hopeful for future

New Haven helps burglary victim

POMEROY — The Meigs County Historical
Society and Museum will be closed until January.
Carrie Gloeckner, second vice president of the
organization, said that the building is closed for
maintenance and repairs, with museum displays
being moved indeﬁnitely to the Meigs County
Museum Annex next door.
Gloeckner said that museum ofﬁcials did not
yet have a speciﬁc date set for when the museum
would re-open, but would announce it later in
December or January. When the museum does
open up again, it will also have new hours. The
building will remain closed on Mondays and
Tuesdays, and will be open 1-5 p.m. Wednesday
through Friday, 10 a.m. to 3 p.m. Saturday and 1-4
p.m. Sunday.
“So if church gets out, get something to eat
and come over,” Gloeckner said. “This will be a
very family-friendly place to bring your kids (and)
spend some time in. It’s small, but we’re going to
pack a lot in it.”
Aside from new hours, Gloeckner said the
museum will be set up differently once it moves
to the Annex. In particular, Gloeckner said the
new museum will be more modern in terms of
technology, including a ﬂat-screen television that

NEW HAVEN, W.Va. — The Bend
Area is rallying around a young
mother-to-be who was the victim of a
home burglary over the weekend.
Kathryn Bland, who lives on Butler
Street in New Haven, was working
a 24-hour home health shift Friday.
When she returned home on Saturday
evening, she found many of her
possessions, as well as Christmas gifts
she had purchased for others, gone.
Bland said the burglars took baby clothes
she had purchased for her daughter, who is
due next month. A television, sentimental
jewelry, and even toiletries, down to a roll of
toilet paper, were all gone.
But since the crime happened, Bland
said many people have stepped up to
help her.

POMEROY — Pomeroy Village
Council approved the 2016 Income
Tax Ordinance.
Fiscal Ofﬁcer Sue Baker told
the council that the ordinance had
to be in place by Jan. 1 because
of Ohio House Bill 5, or the Ohio
Municipal Tax Reform. Baker
explained that essentially this
means that the state of Ohio will
play a role in local income tax
collection.
Baker also said that because
the measure had to be in place
so soon that council should also
approve the necessary three
readings of an ordinance before
passing the ordinance, which they
also approved. A 2016 temporary
appropriation was OK’d as well,

which Baker said allows the village
to have ﬁrst-quarter expenditures
in 2016.
Mayor Jackie Welker announced
that the Pomeroy Skate Park will
be completed this week and will
have a grand opening at 1 p.m.
Dec. 12. The new park is located
near Pomeroy’s ﬁre station.

about the need to have Salisbury
Township pay more for ﬁre
services that Middleport and
Pomeroy ﬁre departments provide.
Baker said Salisbury Township
is currently the only township
in Meigs County that does not
have a ﬁre tax levy. Blaettnar
said that he’d recently talked to
Middleport Fire Chief Jeff Darst
about the issue. Both Darst, at
Middleport Council’s Nov. 25

meeting, and Blaettnar at Monday
night’s meeting, said Salisbury
paid $1,400 for the year for ﬁre
protection in 2014, and before
2014, the township paid $1,100
every year for approximately 30
years.

permission to have Pomeroy’s
solicitor, Chris Tenoglia, meet with
Middleport’s solicitor, Mick Barr,
about drafting up a Memorandum
of Understanding for the Salisbury
Township Trustees. Blaettnar
discussed having the MOU say
that beginning in 2016, Salisbury
Township should have a ﬁre tax
levy on their ballot until it passes.

Judge ends monitoring of juvenile prisons

COLUMBUS — A federal judge on Tuesday ended
the court-ordered oversight
of Ohio’s juvenile prison
system stemming from a
decade-old lawsuit alleging
the system was permeated
by a culture of violence.
The 2004 complaint
accused the Department of
Youth Services of excessive
use of force against children, providing inadequate
education, medical and
mental health care and failing to adequately train and
supervise staff.
The lawsuit also said the
agency made arbitrary and
excessive use of isolation
and seclusion, failed to
provide an adequate grievance process and failed to
provide equal access to
placement and services for
girls and young women.
U.S. District Court Judge
Algenon Marbley ended
most monitoring of the
system two years ago and
terminated remaining oversight at a hearing Tuesday
afternoon. Marbley’s ruling also ended the Justice
Department’s involvement
in the case, which began
over concerns about an
overuse of isolation as dis-

