Office closes due to funding

Gallipolis Community Action Agency
Offices in Cheshire, Middleport remain open

GALLIPOLIS — The GalliaMeigs Community Action
Agency office in Gallipolis
was closed recently due to a
decrease of grants, or program
funding, according to a press
release.
The building has been
closed since Aug. 1, and the

news release advises all customers needing Community
Action Agency services will
be receiving the same assistance from the C.A.A.’s main
office located in Cheshire. The
C.A.A. also still has an office
in Middleport.
According to the release,
the program’s Home Energy
Assistance Program (HEAP),

the Emergency-Home
Energy Assistance Program
(E-HEAP), Summer Crisis
Program (a program that benefits eligible Ohioans with cooling assistance between July
1-Aug. 21, 2014), and Housing
and Weatherization programs
are just some services that will
be affected by the move.
According to Sandra

Edwards, emergency services
division director based in the
Cheshire office, the programs
housed within the downtown
location could not afford to pay
rent on the building and serve
the public, as most grants go
toward clients. Edwards said
that some programs had also
lessened the grant amounts,
which also added a burden to
keeping the downtown Gallipolis C.A.A. office open.
While Gallia County is also
hurting for money, Edwards
said the best course of action
was to keep the main office in
Cheshire open.
“It’s just a matter of the

economy,” she said. “The government’s done a lot of cutting
out of things, but maybe sometime in the future we can get
more programs back when we
have more money.”
Edwards said if the C.A.A.
in Gallia County receives
more programs and funding in
the future, they will open up
another office again in Gallipolis for the benefit of those living in other areas, like Crown
City.
“It may be only eight or 10
more miles, but sometimes
they don’t have the money,”
she said.

University
to offer Welsh
language courses

RIO GRANDE — Nearly 2 million Americans
boast Welsh ancestry with millions more bearing Welsh surnames, according to U.S. Census
data.
The rich history and culture of Wales is deeply rooted in its language, Cymraeg. This fall, the
University of Rio Grande, through its Madog
Center for Welsh Studies, will offer Welsh Language I and Welsh Language II as three-credit
courses toward degree completion.
Both Welsh courses also are available to nondegree seeking students.
“The Madog Center for Welsh Studies at the
University of Rio Grande has long served as a
champion of Welsh culture, and does a wonderful job teaching the Welsh language,” said Dr.
Megan Williams, Welsh North American Association executive secretary. “There are only a
handful of institutions in the United States that
offer Welsh language for credit toward a degree.
Learning Welsh really is a form of art that acts
as an introduction into the rich cultural history
of Wales, and Rio Grande does an exceptional
job with teaching both the technical elements of
the language and the culture.”
The rich history and culture of Wales is
prominently embedded throughout southeastern
Ohio. The Madog Center for Welsh Studies was
established in 1996, and Welsh language courses
were first offered through a Welsh minor program at Rio Grande.
Welsh is one of Europe’s oldest living languages, directly descended from the sixth century.
“Welsh is a beautiful language and a great
way to tap into the rich culture and history of
Wales,” Madog Center Director Jeanne Jindra
said. “We’ve had people of all ages and ancestral
backgrounds enjoy the course. A lot of people
want to sing in Welsh because its such a musical
culture.”
The Welsh language courses will be taught by
Madog Center Davis intern Alis Newberry, who
is first-language fluent in Welsh.

degrees have been
awarded with 5,265 of
them associate’s degrees.
An additional 266 certificates also have been

ring out beneath the stars this weekend at the Gallia
County Junior Fairgrounds, bringing gospel groups,
first-time attendees and longtime friends together
from all over.
The 25th annual Gallia County Gospel Sing will
take place from 5-10 p.m. Friday and Saturday at the
county fairgrounds off Jackson Pike.

