Kickin’ Summer Bash kicks off

OHIO VALLEY — The Area Agency on Aging 8
and other community organizations are working to
raise awareness of an emerging problem this June,
the problem of elder abuse.
Recognizing the signiﬁcance of elder abuse as a
public health and human rights issue promotes a
better understanding of the many cultural, social,
economic and demographic processes affecting
elder abuse and neglect.
“No community is immune from the issue of
abuse and neglect of the elderly,” Buckeye Hills
AAA8 Director Debra Huff said. “Ohio’s Area
Agencies on Aging remain concerned that for
every case that gets reported, ﬁve others go unreported.”
Huff added that to ensure safety for Ohio
seniors, their protection must be a top priority.
Implementing changes to the state adult protective services law recommended by the ODJFS
APS Funding Work group and providing sufﬁcient
resources to ensure that robust and responsive
adult protective services are available in every
county for seniors in need is among the ways to
ensure senior safety.
Elder abuse, neglect and ﬁnancial exploitation
of the elderly are growing problems. For the ﬁrst
time in history, people age 65 and older now outnumber children under age ﬁve. Each day, more
than 10,000 Americans turn 65. This trend will
continue for the next 20 years. At the same time
that the population is growing, we know a large
number of older adults face abusive conditions.
Every year an estimated 5 million, or one in
10, older Americans are victims of elder abuse,
neglect, or exploitation. In Ohio, more than
15,000 incidents are reported statewide each year.
Policy Matters of Ohio estimates the actual number of incidents is between 75,000 and 214,000
each year.
Anyone can be a victim of elder abuse. It is
important to know the signs and how to report
suspected cases.
Bruises, pressure marks, broken bones, abrasions, and burns may be an indication of physical
abuse, neglect, or mistreatment. Unexplained
withdrawal from normal activities, a sudden
change in alertness and unusual depression may
be indicators of emotional abuse.
Behavior such as belittling, threats, and other
uses of power and control by caregivers or family members are indicators of verbal or emotional
abuse. Strained or tense relationships, frequent
arguments between the caregiver and elderly person are also signs.
Bedsores, unattended medical needs, poor
hygiene and unusual weight loss are indicators of
possible neglect. Sexual abuse is often difﬁcult
to spot, but there are indicators such as bruising
around breasts and genital areas.
Self-neglect is one of the most frequently reported concerns brought to adult protective services.
Oftentimes, the problem is paired with declining
health, isolation, Alzheimer’s disease or dementia,
or drug and alcohol dependency.
Some behaviors associated with self-neglect
are hoarding to the extent that the safety of the
individual is threatened or compromised, failure to
provide adequate food and nutrition for oneself or
refusal to take essential medications or seek medical treatment for serious illness.

assisting income-eligible
residents with the 2015
Emergency Summer Crisis Program beginning
July 1.
However, according to
Sandra Edwards, emergency services division
director, because of less
funding guidelines have
changed.

Eligible applicants
must be in one of two
groups:An incomeeligible household where
the individual has a current qualifying medical
statement from a physician verifying a chronic
breathing disorder.
An income-eligible
household where the
applicant is 60 or older.
Required blank medical
forms may be picked up
in any Community Action
Agency ofﬁce in Gallia or

Meigs counties. The Gallia ofﬁce address is 8010
Ohio 7 in Cheshire and
the Meigs ofﬁce address
is 122 N. 2nd Ave. in
Middleport. There will
be no air conditioners
available this year, and
any Percentage of Income
Payment Plan Plus customers will not be eligible
for any assistance no matter the situation.

Prevailing
wage flaws
exist in W.Va.
The hand-wringing and controversy over the
calculation of West Virginia’s prevailing wage rates
provides a vivid illustration of the problem with
government setting private wages.
The state agency charged with recalculating the
rates has come up with a methodology. Republicans in the Legislature have rejected that methodology, saying it isn’t consistent with the statute
they passed earlier this year. Democrats dispute
that.
In all the back-and-forth, it’s easy to lose sight of
what’s happening here: Bureaucrats in Charleston
are bickering over the prices that taxpayers across
the state will pay to private contractors for publicly funded construction projects.
This may be difﬁcult for the bureaucrats to
grasp, but here’s how wages are determined in the
real world: workers and employers negotiate over
the price and other terms for labor. Eventually,
they agree on an arrangement that leaves both
sides better off.
The work is done, and the wages are paid. No
government hearings are held. No input from politicians or economists is necessary.
It’s a process that happens millions of times
every day, including on publicly funded projects
in the many states that don’t have prevailing wage
laws.
The partisan back-and-forth over how to set new
wage rates simply shows how ﬂawed those rates

Market conditions are constantly ﬂuctuating
across the state in ways that no number-cruncher
can fully comprehend or predict.
Prevailing wage remains the law in West Virginia, and until that changes, policy-makers must
ﬁnd a way to settle their differences and agree on
a methodology for calculating rates.
But let’s not fool ourselves about the meaning of
what those rates turn out to be. However “scientiﬁc” the method of calculation, taxpayers will still
likely be paying distorted rates for construction
projects. If accuracy is what lawmakers are after,
they’re better off letting the market decide.

