He was born on November 30, 1948, in Parkersburg, WV, to the late Luthur and Eupha Pursley Riggs. Also preceding him in death, his stepdad, John Thompson, and his brother, Wade Riggs. He will be sadly missed by his children, Ron (Anne) Riggs, Clover, SC; his daughter, Ronda Riggs, Daniel and Donald Riggs, all of East Liverpool, OH; his son, Lerod (Leah) Riggs, Senecaville, OH; his brother, Wayne “Bud” (Alberta) Riggs, Little Hocking, OH; his sister, Kathy Smith, East Liverpool, OH; 7 grandchildren; 3 great grandchildren; and many nieces and nephews. He was a methodist and a member or Local IUOE 132, and National Rifle Association. The funeral service will be held at Roush Funeral Home in Ravenswood, WV, on Monday, February 20, 2023 at 1:00 pm with Pastor Richard Rhodes officiating. Visitation will be held from 11:00 am to 1:00 pm, time of service. Internment will be in Fairview Methodist Church Cemetery in LeRoy, WV.
