material has for youngsters, especially infants, and its property of clinging to little
faces on inhalation, has shocked the nation.
lt has produced a hysteria that is reftected in

state and even FederalleveJs.
That something should, and must be done
about such a merlace is obvious. But we do
not think t•ws or ordinances or other puftlicly-administer:ed controls c:an ever prevent, or
even minimize the tragediea inherent in the
Playful, heedless, and to a large degree, helpless years of early youth. Under such an approach to the problem, our BJ}cestors would
have had to legislate against C\ltlery and
shears. The perils of the coal oil lamp would
have precluded its use, gas and electricity
would be unheard of. Nor could we have had
