30-year-old Meigs County
man was killed following a

near Tuppers Plains in Meigs
County.
The Gallia-Meigs Post of
the Ohio State Highway Patrol
is investigating the crash,
which occurred on Township
Road 279 (East Shade Road),
.25-mile south of Township
Road 281 (Owl Hollow Road)
in Columbia Township.
According to the patrol, East
Shade Road is.posted through- '
out as being closed because of
several slippage areas along
the roadway. ·
Jaspp. . L. Richards, 24,
Coolville, was driving a 1992
Ford Explorer nonhbound on
East Shade Road when he
alle$edly drove into a broken
secuon of roadway which had
slipped over a steep embankment.
The Explorer went out of
control and over the embankment, authorities said.
The vehicle then struck a
tree and overturned, and
Jonathan L. Richards, 30, a
brother of the driver, was partially ejected and pinned under
the vehicle.
The vehicle came to rest.
partially in the Shade River.
Jonathan L. Richards was
pronounced dead at the scene
by Meigs County Coroner, Dr.
Douglas Hunter.

"There's no way to get
back what's lost, but what
we can do is try to preserve
what's left," said Barry
Landeros-Thomas, a member of the Native American
Indian Center of Central
Ohio.

itaq: In the world as President Bush sees it, there are
r(lany reasons to go to war. There's retaliatory war, the
sprt waged in response to affront. There's the war of self~fense, the kind mounted against an oncoming attack.
'Fhere's the war of just intervention, the brand intended
te restore the rights of a wronged people. Then there's
die new war against terrorism, a tricky quest to hunt
down an elusive gang of murderers skulking in the
world's dark comers.
: And last month the White House articulated yet anothet .kind of attack: the "preventive war," I~_~eant to disarm
a: potential foe before the first gun ts pomted, let alone
fired. At first hearing, this "doctrine of pre-emption"
spunds sensible enough. Why should rogue states ·be
~~}lowed to gather up vast piles of arms? Why, especially,
st10uld they be allowed to play about with nukes, germs
and other weapons of mass destruction ("WMDs" in
wonk parlance)? Surely even . the suspicion that such
iniquity may be underway is reason to launch a strike
a~ai,nst an unfriendly state. After all, the fate of the entire
planet could be at stake ....
::There's no question that much must be done to rid the
~orld of its arsenals, the very existence of which tum
f!umers into gangsters and politicians into sophists. But
threatening to use nuclear weapons to advance the ends
. a.f nonprolifemtion is outrageous and hypocritical. It
won'twork.

their chances of getting another shot

defeat in 2004 would be fatal for him.
Then there's Trent Loti. No doubt
many politicians have made similar
gaffes and lived to tell the tale. But
Lou's gaffe had the misfortune to occur
just when the Democriils were looking
for something - anything - to take
the curse off of their stunning defeat in
the November elections. Once he made
it, all he could do was beg his enemies
for mercy - rarely a winning strategy
in politics. They responded with a
mirthless chuckle, and that was the end
of Trent Lott.
At that, he could have managed it better. He fifth and final attempt at an apology, on Black Entertainment TelevisiOn,
afforded the spectacle of a man in full
flight, not merely from the admittedly
inexcusable things he once stood for,

Frist may well have a historic reodezvous with destiny.

Jan. 16 is a day that will make or
break the Bush administration - and
the date has nothing to do with troop
movements, weapons inspections or
Iraq at all, for that m;ttter. Instead, it
marks the deadline by which the Justice
Department must decide whether to file
a brief in a landmark affirmative action
case about admissions at the University
of Michigan that will come before the
Supreme Court in th.e spring. What the
administration chooses to do - either
taking a stand opposing race-based
admissions, or taking no stand -- will
reveal more than just the outcome of a
power struggle within White House circles. Facing a choice of near-epic

