Middleport Council moves toward selling school property

MIDDLEPORT — A
first step in preparation
for the sale of the former
Middleport High School,
Meigs Junior High School,
Central Building, and the
football field and stadium
was taken at a meeting of
Middleport Village Council
on Monday night.
An ordinance to move
forward on advertising the
property for sale was given
a first reading and passed by
unanimous vote of council.
The tentative plan calls for
a second and third reading
to be given at the June 23
regular meeting of council
and then, if passed, to begin
the required five weeks of
advertising the property
for sale which would give
a probable sale date of July
28 and sold to the highest

bidder.
The ordinance states that
the sale of the property to
include the buildings, the
football field and stadium
is in the best interests of
the citizens of the village
of Middleport. It states
that the buildings, football
field and stadium shall be
sold at a public sale to the
highest bidder whose bid is
approved by the Middleport
Village Council. Anyone
interested in in the seeing
the legal description of the
real property for sale can
be found in the books at the
Meigs County Recorder’s
Office in the Meigs County
Courthouse. Also a copy of
the deed can be obtained at
Middleport Village Hall by
request, along with a copy
of the legal description.
The ordinance specifically defines an area exempt
from the parcels being put

up for sale by the village.
Information on that parcel
can be obtained at village
hall. It consists of 0.877
acre which has been previous discussed as the possible site for a commercial
business.
The notice of the public sale will be advertised
by publication of a copy of
the ordinance in The Daily
Sentinel once a week for
five consecutive weeks,
prior to the public sale as
required by law.
Bids for the property will
be reviewed by Middleport
Village Council at the first
regular meeting following
the public sale date, and a
purchase contract will be
awarded to the highest bidder approved by council.
Twenty-five percent of the
total purchase price is to
be paid as a non-refundable
deposit at the time of the

execution of the purchase
agreement.
The property will be sold
in “as is” condition with no
warranties regarding title
to the real estate, condition of the real property,
or contemplated use of the
property, either expressed
or implied. The Village of
Middleport retains the right
to reject any and all bids.
At the Council meeting
there were some concerns
raised in regard to the football field and stadium currently used and maintained
by the Big Bend Youth
Football League now holding on the facility which is in
effect through 2016. Sarah
Pullins spoke on behalf of
the Football League.
The disposal of the property for some benefit economically to the village has
been on Council’s agenda
for some time. Since legal-

ly the property cannot be
given away, according to
the village’s legal council, a
decision was made to move
forward on a possible sale.
Over the past several
years the Meigs County
Council on Aging has
expressed an interest in the
high school building as a
potential new home for the
agency which has outgrown
its current location. it is
anticipated that a bid will
come from that agency.
Shaver and the Board of
Trustees have been working with state and other
agencies to secure funding
for necessary remodeling
to adapt the building for
senior citizen use and other
purposes relating to use by
the general public.
If the building is secured
by the Council on Aging at
the public sale, then renovation will be carried out

and the agency will move
from its current location
on Mulberry Heights in
Pomeroy to Middleport.
At a recent meeting
with Council, Shaver said
“We’ve outgrown where we
are now. There’s no space
to expand, and we need
to make a move. We have
been planning for this future
for over ten years, and the
future begins now.”
Of course, everything
depends on Council’s vote
to move forward with the
sale at its Monday night
meeting and whether or
not the Council on Aging
secures the building at the
public sale.
The mayor once described
the proposed move as not
only good for providing
expansion opportunities for
the Council on Aging but
a development opportunity
for the Village of Middleport.

Festival fun at Kickin’Bash

POMEROY — Despite the
high water on the Ohio River
causing cancellation of events
scheduled for the weekend
Kickin’ Summer Bash, the
festival went on with a variety of events taking place in
Pomeroy’s parking lot.
The festival featured live
entertainment on stage, and a
variety of contests and games
for the young and old alike
with prizes for the winners.
Several inflatables were in
place for the kids to enjoy.
Face painting was done by
volunteers. Many of contest
winners were presented cash
prizes.
A cruise-in featuring several vintage cars was held on
Friday night on the parking
lot.
Among those who entertained on stage were Roy
Clark Jr, Elvis Impersonator
Todd Berry, and
The band Marauder played
on Saturday evening.
The opening on Friday evening included the flag raising by Drew Webster Post
39, American Legion, and
stage entertainment including
KLASIK Heat.