cipline for youth.
“This has been a model
case because everyone
came together with one
goal: the best outcome for
our youth,” said Marbley,
who thanked lawyers
for the state, the Justice
Department and incarcerated youth, as well as the
monitors who kept track of
progress, for their efforts
over the years.
Youth Services director Harvey Reed said a
turning point in negotiations was the decision “to
embrace all of the kids like
they were our own. That
was the catalyst for doing
things differently.”
The resolution is a sign
of how many improvements the state has
made and how much the
youth prisons agency has
changed since 2004.
The year the lawsuit
was ﬁled, Ohio had seven
juvenile detention centers
that housed around 1,800
children. Inmates were
treated as “mini adults”
and punished harshly and
inappropriately, said Al
Gerhardstein, a Cincinnati
lawyer who spearheaded
the lawsuit.
“Youth-on-youth violence
was high, youth-on-staff
violence was high, and

policy amendments

POMEROY — Meigs County Commissioners last
week approved a resolution brought forth by Robbie
Jacks, director of Meigs County EMS.
The commissioners approved myriad amendments
to the EMS Policy and Procedure Manual, which will
go into effect Dec. 15.
Also approved were appropriations totaling $24,800
in the EMS account, $710.40 into the Recorder’s
account and $30,000 into the Highway Department
account.
The minutes from the previous meeting were
also approved, along with county general bills totaling $26,502.72 and 278 bill entries for a total of
$402,559.41

GOP has
lessons to learn
from Trump

Polls indicate that support for Donald Trump is
plateauing while key challengers like Ben Carson,
Carly Fiorina and Marco Rubio are quickly gaining
ground.
If this trend continues and Trump ﬂames out,
the Republican establishment shouldn’t simply
dismiss his candidacy as a fad. There are lessons
to be learned from Trump’s unexpected popularity.
The most important one is that there is broad
support for some components of his immigration
platform, even among Hispanics.
Yes, you read that right.
Polls show that many Hispanics agree with
Trump that illegal immigration is a huge problem.
The eventual GOP nominee should, of course,
reject the divisive, inﬂammatory language Trump
has often used to make the case for reform. But
there are smart policy ideas buried under all that
rhetoric. They ought to be incorporated into the
ofﬁcial party platform.
A recent poll by SurveyUSA shows Trump
commands the support of 31 percent of Hispanics.
That’s not only a higher share than Mitt Romney
received in 2012 — it’s more than Republican
George H.W. Bush received in 1988 when he won
the general election.
Most Hispanics aren’t single-issue voters when
it comes to immigration. A recent Gallup poll
found that, among registered Latino voters, 67
percent are at least willing to support a candidate
who doesn’t share their views on immigration.
And 18 percent don’t consider the issue important
to them at all.
What’s more, many Hispanic citizens have little
sympathy for immigrants who haven’t played by
the rules. Forty-two percent of American-born
Hispanics disapprove of President Obama’s
executive actions to prevent the deportation of
illegal immigrants.
So while Trump has been incendiary, his
message has nonetheless resonated with a
signiﬁcant share of Hispanic voters. It’s no
surprise that immigrants who played by the rules
disapprove of people who don’t.
With Trump on the wane, the GOP should pluck
the good from his immigration stand and propose
speciﬁc reforms.
As Trump has suggested, border enforcement
should be a primary goal. Trump’s signature
proposal, after all, is a wall along the Mexican
border with “a big, beautiful door … so that people
can come into this country legally.”
The GOP should ﬁll in the details. For example,
they need a strategy for ﬁnding and holding
accountable immigrants who remain in the
country longer than the law allows. Systems
such as biometric exit points, which would track
visitors through their ﬁngerprints or photographs,
could help ensure that the person leaving the
country is the same one who entered.
Trump has also said that after deporting
undocumented workers — who make up 5 percent
of the U.S. labor force — he’d be willing to
“invit[e] the good ones back.”
It’d be cheaper and more effective to skip the
mass deportations and simply grant temporary
work permits to certain illegal immigrants who
pass a rigorous qualiﬁcation process. These
individuals would need to learn English, pay hefty
monetary penalties for having violated the law,
and pass a thorough background check.
The GOP should reject Trump’s hateful rhetoric
while prioritizing serious immigration reform.
That strategy will drive voters of all stripes,
including Hispanics, to the polls next November.

New ATV trail system eyed for W.Va.
CHARLESTON, W.Va. (AP) —
State legislators will soon decide
whether to move forward with a
proposed all-terrain vehicle trail
system in central West Virginia

Trails network in the southern section of the state.
A feasibility study is expected to
be complete by Jan. 4 and follows
more than a year of analysis by
Marshall University’s Rahall Appalachian Transportation Institute
and a series of public workshops in
a seven-county area, The Charleston Gazette-Mail reports.
A 5,000- to 10,000-acre tract of
land in the studied area will be
identiﬁed as the most feasible site
for the trails system, Rahall Appa-

