was not required to increase
court costs which passed
though not by unanimous
decision with Sisson voting

of a violation.

Proffitt wanted consumers
to know . that when feeding
the new meters that consumer has 45 seconds after
drop'ping in their coins to ·
completely turn the handle or
the meter will reset itself and
in effect go back to zero as if
no money was placed inside
the device .
Proffitt added that if a
person has not paid their
parking tickets in 30 days
they are put onto a .two li st
and their vehicle could be
towed at the , owner's
expense . Also, if parking .
tickets are not paid after 30
days a violator could
receive a citation, $50 fine
and pay court costs for non· payment of tickets .
Pomeroy Council also

changes made to the parking violation fees ordinance
that had not been amended ,

She was born on Sept. 7, .1916, at the family farm on Locust
Grove Road m Meigs County. She was the, only child of Milo
Manon and Amma Forest (Damewood) Caldwell. She was
employed as a nurses' aide in the Marion, Indiana Veterans
Hospital untif her retirement, when she returned to Meigs
County 25 years ago to live out her life near her family and
childhood friends. She was a 24-year member of the
Daughters of America, Chester Council 323.
Besides her parents, she was preceded in death by a granddaughter, Cathy Spencer, two great-grandchildren, Regina
Spencer and B'rett Spencer, one great-great-grandchild,
Keg an Brooks.
'She is survived by three children: two daughters, Barbara
(Virgil) Spencer ,of Somerset, and Jean (R&lt;\lph) Trussell of
Long Bottom, and a son, Roger "Buzz" (Virginia) Kirkhart of

advance
directive
instructs health care personnel
about how you would like to be
cared for if you become unable
to make medical deci sions
you r.self, Depending on the
type of document. you might
name. a person ·to make your
. health-care decisions or give
your own explicit instructions.
Usuall y. when a person is in
a coma or otherwise unable to
make his ·or her own medical
decisions. the Jaw allows the
closest relative. to make these
decisions. As long as there is
no disagreement between the
physicians and the various
family members, things usually proceed smoothly. However,
when there is di sagreement
about what care should or ,
shouldn't be rendered, these
decisions can become contentious. In that event, the decision could be made by a court
or a }:OUrt-appointed advocate.
While courts and court advocates act responsibly. they may
not act as you would have
wished them to.
There are two ·different
types of advance directives
that · can help prevent this
type· of family feud scenario.
First, there is a durable'power ·
of attof1ley (DPA) for health
care. Second, there's a docu'mentcalled a li ving will.
Let's take a brief look at
each. Most states recognize
the DPA for health care. This
document allows yo u go
choose a person you trust to'
legally make medical decisions on your behalf. To ge t
the proper form for your state
. check with an attorney or a
local hospital. Once you have
the form, discu.ss your he-althcare wishes thoroughly with
the person who has agreed to
take your DPA . This will
allow him or her to make the
decisions that you want. Be
sure to discuss such things as
end-of-life care, resuscita-

A living will is a leg~! document that goes into effect if
you become terminally ill. It
generally describes what care
you want in given situations
and does not appoint a person
to act on your behalf:
Regardless of the type of
advance directive .you choose,
I urge you to be very explidt
about your desires. It's crucial
that you distingui sh between
the care you'd want if you're
terminally ill and what would
he acceptable if you h~ ve a
serious illness from which
recovery is possible.
Young and single people
like you are espec.ially prone
to accidental injury. Having a
DPA or a li ving will can
assure that your wishes are
respected if you ' re ever

involved in a serious accident
that leaves you incapacitated.
I think it 's very important
that all adult s have one of
these health care documents.