Renee Stewart and the Moon Brothers, Lyle and Phil, performed with the band

is planning a 5K mud run. The events will take place
on Saturday, June 28. The obstacle course will be
set up on the Meigs County Fairgrounds. Partnering
with the Meigs County Fair Board, the proceeds will
be divided between the Chamber and renovating the
grandstand at the fairgrounds. There are plans to
have several obstacles set up around the track. Each
obstacle is meant to get the runners wet, muddy or
both.

Appalachian Radio aims Obituaries
to share state’s music

Jody Herndon gets wound up
when he starts talking about
New Appalachian music, the
music he says people in West
Virginia are mostly listening
to, even if they don’t know
that’s what they’re hearing.
He’s passionate about it.
He preaches.
“New Appalachian music
can sound like a lot of things,”
he said, building up. “It can be
country or rock or rap or even
metal. It’s just all influenced
by being here.
“Its roots are in Appalachia.
This is us. We own this.”
Building that brand is
at the core of what he and
computer technician Eric
Meadows are all about with
their Internet radio station,
New Appalachian Radio.
They started it in March
with help from the Digital
and Social Media (DigiSo)
project through West Virginia
State University’s Economic
Development Center.
Meadows, who works in
the oil and gas industry, said
the idea of an Internet radio
station started as a side project, a hobby, when he met up
with Herndon.
The two had known each
other years before as students
at Glenville State College.
Herndon said, “Eric was a
resident assistant during my
first year.”
They were friendly, but not
especially close friends. After
graduation, Meadows said
they didn’t really see each

other for more than a decade.
“We just sort of bumped
into each other and started
talking,” he added.
Herndon was performing
locally, and between the two
of them, they came up with
the idea of filming and recording local musicians to be used
for a radio station.

Kristen
Costello was one of the first
people the pair reached
out to, and she helped put
them in touch with DigiSo
through West Virginia State
University.
“Eric was bringing equipment to people’s homes,” she
said. “And they wanted a permanent place.”
“We explained the project
to DigiSo, and they jumped
on board,” Meadows said.
He added that they had
some of their own equipment, but WVSU was able
to enhance and add to that,
as well as give them a reliable space to operate in at
the Economic Development
Center.
Meadows and Herndon
feel like they’re off to a good
start, but they have been taking it slowly.
“We haven’t made a big
splash, haven’t made any
huge announcements to the
public,” Meadows said. “We
didn’t want that.”
They’re pacing themselves
and keeping it personal.
What they hope to do is to
give local people the chance
to hear their favorite local
bands someplace other than
the clubs, as well as spread
that music farther out.

Why presidencies
worsen in a
second term
Given the track record of
the past decade and a half,
we’re beginning to wonder
why any president would
even bother with a second
term.
With Barack Obama less
than halfway through his
second stint in the Oval
Office, his presidency is
already taking a nosedive.
A Fox News poll released
last week showed that a
majority of voters (68 percent) think that the present
administration is less competent than Bill Clinton’s,
and a plurality (48 percent)
deem it less competent
than George W. Bush’s.
Mr. Obama’s predecessor
wasn’t exactly considered
a model of executive skill,
either. In 2006, at a comparable point in Mr. Bush’s
presidency, a CNN poll
found that 47 percent of
respondents deemed him
competent.
Why the sagging numbers? To some extent, at
least, it’s probably a reflection of the natural cycles
of politics. By the time a
president reaches his second term, the honeymoon
period is well over, and
partisan attitudes tend to
have calcified. It’s not just
perception, however. Second terms tend to be objectively worse — staffed by
second-tier aides, focused
on second-tier priorities
and almost always helmed
by a president in the grips
of exhaustion.
While those trends are
near-universal,
however,
it’s hard to resist the conclusion that our two most
recent presidents have
been distinctively overmatched by the office. Mr.
Bush seemed powerless in
the face of Hurricane Katrina, a faltering Iraq war
and the financial crisis.
Mr. Obama’s major policy
efforts — the stimulus
package and Obamacare

