Medicare Part D open
enrollment ends, what now?
BY BETH SEROENT .
BSERGENT@MYDAILYSENTINEL.COM

POMEROY - The open
enrollment
period
for
Medicare Part D ended this
past Monday which means if
seniors haven't already
enrolled in the government's
voluntary prescription .drug
progr~m they must now wait
·
until Nov. 15.
Enrolling after November
will result in seniors being
charged a .six percent late
penalty whic~ amounts to
one percent per month on
premiums. These penalties
are accessed each month after
the May 15 deadline.
Medicare can charge up to a
24 percent late enrollment
penalty depending on when a
senior enrolls in the program.
However, last week there
was some good news . in
regards to those penalties
when
the
Bush
Administration announced

Members of the 6th Ol;lio
Cavalry Civil War re-enact·
ment group "trained" Meigs
County middle school and
high sch'ool students at a
Civil War boot camp at
Eastern High School Monday
and Tuesday. The program,
designed to teach students
about the Civil War, is sponsored by the Chester/Shade
Historical Association, and is
also a promotion of the
Morgan 's Raid re-enactment
scheduled for SP.ptember.
Rick Wilson of Parkersburg,
W.Va .. a member of the reenactment group, is shown
introducing Eastern kindergarten students to "Rosie,"
one of the horses accompanying the cavalry group, when
the students visiteq the reenactors' camp. Students
from Meigs and Southern
school distrJcts participated
in Monday activities, ·but
Tuesday'.s field drills were an
"All-Eagle" affair, involving
history students in marching
training and a battle drill.

those fees would be waived
for low-income seniors as
well as the disabled.
Eligibility requires an individual have an annual income
below $14,700 and assets
worth no more than $11 ,500.
For eligible couples the annual income limtt is $19,800
with assets of $23,000 or less.
Donald Vaughan of the
Vaughan Agency in Pomeroy
said the lowest monthly premium offered through one of
the prescription drug plan
provtders is around $14.43.
This would mean an increase
(due to penalty) of just over
$1 in a senior's premium if
they enrolled in November.
Of course there are a variety of plans and premiums
out there to suit the individual needs of seniors , which
is something
Vaughan
appreciates.

He said he appreciates this
flexibility because it allows

WASHINGTON - Two

Republican senator said
Tuesday, co.nnecting ,a coun

President Bush, meanwhile,
insisted the government does
not listen in on domestic telephone conversations among
ordinary Americans. But he
declined to sp;:cifically discuss the compiling of phone

would amount to an invasion

USA Today reported last

on Tuesday that it had been

Cancer risks detailed for rheumatoid arthritis drugs
BY LINDSEY TANNER
AP MEDICAL WRITER

. CHICAGO - Rheumatoid
arthritis patients taking
Humira or Remicade face
triple the risk of developing
several kinds of cancer and
double the risk of getting
serious infections, a study led
by the Mayo Clinic found.
The analysis builds on previous reports about the risks
associated with Abbott
Laboratories ' Humira and
Centocor's Remicade. But
the earlier research focused
mostly on one kind of cancer
- lymphoma - and infection ; such as tuberculosis and
pneumonia.
.
The · new study found an
apparent link to other cancers, too, including skin, gastrointestinal, breast and lung
tumors. It also quantifies the
. risks and says high doses
appear to l>e the riskiest.
While the drugs' packaging
information· mentions some
of the risks, the manufacturers said the new study does
not prove that the medication
is at fault, ani:l they said the
research was flawed.
Study . co-author Dr. Eric
Matteson, a Mayo Clinic
rheumatologist, Slfessed the
overall chances of developing cancer while using these
drugs is still small. The
researchers also noted that
the , medications' benefits
include improving flexibility
and range of movement, easing pain and increasing life
'expectancy, which arthritis
can shorten.
,
In addition, the researchers
noted that the risks for individual patients probably vary
widely. Older, sicker people
who have taken the drugs for
several years probably face
the highest risks, they said.
Still, the researchers said
patients ,should be • made
aware of the dangers and told

