Aid To The Distressed
The general standard of living in the
United Stateo makes it seem absurd that
anyone l!bould go hungry. Yet consider
thla remark made not lon1 a1o, "I have
seen little kida eatlns discarded applea
and stuff from the garbase dumps." Tbla
~rlevous observation was made not in
' entral Africa or the Far East; It was
nade by a county official in the eastern
part of the United States.
To relllze that In some of the areas
officially deacribed as "economically distJ essed" people have to scrounge the
dump for food is shocking, to 01y the
least. It Ia all the more so when one re·
calls !bat !hills occurring In the richest
country on earth, which happens now to
bave in its storehousea the most enor·
mous reserves of food ever accumulated
'" all man's history.
Pocketo of unemployment of chronic
proportions are re1ponsible for the con·
dillon• described above. Automation Is

one of the main causes. In some mining
communities , for example, the number
of workers needed has been cut in ball
becauae of machines. Workers in the auto Industry have likewise been displaced.
Michigan now has 200,000 fewer jobs in
this lnduatry than In 1953.
Such figures have meant catastrophe
to the breadwinners Involved. This is
tbelr problem, but It is aiao the problem
of the rest of us. II is up to our society,
drawlns upon Ita total resources rather '
than upon merely the resources of a giv en area, to provide the essentials of life
for atrlclten families during the time of
transition before the breadwinner has
work again.
Tbat Is why legislation authorizing
help for the distressed areas Ia marked
S-1 In the Senate's legislative hopper.
Help for those bit by chronic unemployment and its aftermath deserves to be
the lint order of business .
