Partial solar eclipse begins near sunset

Thursday’s partial solar eclipse, which will look similar to this solar eclipse
photographed in 2012 in southern New Mexico, will start in the Ohio Valley
around 5:45 p.m. and last through sunset at 6:39 p.m.

OHIO VALLEY — Thursday’s sunset should provide
some of the most unique skywatching of 2014.
But that’s dependent upon
whether or not Mother Nature
plans to block the show.
Amateur astronomers and
anyone interested in observing
all things celestial may want
to watch the sun set Thursday
for a partial solar eclipse that
will occur across most of the
United States, except for a
small portion of eastern New
England and Canada, accord-

ing to space.com.
In the Ohio Valley, the partial eclipse will begin around
5:45 p.m. and last until about
7:45 p.m. — well after the
6:39 p.m. sunset time. At
the moment, observers in
the area will be in luck as
the weather forecast calls for
mostly sunny skies throughout the day.
Tom O’Grady, astronomy
instructor at Ohio University, says most solar eclipses
require use of a special apparatus to view such events. In
this case, though, he said the
sunset will make it viewable

to the unaided eye.
“When the sun goes down,
it often reddens as it slips
between the clouds and haze
on the horizon,” he said. “If
such is the case on Thursday,
one should be able to see the
partially eclipsed sun with the
unaided eye.”
What people will see,
O’Grady said, is the sun being
partially obscured by the
moon.
“The large blackened portion
of the solar disk will be the
dark side of the moon facing
the Earth,” he said.

FitzGerald
says Ohio
needs change

LIMA — Ed FitzGerald asserts he isn’t trying
to be contrary. The Democrat running for Ohio
governor just doesn’t see the state the same way
incumbent John Kasich does.
Is the state better off than it was four years ago?
“I don’t think so,” he recently told a group of Civitas Media editors in Lima.
Did Kasich successfully balance the state’s
budget deficit? “To me, it’s just not responsible to
brag you’re cutting taxes and you’re restoring your
own budget, but you’re doing it at the expense of
these other communities,” he said.
Is Ohio’s educational system improving and constitutional? “In the last four years, we’ve actually
gone backwards,” he said.
FitzGerald acknowledges he’s an underdog
with little name recognition outside Cuyahoga
County, where he serves as the first elected county
executive. A Quinnipiac poll from late September
showed him trailing Kasich by 22 points, with
only 7 percent left undecided. Still, he’s crisscrossing the state, hoping to draw attention to issues
that might defy the popular belief in Kasich’s
“Ohio miracle.”
“We’re trying to run a campaign that’s very substantive and very much issue-focused,” FitzGerald
said. “It talks about the really crucial issues I think
people in Ohio need to talk about.”
His experience
FitzGerald, 46, makes his first run for statewide
office. That might make voters question his experience running something as large and complicated as Ohio’s government.
He says his work as the elected county executive since 2010 in Cuyahoga County, created to
address one of the largest public corruption scandals in the state’s history, shows he’s ready. His
government is the second-largest in Ohio, behind
the state itself, with a $1 billion budget.
“We turned around the biggest county in the
state and had major initiatives in terms of fiscal
integrity and responsibility and cleaning up corruption,” FitzGerald said. “We set up an enormous

POMEROY — The Meigs County Garage, part of
the Ohio Department Transportation, is preparing for
the wintry months ahead, John Burdette, transportation administer for Meigs County, said. In particular,
Burdette said he wanted to be prepared in case this
winter was as bad as the last.
“It was the worst snow since I’ve been here for 24
years,” he said.
The Meigs County Garage filled up on 2,500
tons of salt about two weeks ago, with the Tuppers
Plains outpost filling up next Monday. The facility also holds 12 salt trucks, which will be used
throughout the county before and during the arrival
of inclement weather. On Wednesday, officials
from the district garage, including four mechanics,
came to the Meigs County Garage to do an annual
inspection of the facility. While the results are not
yet known, Burdette said he believes the garage is
completely ready for whatever lies ahead.

Student discipline
A chief finding in a report issued last week by
the West Virginia Department of Education may
not come as a surprise, but it should give Mountain State educators plenty of fodder to think
about when it comes to disciplining students.
A study by the department’s Office of Research
concluded that an increase in discipline referrals
raises the likelihood that students will do poorly
on standardized tests, particularly those students
who are given forms of punishment that take them
out of the classroom, according to a report in The
Charleston Gazette.
The findings also suggest that out-of-classroom
punishments also may be unnecessary in many
cases. The research showed that more than threefifths of documented school disciplinary action in
West Virginia takes students out of the classroom
for some period of time, although the majority of
disciplinary cases are categorized “minimally disruptive behavior.” That classification means that
students did not pose a danger to themselves or
others. In some cases citing minimally disruptive
behavior, students were expelled, the researchers
found.
The issue raises a type of “chicken-and-egg”
question. Do disruptive students have poor
achievement because they don’t behave? Or does
taking them out of the classroom contribute to
their poor showings on tests?
There’s no clear answer to that, but simple logic
would suggest that a student who loses class time
also will lose instructional time and therefore have
more gaps in learning. Educators stress consistently that being absent from school hurts students’
ability to succeed.
That’s why it seems to make more sense for the
state’s school systems to look for alternative disciplinary strategies, particularly if the student does
not pose a threat to other students.
The chief take-aways appear to be that schools
should emphasize these priorities: avoid kicking
students out of school as much as possible so their
learning opportunities aren’t interrupted, and discipline should be applied impartially.