to seek medical help if they
. develop fevers, coughs or
other symptoms of infection.
They should also be sure to
undergo the ·cancer screenings recommended for the
general
public,
the
researchers said.
Their study appears in
Wednesday 's Journal of the
American
Medical
Association.
MauesoQ is working with
Centocor in developing a
new drug that works similarly, and he and co-author Dr.
Tim Bongartz have been paid
consultants to Abbott for
unrelated work, but neither
company funded the study.
The Mayo Foundation spansored the research.
Rheumatoid arthritis affeCts
more
than
2 million
Americans, and involves a
· maifunctioning immune systell) that attacks joints throughout the body, causing pain,
deformities and disability. "
Dr. John Klippel, president
of the Arthritis Foundation,
said the study will probably
. not change doctors '' minds,
because scores of patients
have benefited from the drugs.
Remicade was approved in
1998, Humira in 2002.
' More than a ·half-million
patients have been treated
with the two injectable drugs
and a third similar medication, Enbrel, all of which
block production of a protein
linked with inflammatiOn.
Enbrel was not included in
the study because it differs at
the molecular level, Matteson
said. He said he is getting
paid by Enbrel marketers
Wyeth and Amgen to do a
similar' analysis . on Enbrel
alone.
Matteson's ties to Centocor
and his work on Enbrel were
among several omissions and
errqrs included in di sclosure
statements that accompanied
the study in JAMA.

He said the omissions were
"errors of oversight on· my
part" and that he was not
attempting to ·conceal anything. Matteson said he
brought the issues to JAMA's
attention on Friday.
But in an unusual move,
journal editors posted a correction Tuesday on JAMA's
Web site revealing that they
have asked the Mayo Clinic
College of Medicine to investigate.
The editors cited "the
nature and extensiveness of
this incorrect and incomplete .
reporting."
.
In a telphone interview
Dr.
Phil
Tuesday,
Fontanarosa, lAMA's executive deputy editor, said that
"journals are not in a position
. to conduct full-scale, intense ·
investigations when there are
concerns .... We ask the institutions to help us in getting to
the bottom of these sorts of
issues.H
The researchers analyzed
data from nine studies comparing Humira or Remicade
with placebos and pooled the
results. There were 29 cancers in 3,493 patients who
received at least one dose of
either drug, compared with
three cancers in I ,5 12
patients on placebos.
Serious infectiOns occurred
in 126 patients on drugs and
26 on placebo$. They included pneumonia a nd cellulitis.
An Abbott spokesperson
said the analysis "doesn't
reflect all the data" on
Humira and said the studies .
were too short to sufficiently
monitor cancer incidence. ·
Tom Schaible, Centocor ·
vice president of medical
affairs, said most of the ana· lyzed studies used hi~her

Services Committee. "We
were worried about the
'Guard being strained even :
before Katrina," the August
hurricane that devastated
parts of the Gulf Coast.
Senate Armed Services
Committee Chairman John
Warner, R-Va., posed similar ·
questions in a letter•to Defense · ·
Secretary Donald H. Rumsfeld ·
and scheduled a hearing on the
matter for Wednesday.
McCain and Warner said
they believe that the guard is
u~ to the task - an assertion ·
made repeatedly by Lt. Gen. · ,.
Steven Blum, chief of the
National Guard Bureau.
"We're trained, we're ready
to do this, and we're able to do
this·... Blum said during a brief- ·
mg at the White House. "Your '.
National.Guard will not do this
at the expense of its global .
mission ... And we will cenain- ·
ly not do this in any manner
that does not make us at leas(
as prepared as we were for
Hurricane Katrina last year."
Congress long has been con- :
.cerned about giving too many .
duties to the National Guard.
' "'D!is missiop along the
Mexico borde-r will add
unnecessarily to their mission
requirements," said Rep. Ik~
Skelton, D-Mo. "I believe the
job.of protecting our nation's
borders is better left to the
civilian professionals who ·
have been assigned this
responsibility and who have
been trained for the mission."
In the four border states - ·
Arizona, California, New :
Mexico and Texas- between :
. 63 percent and 83 percent of ·
the Army National Guard
troops have been deployed at . .
least once since the terrorist
attacks, according to the :
Pentagon. Current deploy- :
ment levels for the states are, ·
16 . ~r.cent from Arizona and
California; 14 percent from
New Mexico and 23 percent

After beating the Pistons

the Cavs flew to St. Louis to

Carter, who ' d scored three

POMEROY -The county
has saved nearly $5,000 so
far this month due to the re,
opening of the Mei'gs County

help him pay staff and operate his department through

Beegle said the county is,
at least in theory1 "making

There were five inmates in

Beegle said, and the savings
should be available to him for
