lowest bid for
US 35 work

CHARLESTON —A firm from Kentucky has
reportedly submitted the lowest bid to design,
build and finance the remaining 14.6 miles of US
35.
The West Virginia Division of Highways
(WVDOH) accepted bids for the project on
Wednesday from five qualified contractors.
According to WVDOH, the apparent low
bid came from Bizzack Construction, LLC of
Lexington, Ky. in the amount of $174,450,000
for the construction of a four-lane highway from
W.Va. 869 in Putnam County to CR 40 in Mason
County. In line with WVDOH procedure, the bid
will be reviewed and officially awarded in the
coming weeks. Once awarded, the contractor will
immediately begin design and prep work for the
project.
“We are very pleased to see competitive bids,
and excited the apparent low bidder came in
below our estimated cost,” stated Secretary of
Transportation Paul Mattox. “This will be another
example of how the Public Private Partnership
delivery method can deliver much anticipated
projects to the public sooner rather than later.”
The anticipated completion of this grade and
drain project is scheduled for the end of October
2018. There will be a final paving contract

King Ace Hardware in Middleport.
North Second Ave. will be blocked in
front of the store for audience seating.

The Mid Valley Christian School will
offer a food concession.
“Fun, Fun, Fun,” is the theme for
this year’s event. The party area will
be decorated in Middleport orange
and black. Members of the New Haven
Road Angels Car Club will be displaying vehicles from the 1950s and 1960s
in the surrounding area.

“Remember Then,” from Athens,
Ohio will take the stage on the loading
dock at King Ace Hardware. These
eight musicians and vocalists have
performed four times at the Rock and
Roll Hall of Fame and will entertain
with the greatest hits of the 1950’s and
1960’s. Among the favorites on this
year’s play list is a Beach Boys medley
including “409,” “Little Honda,” and
“Little Deuce Coupe.” In addition to
music and dancing, there will be prize
drawings and time to visit with friends,
neighbors and classmates.

POMEROY — A junior
at Eastern High School
has died as a result of
injuries sustained in a
single-vehicle crash on
Tuesday night.
Jillian N. White, 17,
was pronounced dead
at Holzer E.R. in Meigs
County. Sheryl Roush,
guidance counselor at
Eastern High School,
said the school has set
up grief counseling for
students and parents.
According to a report
by the Ohio State Highway Patrol, White was
traveling south on Flatwoods Rd. near Old Forest Rd. in Pomeroy in a
2010 four-door Chevrolet
Cobalt.
According to the
report, White failed to
make a curve in the road
and drove off the right
side of the road, striking
a fence and a tree before
her vehicle finally came
to a stop. The accident
occurred at approximately 11:24 p.m., Tuesday.
White was wearing her
safety belt.
Responding to the
scene were emergency
personnel with the Chester Fire Department,
Meigs County EMS and
the Meigs County Sheriff’s Office. The crash
remains under investigation.

the Sons of Union Veterans of the Civil War will conduct its annual commemoration of Memorial Day at 9
a.m. Monday at Pine Street Cemetery. Memorial Day
had it’s beginnings with the Grand Army of the Republic, America’s first veterans organization, on May 30
1868. The Sons of Union Veterans are the descendants
of these Union Civil War veterans and are therefore
obligated to keep alive the memory and the sacrifices
made by these veterans to preserve the Union.

Foodbank and Kitchen, a division of Hocking Athens
Perry Community Action, will be operating an Innovative Summer Feeding Program. The program will
provide a weekly box of shelf-stable meals, for free, during the summer to participating children in grades K-6.
This program is made possible by a grant from Feeding
America, thanks to ConAgra Foods Foundation. Each
participating child will receive a box of shelf stable food
for the week. Each eligible family will also receive fresh
produce as available, for free.Food boxes will be distributed once a week, during the summer months when
school is not in session. Meal pick-up date and location
will be designated upon approval. Food boxes will be
distributed within the Southern Local School district
and the specific location will be designated in the

limited number of boxes to distribute each week, therefore, registration will be approved on a first come, first

Smith announces
funding for Alma
Park upgrades

COLUMBUS — State Rep. Ryan
Smith, R-Bidwell, has announced that
the State Controlling Board approved
the release of $812,152 to help fund
upgrades to Lake Alma State Park in
Vinton County.
Smith
“These funds will provide vital
enhancements to Lake Alma State Park
that will benefit campers and visitors for years to
come,” Smith said.
Among the upgrades to the park is the construction of a new 520 square-foot concrete restroom and
shower facility, the installation of a new 1,050 linearfoot sewer line and a new 3,960 linear-foot water line,
the implementation of two new submersible grinder
pump stations, as well as the construction of an RV
dump station with access to road and electrical services.
When completed, the project will provide water and
sanitary services from the Village of Hamden, allowing for further improvements at the park in the future.
The project is expected to be completed by next
April.

