OHIO VALLEY —
Gallia Meigs Community Action Agency has
received the 2019 Emergency Summer Crisis
Program grant for cooling
assistance to low income
eligible residents.
The program will
run from July 21, and
continue through Aug.
31 or until the funds
are depleted. There will
be air conditioners this
program year, however
our first priority will be
assisting with electric bill
(AEP and BREC). Those
wishing to receive an air
conditioner, must have an
appointment and cannot
have received one in the
last three years. We have
a limited quantity of air
conditioners and they go
very quickly. Income eligible persons may call to
make an appointment for
emergency help and air
conditioners beginning
June 24, 2019. Appointments can be made by
calling our toll free number at 1-866-409-1361.
Please listen to the entire
prompt menu and write
down your confirmation
number. Without the confirmation number you will
not have an appointment.
Eligible applicants can
be assisted in two ways
which are listed below:
(1) An income eligible
household, under 60,
where the individual
has a current qualifying
(chronic) medical condition/breathing disorder,
(ex: Lung disease, Chronic Obstructive Pulmonary
Disease, or asthma). It
must be verified within
the last six months, (you
will be required to have
a physician documentation statement on your
appointment day, which
can be picked up at our
Cheshire and Middleport
offices and taken to your
medical doctor before
your appointment).
(2) An income eligible
household where an
household member is
60 or older. No medical
statement will be required
over the age of 60.
The income eligible
household may receive
one payment for electric
bill up to the current
bill or be a first PIPP
Plus customer, but not
to exceed $300 (AEP)
or $500 (BREC) or may
repair your central air
up to $500 (homeowner
only), or a new window
unit if there is no central
air. If you are in disconnect status, you will be
required to pay the difference before we can assist
with our maximum payments.
However, a PIPP Plus
customer with AEP is
not eligible for assistance
with the electric bill, but
may be eligible for a window unit or central air
repair.

THEIR VIEW

The utter
helplessness
of man

Since the dawning of time it has been man who
slayed the dragons, planted, cultivated and harvested the crop to provide for the family. It has
been man who threw himself without
concern for his own welfare before
saber-toothed tigers to protect those
in his care and in all is star-spangled

columnist
read on).
Yes children, it is a “real man” who
at the first hint of danger steps into
a telephone booth (for those of you too young to
know what a telephone booth was, ask grandma
or grandpa), make a split-second change into his
Superman costume, and fly up, up and away to
save the day.
It has been said that real men don’t cry, don’t
share their feelings, don’t say I’m sorry, and above
all, never, never do woman’s work.
Well, I was thinking about that the other day
while I was doing dishes and mopping the floors,
and I was trying to figure out just what “woman’s
work” is. And since my wife was away at a conference for work, I was just overcome with emotions
because I didn’t have her here to share my innermost feelings with, and suddenly I began sobbing.
(No, I didn’t… I have taken creative liberties with
the truth to make this column more interesting
and entertaining). However, there is some truth to
what I am saying as Patty was away for a week at
a conference, leaving me and son Aaron at home
to fend for ourselves. Not good. We survived, but
not good.
While conference time was set in stone over a
year ago, I tried to be as decisive with the timing
of our move to the newly remodeled house. That
proved that I am not good at timing either, as it
almost happened at the same time. Regardless, we
were still moving items across town, and under
the best of circumstances when all is in order, I
can’t find my socks. Not a problem with my wife’s
organization of the house, just a problem with my
following patterns, directions, instructions and
recognizing where important items were when
last I found them.
I’m not sure if it was indicative of how many
times I called asking my wife where the toothpaste
was, or how do I turn on the dishwasher, or are we
out of laundry detergent, or is the spare house key
still under the brass monkey in the back yard just
“in case” I lock myself out (wink-wink! I’m sure
glad the key was still there), but I was shocked to
see some of her conference notes (yes, I sneaked
a peek when she got home). There were entries
like, “…the importance of checking the heart valve
during surgery is… your underwear can be found
in the top left-hand drawer of your dresser.” I’m
not a medical professional, but I am guessing, the
whereabouts of my underwear is never brought up
during heart surgery (just sayin’).
OK, so I can on occasion be a little needy. But
after all, let’s look at all that I must keep up with.
There is mowing of the lawn … no, wait, Aaron
does that. Um, making certain all the garbage is
taken out the curb… no, Aaron does that too. Well,
there’s the laundry and cooking, no, Patty had that
taken care of before she departed. Oh well, there’s
a lot I need to keep up with, and just because I
can’t remember it right now does not mean that I
don’t have to keep up with it.
Make no mistake about it. I am the head of my
house. My wife is the neck that turns the head
though. I am boss around here… uh, when no one
else is here. Things are always done just the way I
want it around here … because, well, I want it just
the way she does it.
Bottom line, note to wifey: “Don’t leave on conference for a week ever again and leave us defenseless,” signed, your real-life Superman.