Blurring
line between
police, warriors
Despite the return of American warplanes to
Iraq, the nation’s attention is rightfully riveted on
Ferguson, Mo., where residents are reeling from
days of protests and riots.
Touched off in the wake of an all-too-common
occurrence — the police shooting of a young black
man under ambiguous circumstances, at best —
the civic disorder has been marked by not one, but
two, kinds of activity that make Americans profoundly uncomfortable.
First, there is the looting and other criminality.
These acts all too predictably ramp up in cities
when chaos increases, regardless of whether a
police presence does, as well. For many Americans, however, that’s not the extent of the problem.
Many are troubled by the way that members of
America’s underclass jump at the chance to commit wanton acts of violence and steal totems of leisure and entertainment, like expensive flatscreen
TVs. It’s the kind of response to neighborhood
trouble that undermines faith in the social safety
net.
At the same time, a growing number of Americans are losing their once rock-solid faith in the
biggest safety net of all: law enforcement itself.
The militarization of local police forces — not
long ago a niche concern decried mostly by a
few libertarians — has quickly become a widely
acknowledged problem.
Ferguson, a suburb of St. Louis, has brought
the issue into sharp relief. Protesters chant “Don’t
shoot,” while law enforcement officials, decked
out in camouflage, fire tear gas canisters and point
startlingly massive weaponry at unarmed American civilians. These officers don’t even look like
riot police. They look more like an invading army.
As one self-described veteran of the 82nd Airborne recently told a newspaper reporter, “We
rolled lighter than that in an actual war zone.”
Americans accurately sense that more than
optics are at work here. It’s one thing for a police
officer, in the normal course of his duties, to wind
up using excessive force. It’s another for an entire
force to transform into a much more menacing
and alien presence.
War-fighting experts know well that a very special kind of training and combat readiness must
accompany the use of military equipment. It isn’t a
knock on America’s police to point out that many
of them lack such training. Our strongest instincts
about the nature of a free society virtually scream
to us that they should lack it. After all, where tyranny is found, a national, militarized police force
tends to be found with it.
The distinction between police and warriors
is essential to keeping their functions separate.
Civilians simply cannot — and should not — view
militarized cops as friendly neighborhood officers
committed to serve and protect.
Certainly, there will be times when police
require the use of a SWAT team. Americans are
justifiably alarmed, however, that so many police
departments seem to believe that militarization
should be the rule, not the exception.

Marshall kicks off this season’s Green Fridays on Aug.
29 – the day before the Herd’s
season-opening game at Miami
(Ohio) — by participating in
the 10th annual National College Colors Day. Fans across
the nation are encouraged to

College Colors Day, organized by the Collegiate Licensing Co., coincides with “back
to school” and the kickoff of
intercollegiate athletics. By
participating in College Colors
Day, Marshall is continuing a
tradition of encouraging members of the MU community to

gear on this special day.
The university continues this
practice throughout football
season with the annual Green

Camp was recently held at Grace Episcopal Church in Pomeroy. St. John Lutheran
Church with Lutheran Outdoor Mysteries in
Ohio sponsored the weeklong camp.
The theme of the camp was, “Seasons of the
Church Year, Advent through the Pentecost.”
Each day, 17 campers — first graders
through six graders — enjoyed activities
of worship, Bible study, crafts, singing and
games. Lunch and snacks were provided.

— A Cincinnati-area abortion clinic has ended its
fight with the state over a
license revocation and will
stop performing surgical
abortions this week, clinic
officials said Wednesday,
blaming Gov. John Kasich
and accusing him of trying to end all abortions in
Ohio.
The development will
leave just one clinic in
the Cincinnati area offering surgical abortions
and none with late-term
abortions, said attorney
Dorothea Langsam, who
represents the Lebanon
Road Surgery Center of
Sharonville.
“This is a difficult day
for those of us who care
about a woman’s right to
make decisions about her
own body,” Langsam said.
She said the clinic,
which opened 35 years
ago, provided about 2,000
abortions a year.
Its closure will mean
hundreds of additional
women going to Cincinnati’s only other clinic,
which will increase wait
times, push women farther into pregnancy and
increase the risk of complications, Langsam said.
Women seeking abortions between 18 and 22
weeks into their pregnancies will have to go to
the Dayton clinic, which
Langsam said will disproportionately affect lowincome women who will
have more difficulty finding transportation for the
roughly two-hour drive.