Lawmakers vote to
abolish death penalty

LINCOLN, Neb. — Nebraska lawmakers gave final
approval on Wednesday to a bill abolishing the death
penalty that would make it the first conservative state
to do so since 1973 if the measure becomes law.
The vote margin in the unicameral Legislature was
more than enough to override a promised veto from
Gov. Pete Ricketts, a supporter of capital punishment.
Ricketts, a Republican, said the vote represented a
“dark day” for public safety.
“Nebraska has a chance to step into history — the
right side of history — to take a step that will be beneficial toward the advancement of a civilized society,” said
Sen. Ernie Chambers of Omaha, an independent who
has fought for four decades to end the death penalty.
The Nebraska vote marks a shift in the national
debate because it was bolstered by conservatives who
oppose the death penalty for religious reasons, cast it
as a waste of taxpayer money and question whether
government can be trusted to manage it. Law-andorder conservatives in the United States have traditionally stood among the strongest supporters of the
ultimate punishment.
Nebraska hasn’t executed a prisoner since 1997,
when the electric chair was used. The state has never
imposed the punishment under the lethal injection
process now required by state law. Some lawmakers
have argued that constant legal challenges will prevent the state from executing anyone in the future.

Woodland Centers receives ODOT grant
GALLIPOLIS — The Ohio
Department of Transportation has
awarded Woodland Centers Inc.
a grant for its Ohio’s Specialized
Transportation’s Program.
According to Matthew King,
manager of marketing the public
relations for Woodland Centers, the program is intended to
enhance mobility for seniors and
people with disabilities by providing Federal Transit Administration funds for programs in small
urbanized and rural areas that
serve the special needs of transitdependent populations beyond
traditional public transportation
services, as well as and Americans

with Disabilities Act (ADA) complementary paratransit services.
All told, Woodland Centers
received $55,032 from ODOT —
80 percent of the project cost —
and with their match of 20 percent
was able to purchase two 2015
Dodge handicapped-accessible
modified minivans. The vans will
be used for round-trip transportation services for non-emergency
medical appointment. The vehicles
can also be used any Medicaid
eligible individual living in southeastern Ohio as approved by either
the Department of Jobs and Family
services or select Medicaid Managed Care Organizations.

not-for-profit, community behavioral health agency that provides
comprehensive mental health and
chemical dependency services for
the residents of Gallia, Jackson,
Meigs and Vinton counties. Since

delivered a full complement of
services for mental illness and
substance abuse which include
general outpatient services, emergency services, telepsychiatry,
crisis intervention and crisis stabilization.

Literary Club observes 120th anniversary

MIDDLEPORT
— The Middleport
Literary Club recently
observed its 120th
Anniversary at the Middleport Library meeting
room. Many attending
dressed in period clothing in memory of past
members.
As part of the anniversary year, the club
reviewed classic books
from the decades since
the 1890’s
Program chair, Gay
Perrin, welcomed the
speaker and members,
as well as guest Gladys
Cumings. She then
noted the club’s long
history as part of a
groundswell of women
banding together
nationally for mutual
learning and social betterment.
The Middleport Club
was first organized for
the program year of
1894-1895. The Club
was associated with a
movement of women’s
clubs being established
across the nation, not

only to promote reading
and education, but also
to further social causes,
such as the vote for
women and the abolishment of child labor in
mines and factories.
The club began in
its earliest years with
only members from
Middleport. As it grew,
the club began to accept
members from all over
the country.
Perrin introduced
Michael Gerlach, local
historian and Middleport Mayor, who spoke
about the history of
Middleport. Gerlach
explained that Middleport was a booming
town at the time of the
club’s founding. He
discussed a number
of businesses located
in Middleport in the
1890’s, including a
flour mill, furniture
factory, woolen mill
and several newspapers. Many of the
establishments were
family owned, and
many of the Literary
Club members worked
alongside the men.

Gerlach spoke of Coe’s
Opera House. Many traveling concert and drama
groups performed at the
Opera House, and other
cultural events were held
there as well. He added
that the Literary Club
helped to bring such programs to Middleport.
Club members were
also active in aiding
efforts on the home
front during both World
Wars.

