Poverty statistics show economic struggle

POMEROY — According to
a U.S. Census Bureau report
on poverty, the country is
still struggling and the gap
between the wealthy and the
poor continues to grow.
The report indicates that
research shows economic
inequality, by decade, has
steadily increased since 1979
and the middle three quintiles
have decreased since 1967.
The number of people in the
bottom quintile — those who
are in extreme poverty — has
increased, according to the
report.

The Ohio Association of Community Action Agencies regarding the census findings notes
that “some other economic numbers show that things are better,
but acknowledged that obviously they are not, especially for
those at the bottom rung.”
In an earlier report about
employment and poverty
in Meigs County from the
Department of Jobs and Family Services, there was evidence
of lingering effects of the
recession. Although unemployment has dropped in the past
year from double digits to 7.9
percent, wages have remained
stagnant.
Locally government assis-

tance to agencies providing
food to those in need has been
cut, it was noted. According to
the Meigs County Council on
Aging, which provides support
for meals on wheels to homebound seniors, the cuts have
occurred each year for several
years, including this year.
However, it was reported
that fundraising programs
have made up the difference in
money so that most of the time
all those who contact the agency and need meal assistance
are being provided for.
For the past two years, the
Senior Citizens Center, with
grant funding, has provided
food in stations around the

county during the summer.
While geared to schoolchildren
and their nutritional needs,
family members accompanying
them can receive free lunches.
Free lunches are also available
at the Mulberry Community
Center for those unable to pay.
The Meigs Local School District is also in the midst of a
summer food program funded
through the state in which
students and their families can
receive food packages. That
program has been in effect
for the past two years. The
emphasis of the program is on
providing students with nutritional food during the summer
months so that they will be

ready to learn when school
starts next month.
Meigs Local also serves free
lunches during the school year
in an effort to increase the
level of learning. Around the
county, food pantries continue
to operate, the largest of which
is handled through the Meigs
Cooperative Parish.
The Hunger in America’s latest report states that “children
from food insecure households
are likely to be behind other
children in academic development.”
Locally efforts are being
made to see that all children
are ready to learn when they
start to school next month.

Fire destroys
couple’s home

RACINE — The
Racine home of Jamie
and Sandra Farley on
Pine Grove Road was
destroyed by fire Saturday evening.
According to the
report from the Racine
Fire Department, a call
came in the about 6
p.m. from a neighbor
who saw fire shooting
from the windows of
the Farley house. No
one was at home at the
time.
In addition to the
Racine Fire Department, Syracuse and
Pomeroy responded to
a call for assistance.

When the firemen
arrived, the fire had
already spread into the
attic.
The consensus of the
firemen was that the
fire started around a
stove in the kitchen and
then spread throughout
the house. While the
house was destroyed,
it was reported that
the firemen were successful in saving the
garage and its contents.
Firemen remained on
the scene until about
10 p.m.
The couple are now
residing in their camper which was moved to
their property from a
river lot.

NEW HAVEN — A dozen Bend Area students
are spending this week in Brazil, showing music
educators how American children play tunes
“tiger style.”
The Tiger Music Orff Ensemble, under the
direction of Rachel Reynolds and Kim Bond, will
be among approximately 35 musical groups to perform at the International Society of Music Educators biannual conference.
Made up of current and former students from
New Haven Elementary School, the ensemble
will give a 30-minute performance Wednesday
afternoon at the conference. The local group will
also travel to a leisure center on Tuesday near
Gravatai, a small district near Porto Allegre. They

Ohio buys ‘blimp in a box’ for surveillance

COLUMBUS (MCT) — The
state has a new eye in the sky, and
its first mission could be to keep
watch over two Warren County
prisons.
The Ohio Department of Transportation spent $180,000 on a
“blimp in a box” that officials say
could be used by a number of state
agencies.
The device is a tethered,
unmanned helium balloon that
monitors an area via cameras for
as long as three days at a time.
After the blimp is deployed from
a trailer-mounted box, a tether
connects it to a ground-control
station and transmits power and
video cables. The system includes
a smaller balloon — 10 feet in
diameter — that can take pictures
but not video and does not need a
trailer.
Drone Aviation Corp., owner of
the Florida-based developer Lighter than Air Systems, delivered the
system last month to the Ohio/
Indiana Unmanned Aircraft Systems Center in Springfield, which
falls under the transportation
department. It is the first aerial
device purchased by the state for
use at the test center.
The center is testing and evaluating the blimp while working
with state agencies to identify
their needs and schedule the balloon’s use, said director Dick
Honeywell.
“I would expect to see multiple
agencies using this asset across
the state for various projects,”
Honeywell said. “We’re just going
to use it as productively as we
can.”

