Water Utility Defends Position On Hjll

Officials of the local water company don't expect a fOrthcoming visit of Ohio l,'ublic Utilities Commission Enllineer B.

made to Pomeroy Coundl last week about water service in

Lincoln Heights Ad&lt;)ition. Complaints specifically pointed to
pressure and volume of water received from the storage tank
on the hill and through the slx·inch main servicing the 58 sub-

scripers !here.

However, the Meigs Waler Company says it dellnllely is
not t·esponsibl• for pressure; for water, yes, but not the speed

In both instances. according to the utility, the advice was
disregarded.
The 18,000 gallon storage lank was built by the contractor
and was owned by the government until recent years when it
was "given" to the water company, a gilt it looks upon with
some trepidatiOn. The government says now the water com·
pany owns it, though it is not carried on the utility's books as
an asset and it was not used in evaluating the water works
when a rate increase granted two years ago. In any event,
the tank has been maintained by the utility &gt;nd when It wears
out, it apparently will have to be replaced by the same agency.
"How can we be held responsible for a situatl~n that In no
way is our fault?" officials of the utility ask.
It was pointed out that lhe utility maintains w&amp;ter in the
storage tank at all times to at least two feet from the top. Our·
ing cold winter months when controls on a pump supplying It
freeze, service calls to thaw out the controls are necessary
twice a day. What pressure and volume are present are con·
sistent, the utility says.
According to the utility M1·. Tackett is fully aware of the
Lincoln Heights Addition problem . It is further maintained
that the PUCO at no time belor• or after gran! of the rate in·
crease stipulated "improvements" were expected by the utility in service to the area.
If "service" stands as it is alter Tackett's visit, what can
Hill subscribers do about improving their lol themselves?
There are a number of things, none very heart warming.
One is replacement of galvanized

An alternative is either the raising of the present 18,000

instead of 20, or construction of a new tank at a sufficient
heigh!, at subscribers' expense. This would be costly on the
Hill because !here is no nearby prominence available upon
which to build a tank, It would have to be on a tower. They
don't give towers away.
Another posslblllty is doing away with the tanlt entirely and
Installation of a large turbine·type pump that could pump sufficient water into the six-inch main on the hill. This too, prt'sumahly, would be at subscribers' expense. It could cost an
estimated $4,000, If lnl'ge enough to provide fire protection
too.
As • final note, It should be recalled that galvanized pipe of
the World War II variety ("" Inch) used in the Hill homes has
a life expectancy of 10 to 12 years before corrosion and deposIts build up In lt. This Is particularly true on the Hill where
pressur.e Is Inadequate to "push" settling sediment on through
outlets In houses,

Water Utility Defends Position On Hjll

Officials of the local water company don't expect a fOrthcoming visit of Ohio l,'ublic Utilities Commission Enllineer B.
D.'Tackett to dis&lt; lose much of anything new.
Mr. Tackett is coming here soon in response to complaints
made to Pomeroy Coundl last week about water service in

Lincoln Heights Ad&lt;)ition. Complaints specifically pointed to
pressure and volume of water received from the storage tank
on the hill and through the slx·inch main servicing the 58 sub-

scripers !here.
,
However, the Meigs Waler Company says it dellnllely is
not t·esponsibl• for pressure; for water, yes, but not the speed
and volume at which it arrives in the homes. On Ibis point, a
pivotal on• to people ·'on the hill," the utility says that 14
yean ago when the Addition was built they strongly advised
not only a higher tank so as to provide more pr~ssure but also
three quarler·inch service lines into houses instead of "" inch

In both instances. according to the utility, the advice was
disregarded.
The 18,000 gallon storage lank was built by the contractor
and was owned by the government until recent years when it
was "given" to the water company, a gilt it looks upon with
some trepidatiOn. The government says now the water com·
pany owns it, though it is not carried on the utility's books as
an asset and it was not used in evaluating the water works
when a rate increase granted two years ago. In any event,
the tank has been maintained by the utility &gt;nd when It wears
out, it apparently will have to be replaced by the same agency.
"How can we be held responsible for a situatl~n that In no
way is our fault?" officials of the utility ask.
It was pointed out that lhe utility maintains w&amp;ter in the
storage tank at all times to at least two feet from the top. Our·
ing cold winter months when controls on a pump supplying It
freeze, service calls to thaw out the controls are necessary
twice a day. What pressure and volume are present are con·
sistent, the utility says.
According to the utility M1·. Tackett is fully aware of the
Lincoln Heights Addition problem . It is further maintained
that the PUCO at no time belor• or after gran! of the rate in·
crease stipulated "improvements" were expected by the utility in service to the area.
If "service" stands as it is alter Tackett's visit, what can
Hill subscribers do about improving their lol themselves?
There are a number of things, none very heart warming.
One is replacement of galvanized

increase volume, not pressure. When this is done it would be

an excellent plan to caU on the water company to clean out
the lln'es to the corporation ~ock . '!'his the utillly will do as a
service.
An alternative is either the raising of the present 18,000
gallon lank to a height sufficient lo provide 40 lbs. pressure
instead of 20, or construction of a new tank at a sufficient
heigh!, at subscribers' expense. This would be costly on the
Hill because !here is no nearby prominence available upon
which to build a tank, It would have to be on a tower. They
don't give towers away.
Another posslblllty is doing away with the tanlt entirely and
Installation of a large turbine·type pump that could pump sufficient water into the six-inch main on the hill. This too, prt'sumahly, would be at subscribers' expense. It could cost an
estimated $4,000, If lnl'ge enough to provide fire protection
too.
As • final note, It should be recalled that galvanized pipe of
the World War II variety ("" Inch) used in the Hill homes has
a life expectancy of 10 to 12 years before corrosion and deposIts build up In lt. This Is particularly true on the Hill where
pressur.e Is Inadequate to "push" settling sediment on through
outlets In houses,