To graduates:
Enjoy the journey
We at Ohio Valley Publishing congratulate the
graduates of the Class of 2015. Graduation marks
the end of one journey and the beginning of
another.
It may sound cliche, but it’s true: Your lives are
just beginning.
To those graduating seniors at all of our schools
in Gallia, Meigs and Mason counties who are preparing to enter the next phase of their lives: It’s
not as grim as it sounds.
Some of our area graduates may decide to continue their education at a college or university.
Sure, education costs are skyrocketing. The cost
of a four-year degree (which in many cases has
become a five- or six-year degree) has increased
at rates that far surpass inflation. It is not uncommon to graduate from college and have a six-figure
student loan and no job. In today’s world, student
loan debt exceeds credit card debt.
Picking the right major that has long-term benefits, both in terms of job satisfaction and earnings,
is a hit-or-miss venture.
It won’t always be that way.
Others may choose to take a job and hang on to
it to earn a little bit of money, marry a high school
sweetheart and/or start a family.
Still others may choose to enter the armed
forces — Air Force, Army, Marine Corps or Navy
— and defend our nation in the continuing global
war on terror. If that’s the chosen course, we wish
them God speed.
Graduates, whatever you choose, give it your all
and cherish every moment of the ride. You’ll be
glad you did.
You will experience new things, meet interesting — and not so interesting — people along your
journey. Some of the most interesting people in
life have no clue what they’re doing. They’re just
going along for the ride and seeing where the
wind takes them.
And in the Ohio Valley, we have plenty of wind
to carry you.
You will experience troubles. It’s called life. But
how to deal with those troubles is what will define
you as a person. Handle those troubles with dignity and class.
In the end, it’s not about the destination; it’s
about enjoying the journey and taking time to
smell the roses on your way to that destination —
wherever that may be.
Best of luck to all of our Ohio Valley graduates.

CHARLESTON, W.Va. — Part of the
thrill is getting there. Now it’s time to
expand on the excitement.
Mason County will be well-represented
this weekend at the 2015 WVSSAC Track
and Field Championships as 17 individuals
will compete Friday and Saturday at Laidley Field on the campus of the University
of Charleston.
Wahama has nine athletes competing in
11 events at the Class A meet, while Point
Pleasant is sending eight competitors in
six events to the Class AAA meet. Almost
all of the 17 state qualifiers are also making a return trip to the annual state competition.
The WHS boys have the most entries of
any of the four programs competing this
weekend, as the White Falcons will have
eight athletes vying for podium spots in
eight separate events at the Class A level
— including a trio of relays.

POINT PLEASANT, W.Va. —
The offense woke up just in time.
The Point Pleasant baseball team
scored six times in the bottom of
the seventh inning Tuesday night
to force extra innings, in a nonconference game against visiting
Wayne. In the bottom of the eighth
inning Trevor Porter doubled home
Jeremy Tate to give the Big Blacks
a 13-12 victory over the Pioneers.
After allowing two runs in the
top of the first inning, Point Pleasant (15-16) struck for five runs in
the bottom of the frame, which was
highlighted by 2-run doubles by
Matt Richardson and Tristan Austin. Richardson drove in Gage Buskirk in the second inning to expand
the PPHS lead to 6-2.
Wayne (21-9), which scored once
in the third inning, stormed into
the lead with a 6-run fourth frame,
highlighted by a 2-run double by
Cody Noe and a 2-run single by
Isaiah Thompson. The Pioneers
pushed the lead to 12-6 with two
runs in the fifth inning and one
more in the sixth.
After being shutdown for four
straight innings, the Big Blacks
broke the drought in the bottom of
the seventh when Porter singled

home Richardson and Derek King.
Austin grounded out to the third
baseman for the second out of the
inning, but Sam Martin was able
to score on the play, which cut the
deficit to 12-9.
Porter then scored on an error
to pull the Big Blacks within two
runs, which was followed by a
Chris Lush triple that plated Tyler
Mitchell. Lush scored on an error
to tie the game and force extra
baseball.
In the bottom of the eighth
inning Tate reached on a dropped
third strike and advanced into scoring position when Cody Sockwell
drew a one-out walk. With two runners on and one out in the inning
Porter drove the ball to right-centerfield, allowing Tate to score and
give PPHS a 13-12 victory.
Richardson earned the win on
the mound for Point Pleasant,
striking out four, while allowing
one earned run on two hits and
two walks in three innings of relief
work. Austin started on the mound
for the Big Blacks and he went
three innings, striking out two and
surrendering three earned runs on
five hits and a walk. Riley Woodall
allowed five earned runs on two
hits and two walks, Bruce McDermitt struck out one in one inning
and allowed one earned run on two