veying and perimeter security for
prisons, Honeywell said.
Several Ohio Department of
Rehabilitation and Correction
employees from Lebanon and Warren correctional institutions were
at the test center for training last
month.
“We’re undergoing an operational assessment to determine
if using this type of technology
would be effective in enhancing
the safety of the surrounding community, as well as the safety of
our facilities,” said agency spokeswoman JoEllen Smith.
The wardens of the two prisons
met with residents this month to
discuss using the blimp. A testing
phase could begin in August or
September.
The blimp could help prevent
visitors from tossing contraband
onto prison grounds and help
monitor inmates who are authorized to work outside the prison.
If ODOT uses the blimp, it
likely would help map and monitor
construction sites, said spokesman
Steve Faulkner.
“As technology advances,”
Faulkner said, “there’s the cost
savings when you look at using a
device like this rather than flying
a plane up in the air at 10,000 feet
full of jet fuel.”
Inflating the blimp with helium
costs about $1,000, said Dan Erdberg, the chief operating officer
with Drone Aviation.
ODOT contacted the Federal
Aviation Administration before
the purchase to ensure that the
blimp complies with regulations,
said FAA spokeswoman Elizabeth
Isham Cory.

Candidate wants probe of DeWine bid process
COLUMBUS (AP) — Ohio Attorney General Mike DeWine’s rival in
the fall election said Tuesday that
federal authorities should investigate DeWine’s handling of lucrative
collections contracts in the wake of
a newspaper investigation.
DeWine’s office challenged the factual basis for requesting any kind of
U.S. Justice Department probe.
The statement by DeWine’s
opponent, David Pepper, followed
a Dayton Daily News report over
the weekend that found state bid
documents were changed to favor
a newly created collections firm
founded by a DeWine political ally
over more seasoned collections companies.
The ally, Pete Spitalieri, formed
CELCO Ltd. in April 2012, two days
before DeWine’s office sought collections proposals for the upcoming fiscal year. DeWine’s schedules showed
multiple meetings with Spitalieri
and a county Republican chairman,
Summit County’s Alex Arshinkoff,
whose party donated more than
$400,000 to DeWine’s campaign
since 2010.
“What you have here is a classic
case study of a rigged bid process,”
said Pepper, a former Hamilton
County commissioner from Cincin-

nati. The event featured a blown-up
copy of one of the handwritten scoring sheets that the newspaper found
to have figures crossed out or written over.
Those alterations gave CELCO
the increased score it needed to
edge out Columbus-based Value
Recovery Group for the state work.
The firm had 20 years’ experience
under five attorneys general of both
political parties. Its CEO, Barry H.
Fromm, told the paper they were
“absolutely flabbergasted” to lose
the work to the fledgling firm.
DeWine spokesman Dan Tierney
said the office picked firms with
a mixture of skills and geographic
diversity. Public documents showed
Spitalieri’s firm acknowledged its
lack of experience during the selection process, yet received very high
scores. Tierney said his other businesses have done extensive work for
the Ohio and other states in certain
areas related to collections, though
CELCO had not.
Tierney explained the altered
scoring sheets as “personal notes of
individual staff members.”
Pepper, a former Hamilton County
commissioner from Cincinnati, said
he’d reform the process if elected
so that a collections professional

oversaw the process and so political
giving would be prohibited during
periods when contracts were being
doled out.
“Cleaning this up is not rocket science, it’s common sense,” he said.
He argued that DeWine’s selection of inexperienced firms over
experienced ones has impacted taxpayers through a reduction in state
debt collections — which fell from
about $461 million in 2011, the year
DeWine took office and began hiring
collections firms, to $453 million in
2012 and $449 million in 2013. He
dubbed the lost revenue “a DeWine
corruption tax.”
Tierney said those are the three
highest annual totals for collections
going back to 2006, noting that collections requests sent to the office
by state agencies fell simultaneously.
“I don’t see where anybody can
look at those statistics and say the
state’s losing money,” he said.
Spitalieri was also among donors
to the charity Hands Together,
which runs the Becky DeWine
School in Haiti named for DeWine’s
late daughter, that The Associated
Press recently reported had seen a
spike in donations from lawyers, law
firms and a lobbyist with business
interests at DeWine’s office.

