from FHA Authorities' Report

.We d~ not propose to dash cold water on
.aspirations of many peOple in the Southern
School District to bring about a bond issue
soon'fQr construction of additi(mal education·
at bcillties. Yet there are certain broad aspects of the problem facing that dlstrict, in
tbe socio-economic field, that should be discussed and studied in the greatest detail.
Completlo n or the winter and spring survey
l'etently In that district sponsored by the Parent Teachers' Assoolation, spearheaded by
the relharkably beneficial work of Mrs. c . E.
W. Downie, brought to public attention the
serious shortagPI'l- ii\ classrooms, especially-a,t
Racine High School.
1'he survey was guided on its main fronts
by Dr. William Chase of Ohio University .
What the survey accomplished remarkably
well was giving a realhation to people in the
district !hal they do have a problem _a big
one_ that will have to be met sooner or 1ster and the sooner the better provided action
iB based on tile best available predictions o!
lblhgs to come .
We would like to discuss one of " these
things to come" here today.
Optimism seems justified in assuming a
large Industrial plant, or possibly sevetal
small ones, may locate in the Letart Falls
labd purcha,e area. All school expansion
plans beyond merely meeting present needs
are based upon this assumption of a big plant
to come In the near future.
It Is popular to follow this assumption with
another which Is not nearly so well-founded
even In fancy. This Is that hordes o! new resIdents wlll flock to Meigs Coulfty to work in
this new 'lnduotrial expansion. The cold water
we'd like to dash here is that It just Isn't so.
Federal Housing Authorities who have
made an exhaustive study of the trl-county
area of Meigs, Mason, and Gallla counties, and
JacksOn County (Ravenswood), polnl out that
not more than 150 to 230 new families will
lliOYo tq U,ls area permanently to work at ~al
aer. Tplal employm~nt will be In excess of
4,000 people; The great majority of them will
be people already livln~ In 'Jacksot1' County,
and, of course, In lesser proportions, in MalOn, Meigs, and even Gallla counties.
/ Mainly, only , l!I•J!Jy tecl\nlcal personnel
will be brought in r!!,.li!!IP. Jllake aluminum.
Engineering staffs, personnel expert~. depart.
ment supervisors, their assistants and foremen, will have to be Imported. The company
hopea, and expeCt•, to recru11 most of Its op·

Surely 99 per cent of all Ohioans must
have been shocked by the incident in Colurn·
bus when a rookie policeman was seriously
beaten while carrying out his legitimate du·
ties stopping a street brawl.
Cries o! the mob, "kill him, kill him" re·
mind us ominously of the 1chant that rose in
the court of a certain Pontius Pilate 1927
years ago in a town called Jerusalem. Accord·

S-n.uiSinllllel, Pomeroy-Middleport, 0 ., July 10, 1957

from FHA Authorities' Report

.We d~ not propose to dash cold water on
.aspirations of many peOple in the Southern
School District to bring about a bond issue
soon'fQr construction of additi(mal education·
at bcillties. Yet there are certain broad aspects of the problem facing that dlstrict, in
tbe socio-economic field, that should be discussed and studied in the greatest detail.
Completlo n or the winter and spring survey
l'etently In that district sponsored by the Parent Teachers' Assoolation, spearheaded by
the relharkably beneficial work of Mrs. c . E.
W. Downie, brought to public attention the
serious shortagPI'l- ii\ classrooms, especially-a,t
Racine High School.
1'he survey was guided on its main fronts
by Dr. William Chase of Ohio University .
What the survey accomplished remarkably
well was giving a realhation to people in the
district !hal they do have a problem _a big
one_ that will have to be met sooner or 1ster and the sooner the better provided action
iB based on tile best available predictions o!
lblhgs to come .
We would like to discuss one of " these
things to come" here today.
Optimism seems justified in assuming a
large Industrial plant, or possibly sevetal
small ones, may locate in the Letart Falls
labd purcha,e area. All school expansion
plans beyond merely meeting present needs
are based upon this assumption of a big plant
to come In the near future.
It Is popular to follow this assumption with
another which Is not nearly so well-founded
even In fancy. This Is that hordes o! new resIdents wlll flock to Meigs Coulfty to work in
this new 'lnduotrial expansion. The cold water
we'd like to dash here is that It just Isn't so.
Federal Housing Authorities who have
made an exhaustive study of the trl-county
area of Meigs, Mason, and Gallla counties, and
JacksOn County (Ravenswood), polnl out that
not more than 150 to 230 new families will
lliOYo tq U,ls area permanently to work at ~al
aer. Tplal employm~nt will be In excess of
4,000 people; The great majority of them will
be people already livln~ In 'Jacksot1' County,
and, of course, In lesser proportions, in MalOn, Meigs, and even Gallla counties.
/ Mainly, only , l!I•J!Jy tecl\nlcal personnel
will be brought in r!!,.li!!IP. Jllake aluminum.
Engineering staffs, personnel expert~. depart.
ment supervisors, their assistants and foremen, will have to be Imported. The company