hits and a walk, while Sockwell
threw one inning and allowed two
earned runs on two hits.
Taylor Jones suffered the loss
for Wayne, after allowing six runs,
three earned, on seven hits and
two walks. WHS starter Kodie
Bowen threw two innings and
allowed six earned runs on four
hits and two walks, while Cayden
Ross gave up one unearned run on
one hit and a walk in .2 innings.
Jones struck out six in the game,
while Ross fanned two.
Porter paced the PPHS offense
with three hits, three RBI and a
run scored, while Sockwell added
three hits, one RBI and one run
scored. Richardson marked two
hits, two runs scored and three
runs batted in, Buskirk added one
hit, two runs scored and two stolen
bases, while Derek King singled
once, scored twice and stole one
base. Austin had one hit and three
RBI, Lush added one hit, one run
scored and one RBI, while Tate,
Mitchell, Martin and James Littlepage each scored once in the win.

NEW YORK (AP) — The Minnesota Timberwolves
too often came to the NBA draft lottery and left in worse
shape than they arrived.
And when they finally ended years of lottery futility, it
came from the spot where nobody had been winning.
The Timberwolves won the lottery Tuesday night,
the first time since 2004 the team with the worst record
earned the No. 1 pick.
After years of bad luck, things finally worked out for
the Wolves, who can perhaps choose between big men
Karl-Anthony Towns of Kentucky and Jahlil Okafor of
national champion Duke to put next to Rookie of the
Year Andrew Wiggins.
“We’re in this for big stakes,” said Flip Saunders, the
Wolves’ president and coach. “The big thing about this
is getting good talent that can blend together. This is
another big step.”
The Los Angeles Lakers moved from the fourth spot
to second, keeping a pick they would have sent to Philadelphia if it fell outside the top five. The 76ers are third
followed by the New York Knicks, who had the secondbest odds of winning but instead fell to fourth 30 years
after winning the first lottery and drafting Hall of Famer
Patrick Ewing.
Not since Orlando won the right to pick Dwight Howard
in 2004 had the NBA’s ultimate game of chance came out
in favor of the team with the best odds. The Timberwolves
had a 25 percent chance of landing the top pick in the draft
to be held in New York on June 25, after finishing 16-66.
But their fans knew not to get their hopes up after the
Wolves had fallen backward eight times previously, including both times they were in the pole position. A chance at
Shaquille O’Neal turned into Christian Laettner in 1992,
and they fell one spot in 2011 to miss out on Kyrie Irving.
“Today was very nerve wracking. I really didn’t anticipate that it would go this way,” owner Glen Taylor said.
“People say you have a 25 percent to win but I always look
at it that there’s a 75 percent chance that someone else
is going to win. I just feel very honored that we have the
chance to be in this position.”
Several hundred fans gathered to watch on the big
screen at Target Center in Minneapolis and erupted
when the Lakers card came out of the envelope for
No. 2, meaning Minnesota had finally earned the top
pick for the first time.

COLUMBUS, Ohio (AP) — Like father, like
son: Nick Foligno now is an NHL captain just like
his dad was.
Foligno, who served as a captain for the NHL
All-Star Game in Columbus in January, was introduced Wednesday as the first Blue Jackets player
in three years to wear the “C” on his jersey.
His dad, Mike, a former captain for the Buffalo
Sabres and now an assistant coach in New Jersey,
found out about Nick’s appointment via a phone
call. So did Nick’s brother, Marcus, a current
Sabres forward.
“Obviously, my dad and brother are really happy
for me,” Nick said. “My dad’s actually been a captain in the league, so it’s pretty cool to be able to
share that with him. Marcus is really excited for
me as well. It’s been pretty special.”
The Blue Jackets had been without a captain
since Rick Nash was dealt to the New York Rangers in July 2012. Foligno becomes the sixth
captain in the franchise’s 14 seasons. Previous
captains were Lyle Odelein (2000-02), Ray Whitney (2002-03), Luke Richardson (2003-05), Adam
Foote (2005-08) and Nash (2008-12).
Foligno was acquired not long after Nash was
dealt, with Columbus sending defenseman Marc
Methot to Ottawa for him. He is coming off a
career year with personal bests of 31 goals, 42
assists and 73 points.
Midway through the year, he signed a six-year,
$33-million contract on Dec. 31, 2014.
The left wing came to a team mired near the
bottom of the NHL. The club, the youngest in the
NHL, made the playoffs in 2014 and just missed
this past season despite more than 500 man-games
lost to injury.
Fans have called out for a captain the past two
years but general manager Jarmo Kekalainen said
the time wasn’t right.