THEIR VIEW

Making soggy dirt fluffy
This spring season has
brought huge amounts of
rain just when we’re all
eager to put out vegetable
gardens and flowers. No
one likes to plant in mud.
Working wet soil is very
harmful since it squeezes
out all the air and makes
the soil hard. Soil compaction is the enemy of
healthy plants (including
lawns). Plants breathe
through their roots, so
plants in compacted soil
can’t breathe. Later, when
rains are scarce, water
can’t soak in and simply
runs off.
We’ve been able to
plant successfully even
when gardens are soggy
and saturated the way
they are now, from all
the rain we’ve had. Our
secret is adding three or
four inches of peat moss
on top and then deeptilling. Peat moss is bone
dry and absorbs many
times its weight in water,
so tilling peat moss into
wet soil dries things out
immediately. It loosens
packed soil, making it
much easier for roots to
spread and water to soak
in. It also mixes in lots of
air, which is beneficial to
plants.

magic.
Organic materials such
as compost, peat moss

air passages into the soil,
and earthworm activity
helps keep it loose. Mulch
on the top helps also.
What makes peat moss
ideal right now is that it’s
as dry as talcum; compost
and manure aren’t.
Try this method the
next time you plant: scatter some “Plant Tone”
fertilizer on the ground,
spread three inches of
peat moss over it, and
then till the whole area
until you have fluffy topsoil six to eight inches
deep. Pull some of it
aside, set the plant in the
middle and pull the soil
around it, tamping it gently. Mulch and water, and
then try not to walk on
the soil close to the plant
ever again. You are now a
“green thumb.”

Post 39
wins DH at
Lancaster
By Bryan Walters

bwalters@aimmediamidwest.com

LANCASTER, Ohio — Twice was nice.
The Post 39 Rangers picked up their sixth and
seventh consecutive victories of the season on
Sunday afternoon with twin-bill decisions of 4-3
and 14-13 over Lancaster Post 11 in a pair of
American Legion Baseball contests at Beavers
Field in Fairfield County.
The Rangers (7-2) led wire-to-wire in Game 1
after building leads of 1-0, 2-0 and 3-2 through
three innings of play, then doubled their advantage
out to 4-2 through five complete before Post 11
rallied in the sixth to end up one run short.
Post 39 fell behind 5-1 midway through the
second inning of Game 2, but the Rangers rallied with seven scores in home half of the second
en route to an 8-5 cushion — a lead that Post 39
would never relinquish.
The Rangers extended the lead to 12-7 through
five and 14-10 after six complete, then Lancaster
scored three runs in the top of the seventh before
ultimately running out of outs.
Post 39 put together 27 total hits in the doubleheader sweep, but also had three of the four errors
on the afternoon. Post 11 also stranded 21 runners
on base in two games, while the Rangers left on 11
on the bags total.
Billy Harmon opened the day with a leadoff
homer to left for what proved to be the eventual
game-winner in Game 1. Miles Williams doubled
and eventually scored on a passed ball to give the
Rangers a 2-0 edge through an inning and a half of
play.
Carter Smith increased the lead out to three
with a two-out double to left-center in the top of
the third, allowing Harmon to come in from second base.
Post 11 cut the lead down to a run in the home
half of the third as Piko and Henry both scored on
a two-base error that allowed Dickerson to reach
safely.
The score remained that way until the top of
the fifth as Carter Smith singled home Wes Smith
with two away, doubling the cushion out to 4-2.
Mirgon tripled to start the bottom of the sixth
and later scored on a one-out single from Pechar,
trimming the deficit down to a run.
Post 11 mustered only two baserunners the rest
of the way, one of which caught stealing second
for the final out of the game.
The Rangers outhit the hosts by a 9-8 overall
margin and also committed the only error of the
contest. Post 11 stranded seven runners on base,
while the guests left only five on the bags.
Coltin Parker was the winning pitcher of record
after allowing two unearned runs, five hits and
two walks over four innings while striking out
three. Mason Hanning worked the final three
innings of relief, surrendering one earned run,
three hits and a walk while fanning one.
Mirgon took the loss for Post 11 after surrendering three earned runs, nine hits and zero walks
over seven innings while striking out eight.
Harmon, Carter Smith and Wyatt Hoover led
Post 39 with two hits apiece, followed by Williams, Hanning and Wes Smith with a safety each.

