Suspect at large

Grad rises to the occasion
By Beth Sergent

POINT PLEASANT — Its been said that life
is full of hard times but every so often, that same
life bursts open and gives us what we hoped for in
carefully placed moments — moments that arrive
after much work and perseverance.
During Saturday’s graduation commencement
ceremony at Point Pleasant High School, senior
Paul Holley entered the processional with his
other classmates, though he entered in a wheelchair.
He did not stay in one.
When Holley was a sophomore, his life completely changed after he was involved in a severe
automobile accident while a student at Hannan
Junior/Senior High School. He injured his C-6
vertebrae, which left it unclear whether he would
walk again, let alone live.
Holley, who was a talented basketball player at
Hannan, had touched many lives in a community
that rallied around him and his mother, April Vickers, supporting them emotionally and financially.
An organization called Paul’s Partners in Prayer
set out to raise funds for him and the specialized
medical care he would need. He spent several
weeks in the ICU at Cabell Huntington Hospital,
then was transported to Shriners Hospital in Chicago, which specializes in spinal cord injury.
Through his recovery, Holley kept proving doctors wrong by getting off a ventilator some said he
would always need. He then began physical therapy, which included learning how to write since his
hands were left paralyzed.
Vickers recalled those days after the accident,
saying so much was unknown, adding that the
things she was hearing about his prognosis were
not encouraging. She was told he may never walk
again or be able to do much of anything — even
breathe on his own or feed himself.
“He couldn’t move anything from his shoulders
down,” Vickers said.

Congress
needs to allow
crude oil exports
With one action, the U.S. Congress could reduce
the nation’s trade deficit, grow U.S. jobs, increase
revenue and assure more U.S. influence across the
world.
But because of Congressional inaction, the
export ban remains in place 40-plus years later.
The ban was enacted by Congress following the
1973 Arab oil embargo. That embargo created a
domestic energy crisis, causing shortages, lines
for gasoline and mayhem across the U.S.
For most of the period since, the U.S. remained
generally an importer of energy. In those circumstances, the ban was not a cause for concern.
Times are different now.
Thanks to new technology that allows oil producers to extract oil from previously hard to get
shale sands, the U.S. is now the largest petroleum
producer in the world, recently surpassing Russia
and Saudi Arabia.
While exporting crude oil is banned, petroleum
products refined from crude, such as gasoline
and diesel fuel, can be. In fact, in 2014 the U.S.
exported $147 billion worth of refined petroleum
products. The U.S. also exports coal, natural gas
and natural gas liquids - making crude oil the only
form of energy banned from export.
Lifting that ban would not just help U.S.-based
oil producers create more American jobs and revenue, but would give the U.S. considerably more
non-military influence in foreign policy.
“The pathway to achieving U.S. goals also can
be economic,” wrote former U.S. Central Intelligence Agency director and Defense Secretary
Leon Panetta, along with former National Security
Adviser Stephen Hadley, in the Wall Street Journal recently.
“The U.S. can provide friends and allies with a
stable alternative to threats of supply disruption,”
(from Russia) the two wrote. “This is a strategic
imperative as well as a matter of economic selfinterest.”
The authors also wrote to dispel the common
fear that exporting crude oil would cause domestic
gasoline prices to rise.
They pointed to several studies that show oil
exports would actually put downward pressure on
prices.
“Too often foreign-policy debates in America
focus on issues such as how much military power
should be deployed …” Panetta and Hadley wrote.
“Ignored is a powerful, nonlethal tool: America’s
abundance of oil and natural gas. The U.S. remains
the great arsenal of democracy. It should also be
the great arsenal of energy.”
Congress should act to remove the ban on oil
exports.

the timer for early in the morning - when less water is lost to
evaporation - and the plants will be
watered even if you are not home.
Always water thoroughly and
only as needed to encourage plants
to develop deep root systems that
are more drought-tolerant. Be sure
to avoid high nitrogen, fast release
fertilizers that promote lush succulent growth which needs more
frequent watering.
Further conserve water and time
spent watering by grouping moisture-loving plants together. You
can provide needed water more
efficiently and avoid overwatering
nearby drought-tolerant plants.
And remember to mulch your
garden. A thin layer of shredded
leaves, evergreen needles or other
organic matter helps conserve
moisture and reduces erosion. As
the mulch breaks down, it helps
improve the soil, while decreasing
its’ water needs.
So make this the year you take
a break from watering, while
continuing to enjoy beautiful and
productive gardens.
