Erin MacLellan presents to the Chamber of Commerce.

POMEROY — Erin MacLellan, a public information officer with the Public Utilities
Commission of Ohio, talked
about energy choice during
the Business-Minded Luncheon on Aug. 19, which was
hosted by the Meigs County

Chamber of Commerce.
The Public Utilities Commission of Ohio monitors the
activities of utility and transportation companies.
MacLellan covered how to
evaluate energy offers and save
money.
“At the bottom of your bill
is a number called ‘Price to
Compare,’” MacLellan said

“This is the number you need
to check.”
She expounded on the
apples to apples chart PUCO
has on their website, and said
that individuals need to evaluate the price per kilowatt, rate
type, length of contract, termination fees, renewable energy
and promotional offers.
MacLellan encouraged
people to call the Public Utilities Commission of Ohio’s call
center if they had any questions. The phone number is
1-800-686-7826.

THEIR VIEW

ISIS too
dangerous for
U.S. to ignore
Ever since the Islamic State of Iraq and Syria
(ISIS) appeared with its pompous moniker, U.S.
policy seemed predicated on pretending the terrorist organization didn’t exist or, at the very least,
didn’t matter.
To recognize the threat it posed would require
President Barack Obama’s administration to again
become engaged in the Iraqi theater that it abandoned in 2011.
The problem is that it does exist and very much
does matter. When that fact could no longer be
ignored, Obama ordered air strikes that have, for
now, stymied its advance on strategically important targets held by northern Iraq’s Kurds.
The air strikes led to the latest act that lets us
know exactly how vicious these people are. ISIS
terrorists beheaded American photo journalist
James Foley, who had been missing since he was
abducted two years ago.
Many Americans were shocked by what they
saw. What they must realize is that this has been
happening on a much grander scale for months.
Occupying territory in parts of Syria and Iraq,
the terrorist organization is so extreme that alQaida distanced itself from them. ISIS has brought
with it a reign of terror. Infidels — anyone who
doesn’t adhere to its brand of Islam — have been
rounded up and exterminated.
ISIS likely could have been stopped with the
appropriate response in Syria. Reluctance to aid
rebels fighting Syrian President Bashar al-Assad
created a power vacuum. As has so often happened in that region, the very worst elements
stepped in and filled the vacuum.
America might be war weary. The president
might have promised that he would remove American troops from Iraq and not come back. None of
that matters anymore.
Obama entered office with the naive belief that a
change in attitude was all that was required for the
fresh start that would lead to peace in the Middle
East. That belief has merely been interpreted by
extremists as weakness and lack of resolve on
America’s part.
The U.S. must now be prepared to assume leadership of a coalition that will destroy ISIS. It is far
too dangerous to ignore.

Without that information, we are
poorer in our ability to exercise
discriminating judgment on the
conduct of policy and of politicians, and we lose our advantage
over authoritarian societies: the
spread of knowledge to people
searching for a solution to our
society’s challenges and problems.
In fact, if you look at the public discussion of any number of
recent controversies — Benghazi,
NSA surveillance, the IRS rulings,
reform of the VA, the subsidies
going to solar manufacturer Solyndra — what’s clear is that as more
information became available,
resolving the problem became
more straightforward. And failing
to share information can ensnare
an administration in worse problems than it was trying to avoid.
Iran-contra, Watergate, the Pentagon Papers: each of these had a
major impact on our constitutional
system, and each was characterized by efforts to suppress information.
In short, on most issues we’re
better off if the American people
know what’s going on. Full disclosure doesn’t produce good government by itself, but it makes it more
likely.
To be sure, on occasion secrecy
is legitimate and necessary, but
representative government — with
its systems of checks and balances
— cannot function properly without openness and the presumption
should always be in its favor. If
officials want to keep information
secret, they should bear the burden of explaining why.

Court: Threat records on Ohio governor not public
By Julie Carr Smyth
Associated Press