— both failed to meet their
stated objectives and his
administration is constantly plagued by performance
failures of which he claims
no prior knowledge.
Taken individually, the
result of either one would
have been a loss of faith in
the man. Taken together,
the result is a growing loss
of faith in the institution of
the presidency.
Two factors are at work
here, both of which merit
attention from voters as
the 2016 presidential race
begins in earnest after this
year’s midterm elections.
The first is the importance of presidential temperament. Mr. Bush often
seemed more concerned
with taking decisive action than with examining
the implications of his decisions, and often was too
slow to correct mistakes.
Mr. Obama demonstrates
little interest in the administrative work that is
essential to the office and
seems content to let empty
pronouncements substitute
for genuine policy.
The second factor is the
size of government. We
may have reached a point
at which it is inevitable
that every president will
be judged incompetent
sooner or later because
the federal government has
simply grown so bloated
that no one man or woman
will ever be able to hold it
accountable. Unless that
trend is reversed, failure is
almost inevitable.
There’s still plenty of time
before the next presidential
election, but the profile for
the ideal candidate is already clear: Someone with
proven management skills
and a will to rein in a leviathan government. Absent a
new president with those
traits, we expect to write
a similar editorial in eight
years’ time.

How should we speak English?

How well should residents of the United
States speak English?
That’s a tough question, one to which
few social scientists have paid much attention. Probably because it’s widely understood that speaking fluently enough to
communicate basic ideas - and understand
spoken and written communications - is
usually good enough in nearly all facets
of life.
But that’s as close as we’ll get to a general agreement on what it means to speak
“acceptable” English in this country.
The variations were evident back in
2005 when PBS aired “Do You Speak
American?”:
“Not all Americans speak English, and
those who do speak English do not all
speak the same version,” the program’s
viewer’s guide noted. “On the contrary, the
English used in the United States differs
from region to region, among ethnic and
other social groups, and even by age and
gender … [and] many people shift from
one version of English to another depending on the person they are speaking to and
where they are.”
Given our high acceptance of a wide
spectrum of what constitutes English, how
should we judge U.S.-born citizens on
their English ability?
If we handed out surveys and asked
native English speakers to rate their fluency in terms of “very well,” “well” or “not
well,” how would people answer?
We don’t know. But we do know how
many native English-speakers feel about
anyone else struggling with our crazy-

quilt language: Our bar is quite high, with
anything less than “very well” inspiring
complaints about immigrants not “learning the language.”
Last week, the U.S. Census Bureau
released its report on the English-speaking
ability of the foreign-born. The news
played itself out much as you’d expect in
a media landscape reflecting polarized
views of immigration.
Two headlines tell the tale: “Less than
half of immigrants speak English well:
Census Bureau” and “Close to Half of
New Immigrants Report High EnglishSpeaking Ability, Census Bureau Reports.”
I’m sure you can guess which came from
a conservative-leaning publication and
which from a Hispanic-focused one.
The Census Bureau said that in 2012,
44 percent of the foreign-born population
age 5 and older who arrived in the United
States in 2000 or later reported high
English-language speaking ability.
However, look at the total foreign-born
population and a full 71.1 percent - about
29 million people age 5 and over - reported speaking English “well” with a little
over 15 percent reporting speaking only
English at home. The rest, about 12 million people, said they spoke speak English
“not well” or “not at all.”
To put this in perspective, according
to the most recent National Assessment
of Adult Literacy (NAAL) in 2003, 14
percent of adult Americans - about 30
million people 16 and over - demonstrated a “below basic” level of the literacy
needed to read news stories, brochures
and instructional materials. This figure,
according to NAAL, did not include

adults who could not be interviewed due
to language spoken or cognitive or mental
disabilities.
Obviously, my comparison is flawed,
but it serves only to illustrate that language ability is a tricky business. And
our understanding of who can manage
English adequately and what is “good
enough” is eventually going to need reckoning.
Let’s face it, the current immigration
standstill isn’t going to last forever. We’ll
either keep the de facto amnesty we have
now or deal with immigration reform
through the legislative process.
In any event, there will remain a lot of
unhappy U.S. citizens with an ax to grind
and they’ll do so on the most outward
and inflammatory aspect of the immigration issue: English-speaking ability.
When that time comes, it will be useful
to remember that language in America is
hard to define.
We live in a country where the Senate
has already passed an immigration
reform bill that would look kindly on
citizenship applicants who demonstrate
a “proficiency” in English, but doesn’t
define it in any meaningful way.
This is the same country that not only
struggles with inculcating reading and
writing proficiency into its native-borns,
but can’t even agree on the content - much
less the value - of the Common Core
State Standards for English Language
Arts and Literacy.
But never forget: It’s also the country
with a near-perfect track record of making English most residents’ preferred
language. That won’t ever change.