The study area for the new trail
system includes Braxton, Calhoun,
Clay, Gilmer, Lewis, Nicholas and
Webster counties.
“(The trail system) would be a
welcome breath of fresh air for an
area that has relied heavily on the
coal industry and help it overcome
the travesty of its decline,” said
Sen. Greg Boso, R-Nicholas, who
attended a public workshop on the
proposed system in Richwood last
month.
Payne said the trail path will not
involve public lands.
Much of the privately owned
land in the area is owned by holding companies involved in the for-

estry industry, Boso said.
By using agreements similar to
those used by the Hatﬁeld-McCoy
system to lease trail property from
landowners, the holding companies
would retain ownership of the land,
be protected from liability issues
involving trail riders and be able to
continue timbering operations.
If the study concludes that the
trail system is worth pursuing,
obtaining money from the Legislature to phase-in its development
will be challenging, given the ﬁnancial challenges state government
faces, Boso said.
“We need to do what’s necessary in the next session to move
forward and take this vision to the
next step,” Boso said.

W.Va. auditor won’t seek re-election
CHARLESTON, W.Va.
(AP) — Longtime Democratic state Auditor Glen
Gainer said Monday that
he won’t seek re-election
next year, drawing to a
close almost four straight
decades of his family
holding the ofﬁce.
Gainer, who ﬁrst took
the four-year auditor job
in 1993 and was subsequently re-elected, told
The Associated Press his
decision is partly because
of the politicization of
government at the state
and national levels.
“I guess politics is probably passing me by. I’m
too old-school,” Gainer
said in an interview. “And
I just think, I’ve been in
government for over 30
years, that I’ve achieved
what I wanted to when I
took this ofﬁce.”
Gainer says he plans to
serve out his ﬁnal term
and wants to see through
the completion of the WV
OASIS computer data
system. He noted various other efforts in his
tenure to modernize and

streamline state payment
processes, including the
creation of a purchasing
card program and electronic payment for public
employees.
Gainer’s father preceded him as auditor from
1977 to 1993.
Gainer said he’ll pursue
an “exciting” private sector opportunity that he
will share publicly later.
Gainer, who is from in
Parkersburg, retained his
seat after losing a challenge against Republican
Rep. David McKinley in
the 1st Congressional
District last year.
Gainer said he wanted
to make the announcement sooner than later to
give time for any other
Democrats potentially
interested in running.

On Monday, McCuskey
commended Gainer for
his long career in public
service, but said he is

TOLEDO (AP) — A European wind developer
will take the lead on building a new wind farm
project in Lake Erie that’s designed to show the
potential for alternative energy along the Ohio
shoreline.
Backers say the $120 million pilot project is
expected to be up and running in 2018.
Lake Erie Energy Development Corp.
announced that Norwegian-based Fred.Olsen
Renewables will build the six wind turbines about
seven to 10 miles from the edge of downtown
Cleveland.
The deal brings an experienced developer to the
project and gives it more credibility as they seek
additional investors, said Lorry Wagner, president
of the Lake Erie Energy Development group.
“Instead of them saying ‘Who are you?’ they’ll
now say ‘we know who you are,” Wagner said.
Fred.Olsen Renewables has wind farms operating or in development in Sweden, Norway, Scotland and the United Kingdom. It’s also involved
in building wind turbines off the coast of Rhode
Island, the nation’s ﬁrst off-shore wind farm.
The company, based in Oslo, Norway, has interest in the future of wind power throughout the
Great Lakes region, Wagner said.
Lake Erie Energy Development hopes that its
test project will prove wind farms are economically viable and environmentally safe while also
displaying that northeastern Ohio can become a
manufacturing hub for wind turbines.
Wind projects in the Midwest have advantages
over the Atlantic Ocean, Wagner said, because
there are no hurricanes and there already is a
robust electrical grid with manufacturing plants
that need a lot of electricity.
The six turbines are projected to produce up to
20 megawatts. Cleveland Public Power has a deal
to buy a quarter of the output. Other potential
customers are still being sought.
Complicating that a bit is Ohio’s decision to put
a hold on a state law requiring the state’s utilities
to generate a portion of their electricity from alternative sources, such as wind and solar.

“Right now, a lot of people have been giving me
baby clothes,” Bland said. “It’s very overwhelming
and I am very grateful.”
The folks at Thompson’s Hardware in New Haven
heard about the story, and with Bland’s permission,
are accepting donations there to help Bland replace
some of her other items.
“I saw the story on the news and saw how hard
she worked,” said Mendy Thompson. “I just thought,
‘What if that was my kid?”
She continued, “It’s unreal this day and age that
people can just come in and take what they want with
no regard for people’s feelings.”
Thompson said she doesn’t know Bland, but
contacted her through friends on Facebook.
Bland said she had worked 70 to 80 hours a week in
October to be able to afford to buy Christmas gifts for
her family.
“I never thought I would need this help,” she said.
“I live alone and this has made it a lot harder on me.
People are being very generous though.”
No matter how much the people give Bland,
however, there is one thing that was taken that can
never be replaced.
“They took my mom’s necklace that my greatgrandmother gave her, and I was going to pass it
down to my daughter,” Bland said.
Her mother passed away from cancer in 2012.
Bland said she is holding onto the hope that it will be
found.
Donations are being accepted at the hardware store,
located at 405 Fifth St. in New Haven, through Dec. 16.

