Each n~w program is excitingly and attractively presented. In the dazzle, the ultimate
cost to the people in taxes is obscured.'' The
federal governmefit is deep in personal and
local matters coming under the categories of
health, education and welfare. Then, once a
ft~el'al program is started it is virtua1ly assur ed of immortality. Mr. Bennett can recall
only two prograrm that hBve been terminated
during his long service. One had to do with
the breeding of cavalry horses , and the other
with rum-distiHing in the Virgin Islands.
Mr . Bennelt deals with "a sort of bud*'t·
a-ry sleight of hand" whlch thf Treasury prac·
tices. and which, in many instances, is used
to finance programs while dodging annual
Appropriations Committee review . This hap·
pens with some of the most expensive programs - housing and farm price supports
among tllem. He is convinced that slep.j must
be taken to give Congress greater control
over lhe handling of the p"rse stl1nas.
He proposes a three..}att 'jlragi'ain which
would encourage and giveand succor
the ec~nomy-mfnde.d peop,'fe · in Congress.
First, economy e!fdHf . wo~ld be rec:ognlzed
through a system of thrift-ratings and aw·

organltation of a c.Ubre that would engage
national respect and attention. Secohd,.there
should be more empi!Uls on pay·U·you.go
prindples whenever possible. Third, procedures should be tightened to provide better
control nf federa-l spending. For Instance, the
way money btlls are now handled, on a piece·
meal basis, "we never know wbelher more
has been appropriated than Utere are reve.
noes to pay the cost until the last ·bills are
voted on."
.
"Fmaiiy, Mr. Bennett is a ! Irm supporter
of the item veto, whereby the President
could veto parts pf appropriation bills with·

Each n~w program is excitingly and attractively presented. In the dazzle, the ultimate
cost to the people in taxes is obscured.'' The
federal governmefit is deep in personal and
local matters coming under the categories of
health, education and welfare. Then, once a
ft~el'al program is started it is virtua1ly assur ed of immortality. Mr. Bennett can recall
only two prograrm that hBve been terminated
during his long service. One had to do with
the breeding of cavalry horses , and the other
with rum-distiHing in the Virgin Islands.
Mr . Bennelt deals with "a sort of bud*'t·
a-ry sleight of hand" whlch thf Treasury prac·
tices. and which, in many instances, is used
to finance programs while dodging annual
Appropriations Committee review . This hap·
pens with some of the most expensive programs - housing and farm price supports
among tllem. He is convinced that slep.j must
be taken to give Congress greater control
over lhe handling of the p"rse stl1nas.
He proposes a three..}att 'jlragi'ain which
would encourage and giveand succor
the ec~nomy-mfnde.d peop,'fe · in Congress.
First, economy e!fdHf . wo~ld be rec:ognlzed
through a system of thrift-ratings and aw·

organltation of a c.Ubre that would engage
national respect and attention. Secohd,.there
should be more empi!Uls on pay·U·you.go
prindples whenever possible. Third, procedures should be tightened to provide better
control nf federa-l spending. For Instance, the
way money btlls are now handled, on a piece·
meal basis, "we never know wbelher more
has been appropriated than Utere are reve.
noes to pay the cost until the last ·bills are
voted on."
.
"Fmaiiy, Mr. Bennett is a ! Irm supporter
of the item veto, whereby the President
could veto parts pf appropriation bills with·