Capehart Golf league opens 2014 season

POINT PLEASANT, W.Va. — The
2014 Frank Capehart Tri-County
Junior Golf league officially opened
the season Monday with the first
round of the five-week tour at Hidden
Valley Golf Course in Mason County.
The golf course was green and the
weather was warm and humid and the
young golfers were ready. Play was
most competitive with results showing that there will probably be several
close races for the age group champions as well as the player of the year.
C.J. Angel from Gallia County was
the only male competitor in the 10
and under age group. His score of
51 would have been difficult to beat.
Lindsey Martin of Leon, W.Va. won
the girls division with a score of 71.
The results from 11-12 year old age
group were about as close as possible.
Only 2 strokes separated the first

three positions. Colby Martin, one of
Lindsey’s older brothers, shot a 52 to
edge Nicholas Durst from Pomeroy by
one shot and Cooper Davis of Gallia
County by two strokes. Weston Baer
from Eastern, Landon Acree of Meigs
and Jay Sayre of Letart also played in
this age group.
Morgan Miller from Point Pleasant
was the lone girl competitor in this
age group. A previous commitment
kept Morgan from completing her
round.
Colton Blakeman from Piketon was
the winner in the 13-14 year old
age group with a score of 47 for the
nine holes. Jonah Hoback of Southern
was second shooting a 53. Carl Sayre
from Letart was third with a score of
59. Wyatt Nicholson from Meigs also
played in this group.
The 15-17 year old age group
was also very competitive. Matthew
Martin, the oldest Martin Sibling
came away with the 1st place tro-

phy with a fine score of 40. Nathan
Redman from Mason was a close
second with his score of 42. Jacob
Hoback, Jonah’s older brother, was
third with his score of 52. Grant
Gilmore and Cliff Chapman, both
from Gallia County, along with Tristin
Davis from South Gallia also took part
in this age group.
The next stop on the tour will be
at the Meigs County Golf Course in
Pomeroy, Ohio. Please note that this
particular tournament will be held
on Tuesday, June 24, instead of the
usual Monday date for all the other
tournaments.
The Tri-County Junior Golf League
is open to all area youth. Each tournament has a fee of $10 that includes
the golf and small lunch. Registration
begins at 8:30 a.m. with play starting
at 9 a.m. Questions can be answered

camp

— The Gallia Academy
football staff will be conducting a youth football
camp for students entering grades 2-8. The camp
will be held at Memorial
Field on July 15-17 from
5 p.m. until 7 p.m. and
will cover fundamentals
for all positions. Players
will be instructed by the
Gallia Academy football
staff and players.
The cost of the camp
is $35 per camper and
$25 per camper with
families of two or more
students. Students can
register the first day of
camp. Registration will be
from 4:30 p.m. to 5 p.m.
on the Tuesday, July 15.
All campers will receive
a T-shirt. Campers should
wear shorts, t-shirt and
tennis shoes or cleats.

OVP Story #4: State Qualifiers

The fifth-best story
of the 2013-14 school
year in the Ohio
Valley Publishing area
revolved around the athletes that came close to
fulfilling a dream.
Today, the fourthbest story of the year
will focus solely on the
young men and women
that made the dream a
reality.
A total of 53 individuals and four teams
from the Gallia, Mason
and Meigs County
areas participated in
state competitions of
some sort this past
year, and a handful of
those results led to a
few stories that you will
be reading about a little
later on this week.
But in actuality, just
reaching a state tournament is an accomplishment in itself.
Participating at that
level simply proves that
one individual or one
team can call itself one
of the best in the state
for that season. After
reaching a state tournament, the final results
are only for bragging
rights.
As previously mentioned, Ohio Valley