MORGANTOWN, W.Va. — They were missing
a couple of their bigger guns, but the Big Blacks
still put together a respectable showing this past
weekend at the 2015 Superior Photo Scholarship
Wrestling Tournament held at University High
School in Monongalia County.
Point Pleasant was without the services of grapplers Grant Safford and Tannor Hill, a pair of former state runner-ups that could not compete due
to a lack of practices between football season and
winter.
PPHS, nonetheless, went on to record eight
top-6 ﬁnished in the 14 different weight classes
and ﬁnished sixth out of eight teams with 130.5
points. The Big Blacks also had ﬁve top-4 efforts
and a pair of divisional champions at the two-day
event.
Senior Hunter White and freshman George
Smith each came away with ﬁrst place honors after
going 3-0 in the 106-pound and 182-pound weight
classes, respectively.
Sophomore Caleb Lane was third overall in the
120-pound division with a 3-1 mark, while freshman Luke Wilson went 3-1 overall and earned
third place in the 113 weight class.
Sophomore Jacob Roub was fourth overall at 2-2
in the 138 division, while Scotty Wilcox (126),
Christopher Lush (152) and Thomas Jeffrey (285)
each ﬁnished sixth. Lush and Jeffrey each went 2-3
in their respective divisions, while Wilcox ended
the weekend with a 1-3 mark.

MERCERVILLE, Ohio — A
wire-to-wire win for the Purple and
Gold.
The Southern girls basketball
team scored in the opening minute
of Monday night’s Tri-Valley Conference Hocking Division tilt at
South Gallia, and the Lady Tornadoes never looked back en route to
a 54-15 victory.
Southern (4-1, 3-0 TVC Hocking) outrebounded the Lady Rebels
(0-3, 0-2) 16-to-3 in the opening
period, helping the Lady Tornadoes grab a 12-3 advantage on the
scoreboard. The Purple and Gold
outscored SGHS 19-to-6 in the second quarter, pushing the advantage
to 31-9 at halftime.
The Lady Rebels managed only
one point in the third period, as
the SHS lead grew to 43-10 with
eight minutes left in regulation.
Southern ended the game on a 11-5
run, capping off the 54-15 victory.
“We did a real nice job defending (Mikayla) Poling and (Erin)
Evans,” said SHS head coach Kent
Wolfe. “We pushed the ball a little
bit and got into the running game
that we wanted. We outmatched
them on the glass and our three-

point shooting was really good, the
best it’s been all year long.”
SHS senior Ali Deem led the
Purple and Gold with 15 points,
followed by Faith Teaford with 13
and Jansen Wolfe with eight. Haley
Hill posted seven points, Sierra
Cleland and Josie Cundiff each
added ﬁve, while Shelbi Dailey ﬁnished with one marker.
Evans led the Lady Rebels with
seven points, followed by Poling
with ﬁve. The South Gallia scoring
was rounded out by Olivia Hornsby and Aaliyah Howell with two
points and one point respectively.
Southern was led on the glass by
Wolfe with 13 rebounds, followed
by Hill with 10 and Teaford with
eight. Hill and Deem each had ﬁve
assists to lead SHS, followed by
Cleland with three. Wolfe led the
defense with six blocked shots,
while Teaford added three and
Dailey marked two. Deem posted a
team-high four steals, followed by
Hill with three and Macie Michael
with two.
South Gallia’s rebounding was
led by Poling and Evans with ﬁve
each, followed by Northup with
three. Evans led the defense for
SGHS with four steals, followed
by Hornsby with three. Poling had
two steals and a block, while Nor-

thup came away with two steals.
Poling and Brooke Campbell each
had an assist in the setback.
“Give Southern credit, they
played really good defense,” SGHS
head coach Corey Small said. “We
couldn’t hit shots, they could and
that’s the result you get. We need
to get in better shape, we need to
learn to box out and we need to
work on shooting.”
The Lady Tornadoes shot 4-of-9
(44.4 percent) from the free throw
line and 21-of-53 (39.6 percent) from
the ﬁeld, including 8-of-22 (36.4 percent) from beyond the arc. As a team

48 rebounds, 17 assists, 10 steals, 11
blocks and 20 turnovers.