— Talk about a comeback.
The Meigs volleyball
team dropped the first
two games two nonconference guest South
Gallia, Tuesday night at
Larry R. Morrison Gymnasium, but the Maroon
and Gold rallied back to
take the match win in five
games.
The Lady Rebels (0-1)
took a 25-15 victory in
the first game, and held
off MHS for a 26-24 victory in the second game.
Meigs convincingly won
the third game 25-12 and
then took the fourth game
25-15. SGHS jumped out
to a 9-3 lead in the fifth
game but Meigs stormed
back to claim the 15-12
triumph and the match
victory.
The Lady Marauder
service attack was led
by Devyn Oliver with 16
points, Hannah Cremeans
with 12 and Amanda Cole
with 11. Brook Andrus
and Lindsay Patterson
each had eight service
points, Kelsey Hudson
added seven, while Alliyah had one.
Mariah Hineman led
the Lady Rebels with 13
points, followed by Sara
Bailey with 12 and Courtney Haner with 10. Tiffany Beaver had six points,
Katie Bostic added five,
Kirstin Burnette posted
four, while Jayla Wolford
marked three and Lexie

over the final three
games, followed by
Andrus with 12, Hudson

three MHS wins, while

Cole and Ellis each had a

The SGHS net attack
was paced by Haner with
11 kills in the match, followed by Hineman with

This is the lone meeting between SGHS and
Meigs this season. The
Lady Marauders return
to action on August 21,
at Federal Hocking, while

afternoon while claiming a 4-stroke victory
over the field during
the first Tri-Valley Conference Ohio Division
match of the 2014 season.
The host Vikings

Athens (211), Alexander (214), Wellston
(224) and NelsonvilleYork (254) rounded out
the bottom four spots in
the seven-team field.
River Valley junior
Logan Sheets won
medalist honors on the
day after firing a 3-over
par round of 40. Alec
Boothe of VCHS was the

while Evan Justis and

STEWART, Ohio — A rough night on the road.
The Lady Raiders dropped a non-conference match
in straight game to host Federal Hocking, Tuesday
night in Athens County.
The Lady Lancers edged River Valley (1-1) 25-22 in
the opening game, and followed it up with a 25-14 victory in game two. FHHS closed the door with a 25-18
victory in the third game.
The Lady Raiders scoring was led by Rachael Smith
with nine points and Courtney Smith with six. Angel
Toler marked four points, Chelsea Copley added
three, while Kaela Shaw finished with one service
point.
Leia Moore and Courtney Smith each had four kills

Pettine met with his
coaching staff Tuesday
night and announced in
a release before practice
Wednesday that he’ll go
with Hoyer, who made
three starts in 2013 before
sustaining a season-ending
injury. The decision ends
weeks of competition and
analysis, and the Browns
are hoping it will allow
Hoyer to relax and build
some chemistry with
Cleveland’s struggling
offense before they meet
the dreaded Steelers, their
long-time rivals.
In the end, Hoyer’s experience — however limited
— gave him the nod over
Manziel.
“He was the clear leader
from the beginning,” Pettine said of Hoyer. “We’ve
maintained all along that
if it was close, I would
prefer to go with the more
experienced player. Brian
has done a great job in the
meeting rooms and with
his teammates on the practice field and in the locker
room.”
Pettine, Hoyer and Manziel are expected to speak
to reporters following practice, which was only open
to the media for the first 30
minutes when the Browns
stretch and do individual

Pettine delayed his decision after both Hoyer and
Manziel played poorly in
a 24-23 exhibition loss at
Washington on Monday.
During that game, Manziel
gave the finger to the Redskins sideline, an act Pettine said would be factored