Sophomore Nate Murray is one of 10 finalists
selected by a panel of judges for the Bridgestone Teens Drive Smart Video Contest — short
videos created by students ages 16 to 21. Murray’s video, Obvious Distraction, illustrates how
texting distracts drivers from the road.
In the video, a driver texts “hey” to a friend,
only to find the word becomes imposed on her
windshield, impairing her view of the road-that
is, until she pulls over and exits out of the text
message.

Supreme Court Justice Sonia Sotomayor’s
polemic against the court’s conservative majority
decision in the Wheaton College case is as much a
cry of frustration as it is a dissent.
She criticizes the justices in a way the public seldom sees, saying in a blistering 16-page dissent,
joined by Justices Ruth Bader Ginsburg and Elena
Kagan: “Those who are bound by our decisions
usually believe they can take us at our word. Not
so today.”
The Wheaton ruling, issued July 3, said the
Christian liberal arts college in Illinois doesn’t
have to use a federal form to meet the requirements for a religious exemption from providing
contraceptive coverage.
The Wheaton ruling was not formally a court
opinion, coming as it did three days after the Burwell v. Hobby Lobby decision closed the court’s
2013-2014 session. It was rather the granting of
an injunction against the government’s attempt
to enforce the terms of the Affordable Care Act’s
contraception mandate against the college. But as
Justice Sotomayor suggested, the Wheaton decision runs counter to what the court had just ruled
in Hobby Lobby.
The injunction does not have the force of settled
law, as an opinion does, but it nonetheless deepened the divide in the court along gender (except
for Justice Stephen G. Breyer, who usually votes
with the liberal female justices), political and ideological lines.
The three female justices and Justice Breyer are
Democratic appointees. The five generally conservative justices, Republican appointees, are Chief
Justice John G. Roberts Jr., Antonin Scalia, Clarence Thomas, Anthony M. Kennedy and Samuel
A. Alito Jr. In rare cases, Justice Kennedy joins the
liberals in 5-4 decisions.
The contraceptive decisions come as polls show
the public losing regard for the court. Last summer, a Pew Research Center poll showed historically low confidence levels. The most recent poll,
in April, shows a slight rebound, but legal scholars
say public regard for the court has been sliding
for years, much of that due to the high number of
overtly political 5-4 decisions.
It wasn’t always this way. From 1801 to 1940,
fewer than 2 percent of rulings had 5-4 results.
Since then, more than 16 percent have been narrow approvals and more than a fifth were decided
by 5-4 votes in both the Roberts court and that of
his predecessor as chief, William Rehnquist.
Shortly before Justice John Paul Stevens
resigned from the court in 2010, he was profiled
in the New Yorker magazine by Jeffrey Toobin,
author and veteran Supreme Court observer. Mr.
Toobin wrote that when Mr. Stevens, the last of
a long line of moderate Republicans to serve on
the court, retired, “the Supreme Court will be just
another place where Democrats and Republicans
fight.”
How prophetic.
Nowhere is that divide more evident than in this
session’s birth control orders. In Hobby Lobby,
the court said closely held for-profit corporations
could be exempt for religious reasons from providing some forms of contraception if there is a less
restrictive way of providing contraceptive care.
For example, Justice Alito wrote in the majority
opinion, the corporation could do what religious
not-for-profits do: Fill out a form (the so-called
HHS Form 700) that passes the obligation on to
the corporation’s insurer.
The form “is the least restrictive means of furthering the government’s compelling interests in
public health and women’s well-being,” Justice
Alito wrote.
But Wheaton argued that would make the school
complicit in providing contraceptives that it
objects to for religious reasons. And on July 3, the
court’s majority said that was OK, thus reversing
what it had ruled Monday, June 30.
That “undermines confidence in this institution,” Justice Sotomayor wrote in her dissent.
Those are mighty strong words. But given the
history of court decisions under Chief Justice Roberts, they are warranted.
In sum, the court in the term that just ended
ruled against women, minorities and labor unions
and in favor of corporations, Christian believers
and wealthy campaign donors.
This could explain why Justice Sotomayor’s dissent in the Wheaton ruling reads like an outsize
response to what on the surface looks like a deceptively simple accommodation.
If they don’t receive a Form 700, the school’s
health insurance company won’t be notified that
the school is not going to pay for contraceptive
coverage. The court said the government could
cover the cost of contraception but, without the
form, the government won’t know who the insurer
is or be able to administer the coverage.
As Justice Sotomayor put it: “Form 700 does
not just serve notice to the government. It also
gives notice to the insurance provider because a
religious nonprofit using Form 700 is required to
copy the provider.”
Without that notice, she wrote, “how can it
[the government] ever identify the organizations
eligible for the accommodation and perform the
administrative tasks necessary to make the accommodation work?”
Now there’s a good question.