COLUMBUS, Ohio —
The state of Ohio acted
legally in withholding
records documenting
threats against Republican Gov. John Kasich
from a political blogger
who requested them, the
Ohio Supreme Court said
Wednesday.
In an unsigned opinion,
the high court rejected
the Democratic-leaning
blog Plunderbund’s definition of “security records”
in seeking the documents.
The state had argued
that Ohio public-records
law clearly allows threats
to be shielded from public
view for Kasich’s protection, while the blog contended security records
only include those
records created to protect
the physical facilities of
the governor’s office. The
court disagreed.
“(A))public office cannot function without the
employees and agents

who work in that office,
and records ‘directly
used for protecting or
maintaining the security
of a public office’ must
inevitably include those
that are directly used for
protecting and maintaining the security of the
employees and other
officers of that office,” the
opinion said.
The challenge followed
the state Public Safety
Department citing the governor’s security in denying a 2012 public-records
request by Plunderbund,
which sought investigation files on any threats to
Kasich or his staff.
Shortly before the
request, Kasich’s office
cited a large number of
threats against the governor as a basis for declining
to release daily schedules
to the state Democratic
Party. The blog wanted
to find out the nature of
the threats. It was unclear
whether the threats were
tied to large labor protests
that had been staged

against Kasich in 2011
during a battle over bargaining limits for publicemployee unions. The
fight ended in a new state
law being overturned.
The court hinged its
Wednesday decision in part
on affidavits submitted by
several experts, including
state Public Safety Director
John Born and Ohio’s Highway Patrol superintendent
and homeland security
director, which persuaded
justices the records were
indeed protective of the
governor. Justice Sharon
Kennedy recused herself
from the case.
Plunderbund said during oral arguments in the
case the state denied the
blog the records based on
an overly broad interpretation of the term “security,” noting that the state
continued to deny access
to the threat records even
after Plunderbund repeatedly narrowed its request
to include only a description of each threat. A
message seeking com-

ment was left Wednesday
with the blog’s attorney.
The state’s attorney told
justices that Ohio publicrecords law makes clear
the government can shield
such records from public

tion — and that means the

Defenders shut out Grace, 3-0
By Bryan Walters

bwalters@civitasmedia.com

Bryan Walters | OVP Sports

OVCS defender Eric Blevins (2) steals the ball away from a Grace player as
teammate Caleb Burnett (7) looks on during the second half of Tuesday night’s
soccer match in Gallipolis, Ohio.

GALLIPOLIS, Ohio — The
only goal that Grace scored
proved to be the nail in the coffin … for Grace.
Michael Lilly’s own goal nine
minutes into the second half
ultimately allowed the Ohio
Valley Christian soccer team
to turn a slim 1-0 edge into a
comfortable two-goal advantage
Tuesday night as the Defenders
went on to post a 3-0 victory in
a non-conference matchup in
the Old French City.
The Defenders (2-1-1) controlled the action in the game,
but the visiting Soldiers managed to keep OVCS off the
scoreboard over the opening

32 minutes of play.
Then in the 33rd minute,
Ohio Valley Christian broke
into the scoring column after
Evan Bowman netted a pass
from Phil Hollingshead — giving the hosts a 1-0 lead. The
score remained that way headed into the intermission.
Grace’s big mistake of the
night indeed proved costly as
Lilly went to touch a pass back
to goalkeeper James English as
OVCS players charged in. The
pass, however, went wide of
the keeper and snuck inside the
corner post — which resulted
in a 2-0 cushion for the hosts.
Justin Beaver wrapped up the
scoring in the 69th minute after
netting a pass from Bowman,
allowing the Defenders to secure

the 3-0 victory. Both OVCS victories this year have been shutouts,
with the first coming at Belpre
last week by a 2-0 margin.
The Soldiers were outshot
by Ohio Valley Christian by a
14-11 overall margin, which
included a 12-8 edge in shots
on goal. OVCS claimed a 6-4
edge in corner kicks as well in
the triumph.
Marshall Hood made eight
saves while posting his second
shutout of the season in net for
the Defenders. English stopped
10 shots in net for Grace.
Ohio Valley Christian returns
to action Saturday when it hosts
Gallia Academy in the 2014 Holzer Cup match. GAHS defeated
the Defenders last Saturday by a
6-0 count in Centenary.

Blue Devils

The Blue Devils

six individual scores at
the event, which led to
a winning team tally
of 159. Point Pleasant

with a 206.
GAHS junior Marcus
Moore earned medalist honors on the day
after firing a 2-over par

second place with identical rounds of 39.