If Democrats lose the Senate, it
will make even more plain the
party’s predicament. Six years into
the advent of President Obama,
Republicans will hold both houses
of Congress, while the Democratic
Party has its own budding brand
problem. A new Washington Post/
ABC poll has Democrats sinking
to their lowest rating in 30 years.
Most of the magical powers once
attributed to President Obama
have proven illusory. Doing
more than any other one person
to revive the Republican Party,
though, is a genuinely impressive
feat. Who knows when it will be

agent with the FBI in Chicago’s Organized Crime
Task Force. After returning to Ohio, he became an
assistant county prosecutor in Cuyahoga County.
He later won a seat on
Lakewood’s city council,
serving for nine years
before being elected
mayor. That propelled him
into the county executive
role.
Job woes
FitzGerald doesn’t think
Ohio’s done all that well
in bringing jobs back after
the recession. He said all
50 states lost jobs in the
recession, and all 50 states
gained many of them back
since 2010.
He cited a study by
National Public Radio’s
Planet Money, ranking
Ohio 41st out of 50 states
in recovering from the
recession between January 2008 and May 2014.
He said Ohio spent 22
months in a row below
the national average in job
creation.
“Economically, this has
been a very, very tepid
recovery,” FitzGerald said.

The jobs that have come
back don’t all offer a living wage, he said, noting
someone who made $25
an hour, lost his job and
accepted an $8 an hour
job would still be considered employed again.
He said Cuyahoga
County set up its own
economic development
group that was more
transparent than Kasich’s

to see a better focus on
small businesses, promising assistance only when a
company creates jobs.
“Most people in Ohio
work for small businesses,” he said. “Small
businesses have really suffered during this recession
and very meager recovery we’re experiencing.
They’ve gotten precious
little help from the state.”
Local governments
FitzGerald said his
time in local governments helped him see the
consequences of Kasich’s
policies. He saw the state
cut 50 percent of the local
government funding, a
longstanding tradition in
Ohio that feeds some of
the state income tax back
to local governments.
“They have a right, I
believe, to their share of
this funding,” FitzGerald
said. “It has had dramatic
effects on police services,
fire services and road services. It’s a whole range.
As we get some room in
the budget to start repairing the damage we’ve
done, that’s one of my top
priorities.”
He said the damage is

even worse since local
government coffers were
“eroded by the recession
in the first place.” He
recalled having to gut 25
percent of the workforce
in Lakewood just to adjust
to economic realities, and
that was before the cut in
local government funds.
FitzGerald’s plan on
local government funds is
pretty simple: He said he’ll
return them to pre-Kasich
levels.
School concerns
FitzGerald said he is
equally concerned with
how the cuts affected
education. He sees local
districts asked to pay for
a larger share of the costs,
up to 70 percent in some
districts. Class sizes are
going up as a result, and
measurements based on
standardized testing aren’t
working.
“What we have had in
the last four years is a dangerous overemphasis and
preoccupation with standardized testing,” he said.
He pushes for more
early childhood education
funding from the state. He
also wants to re-evaluate
the third-grade reading
guarantee, which he calls
a “misguided approach”
that doesn’t provide extra
resources for students
who aren’t at the right
level.
He likes the idea of
merit pay for teachers,
but it can’t be exclusively
based on test scores, he
said.
Missteps
FitzGerald’s campaign
has been fraught with mis-

well after an early campaign faux pas, when

hurt the campaign’s ability

Registration deadline nears for
Rio Winter Softball League
RIO GRANDE, Ohio — The University of Rio
Grande will be hosting its High School Winter Indoor
Softball League on Sunday afternoons, November
2-30, 2014 and January 4-25, 2015.
The league is open to students in grades 9-12 and
provides an opportunity for players to continue their
skill development in a competitive program.

All games will be seven innings or one hour and 15
minutes in length, whichever comes first. All players
will hit and will start their at bat with a 1-1 count. No
player will sit consecutive innings.
All OHSAA and WVSSAC rules will apply, with the
exception of unlimited re-entry into the game.
Teams will consist of 10 players, with eight playing
defense. Teams will be configured based on area of
residence.
Members of the Rio Grande softball team will act
as coaches. However, if a participating school already