Martin Truex Jr. celebrates after winning a NASCAR Sprint Cup Series auto race Sunday in Sonoma, Calif.

Truex Jr. holds on to defend Sonoma title
SONOMA, Calif. (AP)
— Martin Truex Jr. and
Kyle Busch have managed to keep their longstanding rivalry quite
friendly during their first
season as teammates at
Joe Gibbs Racing.
It’s a bit easier for
Truex to be a gracious
winner — and for Busch
to be somewhat content
with second place —
when their two Toyotas
are blowing away the
rest of the NASCAR Cup
Series field by a full 31
seconds, as they did on a
dominant Sunday in wine
country.
Truex won on the hilly
road course at Sonoma
Raceway for the second
straight year and the
third time in his career,
comfortably holding off
Busch for JGR’s 10th victory of the season.
Truex won for the
fourth time in the last
eight points-paying races,
earning his 23rd career
victory overall. Busch
also has four wins this
season, putting the two
veteran drivers in position for a long summer of
friendly competition.
“We race as hard as we
can possibly race on the
race track, and we respect
each other off it,” Truex
said. “That works out
pretty good.”
Although Busch is a
vicious competitor, he
had perspective on this
result after failing to find
a way to make a late push
past Truex. Their careers

have intersected regularly
since 2004, when Truex
held off Busch to win the
Busch Series championship.
“It (stinks) to finish
second to a teammate,
but it is good for the company,” said Busch, who
has four top-five finishes
in the last five years at
Sonoma. “Overall, Martin
is really good here. I’m
just pumped that I actually ran good.”
Ryan Blaney was a
distant third, more than
33 seconds behind Truex.
Matt DiBenedetto finished a career-best fourth,
and JGR’s Denny Hamlin
was fifth. Erik Jones,
JGR’s fourth driver, came
in eighth.
Truex and Busch finished 1-2 for the seventh
time in their careers, and
they were the class of the
final stage in a cautionfree race. While JGR isn’t
overwhelming its foes
in the points standings,
it hopes to build on its
strong Northern California performance into the
summer.
“What a season we’ve
turned this into,” said
Truex, who has won
with three different team
owners at Sonoma. “This
group, man, they’re unbelievable. Hopefully we can
keep it going.”
After Hamlin won the
second stage, Truex got
the lead early in the third
stage, and Busch didn’t
follow Truex into the
pits for the final stop.

When Busch finally pitted four laps later, Truex
reclaimed the lead with
23 laps to go. Truex
opened an 8-second
advantage and held off a
strong push by Busch to
win by 1.861 seconds.
More things to know
about Sonoma:
Who’s hot
DiBenedetto gave an
impressive performance
after starting in 19th,
patiently picking his
way up the field with an
impressively fast Toyota.
The Northern California
native had family and
friends in the stands to
watch his feat.
Who’s not
Series points leader
Joey Logano had battery problems and had
to pit with 15 laps to go.
He finished 23rd. Chase
Elliott started fourth and
ran near the front for
much of the day before
his engine apparently
blew early in the final
stage.

he gave his regrets to
Blaney for bumping him
from the back during
the final stage. “Sorry,
homie,” Busch said to
Blaney after the race,
explaining that he had
been mentally picturing
the pre-Carousel layout
after the third turn and
had been too aggressive.
Blaney accepted the
apology.
So long DW
Nearly every driver
spared a post-race
moment to bid farewell
to Darrell Waltrip, the
Hall of Fame driver who
had just called his final
race in the Fox broadcast
booth. Waltrip has been
continually involved
in the sport for longer
than any current driver
has been alive, and
everyone from Truex to
DiBenedetto credited the
personable Waltrip for
helping and encouraging
their careers.

Take a ride
The drivers had little
trouble navigating “The
Carousel,” the extra
turns inserted into the
NASCAR layout for the
first time since 1997. The
layout is expected to be
a permanent part of the
NASCAR race now.

Bottoms up
Truex got to raise the
winner’s goblet full of red
wine for the third time in
his career, but the New
Jersey native still hasn’t
warmed up to Northern
California’s signature
beverage. “I just don’t like
wine,” he said. “I’m sorry.
It’s the best damn wine
I’ve ever had. I just don’t
like it.”