Tri-County Junior
Golf Schedule
POINT PLEASANT, W.Va. — The schedule for the
2015 Frank Capehart Tri-County Junior Golf League has
been released.
The tour began play on June 15 at the Hidden Valley
Golf Course. Age groups for both young ladies and young
men are 10 and under, 11-12, 13-14, 15-16, and 17-19.
Trophies are awarded each week to the ﬁrst, second and
third place positions in each age group. All participants
receive weekly points according to their position in their
age group.
A man/woman of the year is determined at the end of
the ﬁrst four weeks of play based on the points accumulated. The ﬁnal event of the year is a “Fun Day,” where
handicaps are used to determine the winning scores for
that day. All participants taking part in “Fun Day” will
receive a prize. The ﬁnal day scores will also be used to
break any ties that may exist after the ﬁrst four weeks.
The tournaments, courses and dates of play are as
follows: Monday, June 22, at Meigs County Golf Course
in Pomeroy; Monday, June 29, at Riverside Golf Course
in Mason; Wednesday, July 8, at Cliffside Golf Course in
Gallipolis; and Monday, July 13, at Hidden Valley Golf
Course in Point Pleasant.
The fee for each tournament is $10 per player. A small
lunch is included with the fee and will be served at the
conclusion of play each week. Registration begins at 8:30
a.m. with play starting at 9 a.m. Please contact Jeff Slone

OAKLAND, Calif. (AP) — LeBron
James soaked his tired feet in an ice

and his back as he sat smiling in Cleveland’s locker room after a second straight
loss in the NBA Finals.
While the Cavaliers’ chances at winning it all are dwindling, James’ conﬁdence is not.
“I feel conﬁdent because I’m the best

Kiwanis junior golf
tournament at Cliffside
GALLIPOLIS, Ohio — The Cliffside Golf Club will
be hosting the seventh annual Kiwanis Juniors at Cliffside golf tournament for golfers ages 9-18 on Thursday,
July 9, at 10 a.m. The competitors will be divided into
age groups 9-10, 11-12, 13-15 and 16-18 and there is
a fee. Golfers ages 12 and under will be charged a $20
fee, while golfers ages 13 and older will have a $30 fee.
Awards will be presented to the top three golfers in each

Eastern Golf Scramble
POMEROY, Ohio — The Eastern golf programs will be
holding a four-man scramble on Saturday, July 18, at the
Meigs County Golf Course. The 18-hole event will have a 9

morning. The cost is $40 per player, which includes 18
holes, cart and lunch. There will also be prizes for closest
to the pin, longest drive and other feats, as well as a skins
game and mulligans available for an additional fee. The

CENTENARY, Ohio — The Gallia Academy Blue
Angels volleyball teams will be holding a volleyball camp
for girls entering grades 3-7 next year. The camp will
begin on Monday, June 22, through Wednesday, June
24, from 2 p.m. until 5 p.m. in the Gallia Academy High
School Gymnasium. Players will practice volleyball
skills, work on volleyball fundamentals, and play volleyball games. The camp will conclude on Wednesday with
athletes participating in game play from 3 p.m. to 5 p.m.;
parents and spectators are welcome. The cost is $60
per athlete, and each athlete will receive a camp T-shirt.

GALLIPOLIS, Ohio — Gallia Academy track and
ﬁeld coach Paul Close is tentatively working on starting a youth track team for grades 1-6. Close would like
to start practice this month and compete through July.
Due to a late start next year, we will ofﬁcially begin
in May of 2016 and compete through July. The scope
would be to work as a team, learn the basic fundamentals of track and ﬁeld, and build self esteem and conﬁdence. If you are a parent or grandparent and would
love to see this happen, please contact Coach Close
at 740-645-7316. Close’s intent is not to make this
something competitive or to win major competitions,
but to emphasize the basic fundamentals of track and
ﬁeld. Practices will likely run twice a week at Gallia
Academy high school, with times and schedule yet to
be announced. Once things get up and rolling, Close
would like to form a committee of 5-6 parents to create
a charter and plan goals, etc., for the team.
