recognizing support staff with gifts of appreciation.
Today, there are more than 4.1 million administrative
assistants working in the United States, according to
U.S. Department of Labor statistics, and 8.9 million
people working in various administrative support roles.
Millions more administrative professionals work in
offices all over the world.
The local event is coordinated by Joy Staten, M.Ed.,
director of office administration Studies at GCC.
Staten’s office administration students assisted in the
preparation and organization of the day’s activities as a
class participation project.
The program included the following speakers:
Lindsay Carr, human resources specialist, of Career
Connections in Gallipolis; Amanda Folden, telephone
communications operator, Holzer Medical Center
(GCC graduate); Melissa Kimmell, executive director,
Serenity House; and Jane Clagg, assistant fiscal director, Area Agency on Aging (GCC graduate.)
Holzer Health nurses offered glucose and cholesterol
testing and blood pressure screening. Tommy Payne, of
Big Country 99, presented a live remote from 11 a.m.
to 1 p.m.
More than 100 door prizes (donated by various businesses throughout the area) were distributed throughout the day and a barbecue luncheon was served.
All activities were provided free of charge for Gallipolis Career College students, staff, and invited guests.
All in all, the day was a huge success. If you missed
joining us this year, we hope to see you in April 2016.

wronged by the government or a particular entity
you may personally feel.
That being said, it is naive to claim that riots
and other forms of disturbances and civil unrest
have no place in society. There have been numerous times throughout the history of America
where substantial social changes were only made
possible by the very demonstrations that are so
condemned today.
The perception that rioting in the streets is a
new phenomenon couldn’t be more wrong. Since
there has been civilization, there has been civil
unrest. One of the first documented cases of a
riot took place in 38 C.E. after Aulus Avillus Flaccus had statutes of the Roman Emperor Caligula
placed in synagogues.
In fact, in this country alone, there have been
more than 125 riots and other major public demonstrations of civil disobedience since the 18th
century – many of which prompted significant
social change.
Rioting isn’t pretty. It’s dangerous, violent and
ugly and at the time it occurs, it’s almost always
labeled as unnecessary – but history tells us another side to the story. History tells us that if rioting
is anything, it’s effective.
In 1788, construction of New York City was carried out largely by black slave labor. When a slave
died, the only place that was considered socially
acceptable for them to be buried was outside the
city limits, usually in mass and shallow graves.
Because of the grave sites nearness to Columbia
College’s School of Medicine and the perceived
non-existent social status of the graves’ inhabitants, the bodies of deceased slaves were the usual
resource when the professors at the medical school
needed cadavers.
A petition was presented to Common Council
by a group of free black men to stop the practice
on Feb. 3 but was ultimately ignored by lawmakers. It wasn’t until April when a medical student
named John Hicks waved a cadaver’s arm out the
window to a group of black children who were
playing that it reached a fever pitch.
Hicks yelled to the boys that the arm belonged
to one of their mothers. One boy, whose mother
had in fact recently passed, ran home to tell his
father what Hicks had said. The man, after digging
up his wife’s grave and finding it empty, was so
outraged that he organized a group who marched
to — and surrounded — the hospital.
Eventually a mob of more than 2,000 people
ended up breaking into the hospital and, after
finding several bodies in various stages of dissection, pulled the medical students into the streets.
Rioting spread throughout the city, forcing the
city’s physicians and medical students into hiding.
Militia and cavalry were deployed to dispel the
rioters and it is estimated by historians that up to
20 people were killed.
But as a direct result of the rioting, change was
implemented. A statute was enacted to properly
codify the burial of the dead and the treatment of
corpses with harsh penalties imposed for violations. Public opinion of doctors in NYC remained
poor for years to come.
When a group of people feels the weight of
injustice upon their personhood, combined with
the perception of powerlessness against the
offending agency, they’re sometimes left with the
perception of limited options — especially when
disenfranchised.
The bottom line is rich, poor, black, white —
you never back a man into a corner without giving
him the opportunity to save face and/or peacefully
correct an injustice.

Today’s Highlight in
History:
On May 7, 1915, in an
incident that sparked international outrage, a German U-boat torpedoed and
sank the British liner RMS
Lusitania off the southern
coast of Ireland, killing
1,198 people, including
128 Americans, out of the
nearly 2,000 on board.
On this date:
In 1789, America’s first
inaugural ball was held in
New York in honor of President George Washington,
who’d taken the oath of

In 1975, President
Gerald R. Ford formally
declared an end to the
“Vietnam era.” In Ho Chi

In 1992, the latest addition to America’s space
shuttle fleet, Endeavour,
went on its first flight.
A 203-year-old proposed

helping every dog that is placed in their
care. More than 260 dogs have arrived
at the site since January. Most dogs
come to the shelter by being dropped
off or surrendered at the site. Some are
removed from unsafe situations.
With limited staff and resources,
Smith and Cummins are able to care
for the dogs with the help of the Meigs
County Humane Society, local volunteers
and animal rescue organizations.
But even with help, there still are not
enough hours in the day for Smith and
Cummins. There is more need at the
shelter than the 70 hours allotted by the
county can provide. Some tasks cannot be
handled by volunteers, so both stay until
all essential work is completed each day.
With no remaining hours, they become
volunteers themselves. A recent example
is a pregnant dog that recently dropped
off at the site. She was about to give birth
and went into labor that evening. Not
wanting to leave her alone, Smith and
Cummins stayed to ensure a safe delivery
for and pups.
“It’s a labor of love,” Smith said,