Exits and entrances as the·new political year opens
In recent weeks, while this column
has been preoccupied with Iraq, North
Korea and similarly exotic topics, sev. era! major politicians here at home have
been making important news of their
own. lfs time to catch up on some of
the developments:
Let's start with AI Gore. I confess to
being surprised by his decision not to
reseek the Democratic presidential
nomination in 2004, because I believe
that presidentitis , once caught (and
Lord knows AI Gore has it) is an incurable disease. But there is one thing that
will prevent even a victim as far gone as
Gore from trying his luck again - an
unshakable conviction that he would
lose. The last thing Gore wants to do is
tarnish his record as the popular-vote
winner over Bush in 2000 by running
against him in 2004 and getting a thorough drubbing.
I know, I know - the Democrats are
forever (and rightly) reminding us that
Bush's father, whose approval ratings
two years into his term were as high as
his son's are today. fell afoul of bad economic news and lost in 1992 to Clinton,
who won the Democratic nomination
when all the major contenders bowed
out rather than take on the supposedly
unbeatable incumbent. .George W.
Bush's re-election is not absolutely
inevitable. But at the moment it looks
far more likely than not. AI Gore 's decision not to challenge him is based on
the hard-eyed calculation of a formidable professional politician as to the
overwhelmingly likely outcome.
The remaining candidates for the
Democratic nomination are equally
aware of the odds, but they all have less
to lose. For one thing, like Clinton, they

hit two 3-pointers and finished with a game-high 22
points. Grubb nailed down a

goals to fufish with 21

points, Alex Simpson had

Meigs County fire departments will travel to Marietta
Wednesday night to learn
about a proposed change in
an Ohio law which would
drastically increase training
requ"ire'ments for volunteer
firefighters.
Dick Johnson, training
supervisor for the Ohio Fire
Academy, will be there to
discuss the planned shift
from the current 36 basic
hours to a proposed 120 basic
hours of training for not only
new members of a fire
department, but current
active volunteers.
The measuare will affect
most of the several hundred
volunteer firefighters in

offer has been put on the table
to purchase the old Southern
High School building, but the
Southern Local School Board
has opted to continue with the
demolition as planned.

the' demolition is tentatively
setfor Jan. 18.
Southern Superintendent
Bob Grueser said he received
a phone call prior to the New
Year's holiday from Mike
Welsh about the possible purchase of the main structure
and the property for use as a
machine shop.
Grueser told Welsh that if
he put a proposal in writing
by Jan. 6, he would inform
the school board at the next
possible meeting.
Welsh wrote a letter which
Grueser presented to the
school board Monday night.
In it, Welsh said he would "be
willing to buy the school and
two acres for $40,000 or the
school and the entire acreage
for $80,000."
A former machine shop
owner in Chicago, Welsh said
lhe high school building
would make an ideal facility
for a new shop.
"I would like \he opportunily to purchase the school and
the acreage," Welsh said in
the letter.
"I understand that it must
be sold either by sealed bid or
at auction," he added. "I

would prefer to buy at auction. Again, I understand the
demolition contract has
already been ·approved, but
being new to the area, the
information about this proP.erty has just been made avmlable to me."
Welsh's plans for the building include updating all
mechanical systems in the
interior, replacin~ or . refurbishinj! all the wmdows and
providmg new doorways for
access to the rear of the building. The letter stated that the
front facade of the building
·will be made available to the
school board.
When the renovations are
completed, the letter said that
Welsh hopes to have 5 to 10
machinist jobs available within a year with salaries set at
$10 to .$28 an hour commensurate with experience.
After reading the lettc;r, the
school board and the superintendent discussed all possible
angles of this tough decision.

"The budget will take center stage
in the spring and summer," he said.
"Once we know how big the shortfall
is, we will have a better idea of what

Look through the newspaper for words that can
make compound words. For example: rain and
bow; sun and light; etc. Cut out each word and
glue it to a small card. Use the cards to make a
card deck for a game of GO FISH. A match is
two words that make a
word.