(NAIA) Scholar-Team.

3.35 grade point average and was among the
1,290 squads to be honored by the NAIA.
For a team to be considered for the NAIA
Scholar-Team award, it
must have a minimum
3.0 grade-point average (on a 4.0 scale) as
defined by the institution. The team gradepoint average includes
all eligible varsity
student-athletes.

2014 Gallia County Youth Football League
GALLIPOLIS, Ohio — The Gallia County Youth
Football League is having sign-ups now through
August 4. Parents can pick up forms at BCMR
next to the post office in Gallipolis or they can be
downloaded from www.facebook.com/GalliaCountyYFL the league facebook page. The annual camp
will be held August 4 and 5 at 4:30 p.m. at Memorial Field in Gallipolis. The camp is free and all
camp participants will receive a free t-shirt.
Immediately following the last day of camp the
league will hold its draft. All students entering
3rd, 4th, 5th and 6th grades are encouraged to
attend.
The league will be split into two inner leagues,
with 3rd and 4th grade playing each in one and
5th and 6th grade in the other. All coaches are
concussion trained and certified and the league
will provide ll helmets, pads and jerseys. All league
games will be played on Saturdays at Memorial
Field.
The league employs out of area officials and is
instructional and fun. The team rosters are kept
between 14-18 players so that every child plays in
the game. This is a strictly enforced league rule.

start the preseason right

season, as the No. 1 team
in the AP Pro32 NFL
power rankings.
In balloting by 12
media members who

the top three teams in
the AP Pro32 were the
Seahawks, San Francisco
49ers and Denver Broncos.
The Super Bowl champion Seahawks grabbed
11 first-place votes on
Tuesday and had 383
points.

AP: Cavs to sign Wiggins to contract
LeBron
James begins
tour of China
BEIJING (AP) — LeBron James began his
tour of China on Monday by exchanging gifts
with another former child prodigy.
The Cleveland Cavaliers’ star was greeted
by pianist Lang Lang at the Wukesong Sports
Center in Beijing in front of hundreds of basketball fans.
The two exchanged gifts, with Lang Lang
receiving a pair of basketball shoes and James
getting an album of Lang Lang’s music and a
CD with the FIFA Brazil World Cup music.
The two stars also played the piano together
— a “piano dunk” as Lang Lang called it.
“Every time I come here, the game of basketball grows more and more,” James told the
crowd. “It’s been great all the way from before
I came to 2008 Beijing Olympics and all the
way now for me to come back in 2014. The
game continues to rise and I think that’s amazing.”
The five-day trip is being sponsored by Nike.
James will also be visiting Guangzhou and
Hong Kong, and two cities in Taiwan — Kaohsiung and Taipei.
“I am very blessed and the game of basketball has given me everything and more than
I can dream of to my family, myself and my
friends,” James said. “And that’s why for me,
I always give everything I can to the game,
when I am on the basketball floor, both on and
off court, because it has given me so much
things that I never dreamed about. I always
dreamed about being in the NBA and wearing
an NBA uniform. But being known all over the
world, I have never dreamed about that, but
basketball has given me that and I don’t take it
for granted.”
Earlier this month, James left the Miami
Heat after four seasons and four trips to the
NBA Finals and re-signed with the Cavaliers,
where his career began.

CLEVELAND (AP) — Andrew
Wiggins will sign his rookie contract
with the Cavaliers. It’s still not clear
if he’ll play for them.
A person familiar with the negotiations says the Cavs will sign the No.
1 overall pick to his deal, an agreement that would prevent any potential trade involving the small forward
from being completed for 30 days.
Wiggins has been linked to a
possible trade with Minnesota for
All-Star forward Kevin Love. The
person familiar with the talks says
Wiggins will sign with Cleveland
as early as Wednesday. The person
spoke to The Associated Press on
Tuesday on condition of anonymity
because the team is not commenting
on its plans.
The Cavs and Timberwolves have
had ongoing discussions about a
trade for Love since before Cleveland selected Wiggins first in May.
The Timberwolves have always