Taae Hamid and

Lady Defenders knock off Grace
By Bryan Walters

bwalters@civitasmedia.com

GALLIPOLIS, Ohio
— It’s not how you start
something, but rather
how you finish it.
The Ohio Valley
Christian volleyball
team rallied back from
early deficits in each of
its three games against
visiting Grace Tuesday
night en route to a 25-22,
25-23, 25-19 victory in a
non-conference matchup
in Gallia County.
The Lady Defenders
(2-0) trailed by at least
three points in each
game, and each time
they came up with the
big plays that ultimately

allowed the hosts to
remain unbeaten in the
early part of this season.
The Lady Soldiers
jumped out to leads of
15-10 and 21-17 in the
opening game, but OVCS
received four straight
service points from Cassandra Hutchison after
breaking serve for a slim
22-21 edge.
Grace countered by
breaking serve to knot
things up at 22, but the
hosts regained possession and served out to
wrap up the three-point
decision in Game 1.
The Lady Defenders
trailed 17-12 in Game 2,
but Teah Elliott reeled

off seven consecutive
service points to give the
hosts a 20-17 lead. Grace
answered with 6-2 run to
knot things up at 23-all,
Katie Westfall served
OVCS out to the minimal
two-point decision for a
2-0 match lead.
Ohio Valley Christian
found itself in an early
11-8 hole that was eventually reduced to 18-17,
but the hosts countered
with an 8-1 run to wrap
up the six-point win in
Game 3 — securing the
straight-game triumph.
Cassandra Hutchison
led the OVCS service
attack with 15 points,
followed by Teah Elliott

with 12 points. Emily
Carman and Katie Westfall each added six points
to the winning cause,
while Rachel Sargent and
Bekah Sargent respectively chipped in three
and two points.
Carman led the hosts
net attack with eight
kills, followed by Bekah
Sargent with six kills and
a team-best three blocks.
Rachel Sargent added
three kills, while Hutchison and Westfall contributed two kills apiece.

NFL suspends Browns WR Gordon

OVP SPORTS BRIEFS

CLEVELAND (AP)
— Josh Gordon’s wait is
over, and so is his 2014
season. Now the star
wide receiver’s career is
in peril.
The Browns learned
Wednesday that Gordon’s
indefinite suspension by
the NFL has been upheld
and he will miss at least
16 games for another
violation of the league’s
substance abuse policy.
A repeat drug offender,
Gordon had appealed the
penalty, hoping it would
be reduced so he could
play this season.
The NFL, though, came
down hard on Gordon,
who must now pay the
price for stepping out of
bounds.
The league announced
that arbitrator Harold
Henderson supported
Gordon’s yearlong suspension for marijuana
use. The Pro Bowler,
who was subject to more
frequent testing, will
begin serving his suspension immediately and the
league said in its statement that his “eligibility
for reinstatement will be
determined following the
2014 season.”
In the meantime, Gordon is not allowed to
practice with the team,
attend meetings or other
club functions.
Browns general manager Ray Farmer expressed
some disappointment at
the decision, but said the
team has no choice but
to move ahead without
Gordon.
“While we may have
strong feelings on the
timing and the process
of this decision, we have
also consistently communicated that we will

The Browns had feared

supportive of me during
this challenging time,
including my family, my
agent, my union, my legal
team, and the Cleveland
Browns staff.”
While he’s out, Gordon,
who served a two-game
suspension for a drug
violation last season, will
need to pass drug tests,
comply with treatment
and apply for reinstatement with Commissioner
Roger Goodell before he
plays again. Gordon could
possibly return inside a
year if he stays clean.
Gordon met with league
officials in New York
on Aug. 4 to appeal his
suspension. As the days
past, there was growing
speculation he might
not be punished to the
letter of the collective
bargaining agreement. But
Henderson sided with the
league’s initial ruling after
an exhaustive process.
The Browns have
known Gordon could be
banished for some time
and they’ve been eager
for a resolution to his
case, which hung over
their training camp. He
continued to practice and
played in Cleveland’s first
three exhibition games.
Gordon fought the
suspension by hiring
attorney Maurice Suh
to represent him at the
appeal hearing. Suh, who
had successfully gotten a
suspension reduced for
Seattle cornerback Richard Sherman, argued that
Gordon tested positive
for marijuana due to secondhand smoke. Gordon’s
representatives also said
test results of his samples
were inconsistent and
should be thrown out.
There was speculation
the league might go softer
on Gordon following the
public outcry after Baltimore running back Ray
Rice was suspended for
two games on a domestic
violence charge. Instead,
the league put Gordon
on the sideline for all
16 games and will wait
to see how he behaves
before deciding whether
to let him back.
Gordon didn’t help
his cause with two legal
issues as his case dragged
on. He was charged with
drunken driving after his
arrest in Raleigh, North
Carolina, on July 5. In
May, he was stopped for
speeding in Strongsville,
Ohio, and one of the passengers in his car was
cited for marijuana possession.