My bad
Busch isn’t typically
an apologetic driver, but

Italy’s Milan-Cortina wins vote to host Winter Olympics
LAUSANNE, Switzerland (AP) — Riding a
wave of widespread Italian enthusiasm to be an
Olympic host, Milan and
Cortina d’Ampezzo won
the vote Monday to stage
the 2026 Winter Games.
International Olympic
Committee members
voted 47-34 for the longfavored Milan-Cortina bid
over Stockholm-Are from
Sweden that also included
a bobsled track in Latvia.
Milan-Cortina’s jubilant
delegation broke into
chants of “Italia! Italia!”
when the result was
announced, giving the
Alpine nation a second
Winter Games in 20
years.
“I’m really emotional,”
Italian Olympic president
Giovanni Malago said,
close to tears at the winner’s news conference.
“It’s a very important

from the stage by singing
a lyric from Abba song
‘Dancing Queen’.
A sign of simmering
Swedish frustration came
minutes later when IOC
board member Gunilla
Lindberg pushed the limit
of Olympic diplomacy
ending her team’s 30-minute presentation.
Lindberg challenged
her colleagues to reward
a new kind of creative,
cost-effective bid the IOC
has said it wanted — “Or
is it just talk?”
“It just came. I felt it
(needed to be said),”
Lindberg told The Associated Press after the vote.
Instead, IOC members
picked Italy despite a
debt-hit economy which
faces increasing European
Union scrutiny.
“We submit with full
confidence to your judgment,” Italian Prime

result, not only for me
but the whole country.”
Italy will get a third
Winter Games, after
Turin hosted in 2006 and
ski resort Cortina staged
in 1956.
Sweden never hosted
the Winter Games and
was sent to an eighth loss
in bidding in the past 41
years.
A lack of enthusiasm
for the project in Sweden
— rating 28% below the
Italians in the IOC’s own
polls — was a decisive
factor.
“What was clear was
the gap in public support,” IOC President
Thomas Bach said, suggesting it hinted at weaker political backing.
A spirited late campaign effort was in vain,
including Stockholm’s
mayor Anna Konig Jerlmyr appealing to voters

TENOGLIA & SALISBURY
LAW GROUP, LLC.

Minister Giuseppe Conte
told IOC members before
their vote.
Both candidates would
likely have failed to get
this far in previous Olympic bidding contests.
The IOC has relaxed
previously strict rules
that demanded financial
guarantees and government support earlier in
the process.
It was an attempt to
revive Winter Games bidding with just two candidates on the ballot paper
for the second straight
time, since Russia spent
$51 billion on venues
and infrastructure for the
2014 Sochi Olympics.
Now, the IOC seeks
to avoid costly new
venues — and potential
white elephants — while
encouraging regions and
multi-nation bids to share
the load. Hence, Sweden
teamed with Latvia,
across the Baltic Sea,
rather than build its ice
sliding sports venue.
“We have budget problems in Italy but I think

that this is something
that everyone has,” Italy
Undersecretary of State
Giancarlo Giorgetti said
at an earlier news conference, citing the wealth of
the Lombardy and Veneto
provinces underwriting
the games costs. “They
are two of the richest
provinces in Europe.”
The IOC will give at
least $925 million toward
Italy’s games operating
costs of up to $1.7 billion.
After Russia’s huge
spending in venues, infrastructure and cost overruns for the 2014 Sochi
Winter Games, multibillion dollar construction
projects were awarded in
new markets for the 2018
Pyeongchang Olympics
and 2022 Beijing Olympics.
The 2026 contest met
Bach’s long-stated wish
to return to traditional
winter sports heartlands,
use existing venues and
cut costs.
The IOC praised both
candidates for projecting sports budgets “on

average 20% lower” than
spending on the 2018 and
2022 games.
Building athlete villages
in Milan and Stockholm
shaped as the main capital investment and most
uncertain ventures in the
projects.
Last week, the IOC
flagged Stockholm’s village as a risk, and asked
for more details of guarantees underwriting the
project.
“A letter of intent is as
important to us as any
contract,” Volvo chairman
Carl-Henric Svanberg said
in the formal presentation, in what seemed a
rebuke to the Olympic
body.
Needing to work hard
to persuade Olympic
voters, Sweden sent its
heir to the throne, Crown
Princess Victoria, and
Prime Minister Stefan
Lofven to Lausanne.
Sweden’s search continues for its first home
Olympics since the 1912
Stockholm Summer
Games.

to person quickly through close contact

centers have been attacked and armed
groups have repeatedly threatened
health workers.

The U.S. Centers for Disease Control
and Prevention began posting the spots
Monday on its YouTube channel and on
the agency’s website . Officials are trying