Safety

“There are times when we just can’t bear
to leave, so we stay.”
The Meigs County Dog Shelter needs
the community’s help. Adoption is a
wonderful way to become a pet guardian
to a dog or puppy. Many people ask what
the difference is between adopting versus
purchasing from a breeder.
According to the shelter, when someone breeds puppies, they create dogs
who need homes. Shelters are already
filled with dogs who must find homes.
So rather than buying a dog or puppy
from breeder, they wish to encourage
people to adopt at their local animal shelter and pet rescue group.
Adoption costs are $21. Purchase of a
tag is required by the county. The cost of
a tag is $12, and is valid for one year. All
dogs are up to date on vaccinations and
are spade or neutered.
The Meigs County Dog Shelter wants
to encourage all pet guardians to have their
dogs neutered or spayed. Anyone in need
of financial assistance for the procedure
can contact the Meigs Humane Society.
Smith and Cummins are dedicated to
finding forever homes. However, they are
extremely busy and often out of the office
and unable to answer the phone. They

Taking a training class and riding with proper
endorsements as a motorcycle rider can help protect
yourself and others from injury or even death. Of the
7,184 citations the OSHP handed out to motorcyclists between 2012 and 2014, 22 percent were for
operating a motorcycle without a proper license or
endorsement.
Ohio State Highway Patrol officials say that as
a rider, simple things like ensuring one has a valid
motorcycle endorsement, receiving quality motorcycle training and wearing proper safety equipment
can be key elements in staying safe. For more information visit www.motorcycle.ohio.gov.
OSHP officials also said riding sober is also
important. Between 2012 and 2014, 40 percent
of fatal motorcycle crashes involved an impaired
motorcyclist. Of course, motorcycle safety is not
solely the responsibility of motorcyclists. Motor
vehicle drivers share in this important effort by
being aware of motorcyclists.
There are some important steps one should take
to become more aware of motorcyclists:A motorcycle is a motor vehicle with all of the privileges of
any vehicle on the road.
Give motorcyclists a full lane of travel.
Look for motorcyclists on the highway, at intersections and any time you are changing lanes.
Allow plenty of space in front of the vehicle you are
driving and do not follow a motorcycle too closely.
A statistical map detailing citations and other
motorcycle related information can be found at

Point Pleasant senior Gage Buskirk (10) belts a single in the third inning during
Tuesday night’s game against Chapmanville in Point Pleasant, W.Va.

POINT PLEASANT, W.Va
— It just wasn’t their night.
The Point Pleasant baseball
team couldn’t come up with
enough offense against Chapmanville as the Big Blacks fell
at home 7-2 on Tuesday night.
The Tigers (15-3) struck
first in the top of the third
inning after Tristan Thompson
hit an RBI-single that plated

Joe Zigmund for a 1-0 Chapmanville lead in the middle of
the third.
The Big Blacks (12-12)
responded after Gage Buskirk
singled in the third inning. It
took a team effort from Derek
King, Matt Richardson and
Jeremy Tate to bring Buskirk
home.

after three innings.
The Tigers offense let loose
in the fifth inning. Tyler Neil
was walked, followed by backto-back singles from Jacob

CENTENARY, Ohio — The key is
always to be playing your best toward
the end of the season.
The Meigs baseball team claimed
its fifth consecutive win Tuesday
night, topping non-conference guest
Gallia Academy 4-0 and avenging the
Marauders season opening 10-5 loss to
the Blue Devils.
After three scoreless, hitless
innings, the Meigs (11-7) offense
broke through in a big way, scoring
four runs on six hits and a hit batter in
the bottom of the fourth. Gallia Academy (13-5) managed just one hit over
the final three frames and the Maroon
and Gold claimed the 4-0 victory.
MHS senior Cameron Mattox
earned the victory one the mound,
striking out six in a complete game
effort, while allowing just four hits
and three walks. GAHS junior Marcus
Moore suffered the loss, allowing four
earned runs on six hits and a walk,
while striking out five in four innings.
Gallia Academy relief pitcher Zach
Graham threw two innings, struck out
two and allowed two hits.
Layne Acree paced the Marauder
offense with two hits, a run scored
and an RBI, while Luke Musser, Zach
Helton and Christian Mattox each singled and drove in a run. Ray Johnson
singled once, scored once and stole a
base, Chase Whitlatch added a single
and a run scored, while Tyler Williams
marked a single and Cody Bartrum
scored a run.
Braden Simms singled and stole a
base to lead Gallia Academy, while
Kole Carter, Matt Bailey and Seth Wills
each added one hit in the setback.
These teams could meet again in
the sectional final, if Meigs can top
Jackson and the Blue Devils can beat
Marietta.