insisted that Wiggins be involved in
any package, a stipulation the Cavaliers have resisted.
Last week, two people familiar
with the discussions said the Cavs
were still not willing to include Wiggins in a deal. It’s not yet known if
the Cavs have softened their stance
on Wiggins, who played well during
the team’s summer league in Las
Vegas.
The Cavs have considered acquiring Love and teaming him with LeBron James, who recently announced
he was returning to Cleveland and
signed a two-year, $42.1 million deal
with the team. With Love, James
and All-Star point guard Kyrie
Irving, Cleveland would have a “Big
3” comparable to what Miami had in
James and All-Stars Dwyane Wade
and Chris Bosh.
Signing Wiggins to a contract
wouldn’t necessarily prevent a trade
from eventually happening. Under

league rules, Wiggins cannot be
officially traded for 30 days after he
signs. But the Timberwolves and
Cavaliers could come to some sort
of agreement before that and then
execute the trade after the window
closes.
In reality, signing Wiggins may
actually make a trade easier. League
rules require teams that are at or
over the salary cap to exchange
packages of similar dollar values
when they make trades. Before Wiggins signs a deal, he has a contract
worth zero, so his inclusion does
not help the Cavaliers get closer to
the $15.7 million value they would
receive with Love’s contract.
But when he does sign, Wiggins
will have a value of around $5.5 million, which would get the Cavaliers
a big step closer to the 80 percent
of Love’s contract that they need to
reach to make any deal conform to
league rules.

Paterno son, other former assistant sue Penn State

STATE COLLEGE, Pa. (AP) —
A son of late Penn State football
coach Joe Paterno has sued the
university over his dismissal from
its coaching staff two years ago,
saying he has been unfairly linked
to the Jerry Sandusky child molestation scandal.
Former assistant coach Jay
Paterno and another former assistant, Bill Kenney, filed a federal
lawsuit in Philadelphia on Monday,
seeking more than $1 million and a
statement from the university saying they did nothing wrong related
to Sandusky, who was convicted
of abusing several boys, some on
campus.
Paterno and Kenney said in the
lawsuit that they and other coaches
at Penn State were let go in early
2012 “at the height of the Sandusky scandal’s dark shroud and
without any attempt whatsoever by
Penn State to preserve the reputations of these guiltless individuals.”
Joe Paterno was fired as the Nittany Lions’ coach before the end of

the 2011 season, and his assistants
took over for the last few games.
Bill O’Brien, who was hired as
coach in January 2012, replaced
much of Paterno’s staff.
In response to the claims in the
lawsuit, Penn State spokeswoman
Lisa Powers said it’s common
practice for incoming head coaches
to pick their own assistants. She
declined to comment further.
Jay Paterno was on the coaching staff for 17 seasons, mostly as
quarterbacks coach, and Kenney
spent 23 years as an offensive assistant and recruiting coordinator.
Their lawsuit says Penn State’s
consent decree with the NCAA
over the Sandusky scandal and
its commissioned report into the
matter led by former FBI director
Louis Freeh have made it impossible for them to get hired for
comparable positions in college or
professional sports or in the media.
Kenney is now an assistant at
Western Michigan University, and
Paterno is a freelance sports writer

and consultant with a book coming
out soon.
Their lawsuit says they have
been deprived of their constitutional liberty and property interest
without due process of law, alleges
intentional interference with contractual relations, says a civil conspiracy has occurred and charges
that Penn State violated state wage
law.
Joe Paterno died of lung cancer
in January 2012, two months after
Sandusky, his former longtime
defensive coordinator, was charged
with child sexual abuse. Sandusky
was convicted of dozens of criminal counts and is serving a 30- to
60-year prison sentence but maintains his innocence, acknowledging
he showered with boys but denying
he molested them.
O’Brien left Penn State for the
NFL’s Houston Texans. James
Franklin’s first season as Penn
State’s head coach starts Aug. 30.

open the 2018 college football
season at Bank of America Stadium in Charlotte.
The Charlotte Sports Foundation on Tuesday announced the
first meeting between the schools.
The game will be played Sept. 1,
2018.
It will mark the first game for
Tennessee in Charlotte. It also
will be the Volunteers’ third neutral-site game in four years. Tennessee opens the 2015 season at
LP Field in Nashville against UAB
and will meet Virginia Tech at
Bristol Motor Speedway in 2016.