Christian went to state
in both boys and girls
basketball and also in
soccer. None of the
three prograns played
for a state title, but both
basketball teams finished third and the soccer squad was fourth.
The Eastern girls
basketball team also
advanced to the OHSAA
state tournament in
Division IV for a second
consecutive postseason.
There were close to
100 athletes involved
with in state tournaments this calendar
year, which in itself
means that a lot of
young men and women
were part of a something that only special
groups
accomplish
together.
Individual qualifiers,
however, don’t have
many people to fall back
on — unless you run
relays during track and
field season.
Track and field ended
up producing the largest amount of qualifiers from the area, as
the tri-county area
mustered a total of 32
state qualifiers between
Ohio and West Virginia.
Wrestling was collectively next with 19 state
qualifiers, while cross
country and swimming

each had one state participant.
Point Pleasant led
the area with 10 state
representatives in track
and field, followed by
Wahama with nine,
Gallia Academy with
eight and Eastern with
four. Hannan also had
one athlete qualify for
the state meet, and all
five schools scored at
least one point at the
state level.

Money Manziel: Browns agree to contract terms

Johnny Manziel agreed to a contract with the Cleveland Browns
on Tuesday, becoming the fourth
of the team’s six draft picks to do
so. Terms were not immediately
available.

winner will enter training camp
next month as Cleveland’s No. 2
quarterback behind veteran Brian
Hoyer, who has been limited during offseason practices while recovering from offseason knee surgery

month’s draft to select the popular and polarizing Manziel with

Eastern took Maddie Rigsby, Taylor
Palmer, Keri Lawrence and Laura Pullins
to the Division III state meet in Ohio,
while Zack Killingsworth was the lone
male to qualify for the WVSSAC state
track meet for Hannan.
Gallia Academy was represented at the
Division II state meet by Hannah Watts,
Logan Allison, Jacob Click, Wade Jarrell,
Wes Jarrell, Winston Wade, Griffon
McKinniss and Blake Wilson.

West Virginia produced 16 of the 19
state qualifiers in wrestling, with Gallia
Academy and Meigs accounting for the
other three state representatives. Point
Pleasant had 12 of the 19 qualifiers,
followed by Wahama with four, Gallia
Academy with two and Meigs with one.
The Big Blacks’ state qualifiers included
Tannor Hill, John Raike, Guy Fisher, Jon
Peterson, Caleb Leslie, Scotty Wilcox,
Austin Rutter, Hunter White, Jacob

The White Falcons had three podium

Asia Michael became the first girl at
Eastern to ever qualify for the state cross
country meet in Division III, while River
Valley’s Trenton Wolfe completed his
fourth consecutive year at the D-2 OHSAA
Swimming and Diving Championships.
With that many state-caliber efforts, it
truly was a remarkable year athletically
for the OVP area.

The Cliffside Golf Club will
be hosting the sixth annual
Kiwanis juniors at Cliffside
golf tournament for golfers ages 9-18 on Thursday,
July 10, at 1 p.m. The competitors will be divided into
age groups of 9-10, 11-12,
13-15 and 16-18 and there
is a fee. Awards will be
presented to the top three
golfers in each age group.
Spectators are allowed,
while hole sponsors and
volunteers are needed.

GAHS Athletic HOF

CENTENARY, Ohio —
Gallia Academy is currently accepting nominations
for the GAHS Athletic Hall
of Fame Class of 2014 from
now until Friday, July 18.
Individuals may obtain
HOF application forms
from the school website.
Boys applications will be
accepted for any athlete
who played prior to the
1991-92 season, while the
girls are accepting applications from any athlete who
played prior to the 1995-96
campaign. The 2014 HOF
ceremonies will be held on
Friday, Oct. 3, before the
start of the home football
contest against Belfry, with
the awards banquet happening the following night
at GAHS.

— The University of Rio
Grande soccer programs
have announced their 2014
summer camp schedule.
A team camp for girls’
high school squads is
planned for July 6-9, with
a boys’ high school team
camp slated for July 13-17.
Cost for the girls’ camp is
$270, while the boys’ camp
has a fee of $305.
Fees for the residential
camps include lodging,
meals, training sessions
and tournament play.
