cause of the recession,”

Ohio Capital Journal

Jon Husted said businesses traditionally keep
customers and workers
safe, “but they’re not
accustomed to doing it
on the fly during a pandemic.”
The law shields businesses retroactive to the
start of the pandemic,
when health guidance was
changing quickly. Husted
said HB 606 is needed
because of the fluid situation in the spring, but he
also seemed to imply that
customers and employees
would be safer if it was
harder to sue the organizations where they got
sick.
Businesses “were looking for some security,
some predictability in
the law to make sure that
they could keep their
workplaces safe and avoid
liability so they could
bring people back to work

and House Bill 606 provides that predictability
and security,” Husted
said.
But a majority of the
panel of economists
surveyed said passage
of the business-friendly
bill isn’t likely to benefit the economy or the
public health. Of the 36
members of the Ohio
Economic Experts Panel
who responded to the
survey, conducted by
Scioto Analysis, just
eight agreed that its passage would help the economic recovery. Another
17 said it likely wouldn’t
help with the recovery.
Ten others said they
were uncertain about the
law’s economic impact.
“The tradeoffs are
complicated and the
devil is in the details,”
commented Jonathan
Andreas of Bluffton Uni-

versity, one of the economists who said he was
uncertain. “Too little
responsibility encourages reckless behavior
but too much liability
can cause too much caution.”
The economists’
responses were even
more lopsided when
asked whether HB 606
would create incentives for businesses and
other organizations to
take actions that would
increase the spread of
COVID-19.
Twenty two panelists
said they believed the
law likely would create
such incentives. Another
five were uncertain and
six economists said they
didn’t think the new law
will make businesses act
more cavalierly toward
the new coronavirus.
One economist com-

mented that the threat
of legal action has
historically played an
important role in getting
businesses to emphasize
safety.
“The safe cars we
drive today are due to
lawsuits regarding negligence in the auto industry,” wrote Sucharita
Ghosh of the University
of Akron. “Companies
should be held to the
same standard for
COVID-19 cases.”

TODAY IN HISTORY
The Associated Press

Today is Wednesday, Sept.
16, the 260th day of 2020.
There are 106 days left in the
year.
Today’s Highlights in History:
On Sept. 16, 1974,
President Gerald R. Ford
announced a conditional
amnesty program for Vietnam
war deserters and draftevaders.
On this date:
In 1630, the Massachusetts
village of Shawmut changed
its name to Boston.
In 1810, Mexico began its
revolt against Spanish rule.
In 1966, the Metropolitan
Opera officially opened its
new opera house at New
York’s Lincoln Center for the
Performing Arts with the
world premiere of Samuel
Barber’s “Antony and
Cleopatra.”
In 1982, the massacre of
between 1,200 and 1,400
Palestinian men, women
and children at the hands
of Israeli-allied Christian
Phalange militiamen began
in west Beirut’s Sabra and
Shatila refugee camps.
In 1987, two dozen countries signed the Montreal
Protocol, a treaty designed
to save the Earth’s ozone
layer by calling on nations to
reduce emissions of harmful
chemicals by the year 2000.
In 1994, a federal jury in
Anchorage, Alaska, ordered
Exxon Corp. to pay $5 billion in punitive damages
for the 1989 Exxon Valdez

(val-DEEZ’) oil spill (the U.S
Supreme Court later reduced
that amount to $507.5 million). Two astronauts from
the space shuttle Discovery
went on the first untethered
spacewalk in ten years.
In 2001, President George
W. Bush, speaking on the
South Lawn of the White
House, said there was “no
question” Osama bin Laden
and his followers were the
prime suspects in the Sept. 11
attacks; Bush pledged the government would “find them,
get them running and hunt
them down.”
In 2005, President George
W. Bush ruled out raising
taxes to pay the massive costs
of Gulf Coast reconstruction
in the wake of Hurricane
Katrina, saying other government spending had to be cut
to pay for the recovery effort.
In 2007, contractors

Defense, Snell, Big Ben carry Pittsburgh over Giants
EAST RUTHERFORD, N.J.
(AP) — There was one overriding reason Ben Roethlisberger
worked so hard to return from a
major elbow injury.
His team.
Roethlisberger, who missed the
final 14 games last season after
elbow surgery, threw for three
scores and the Pittsburgh Steelers
beat the New York Giants 26-16 at
an empty and eerie MetLife Stadium on Monday night. He also got
all the help he could ask for from
his defense and backup running
back Bennie Snell.
“I am excited we won the
game,” Roethlisberger said. “I
told the guys before the game it
is not about me individually. The

reason I came back is for these
guys, this team. It’s a special
group of football players, of men,
and I am just glad to be a part of
it.”
A key part of it, along with
several defensive plays and Snell’s
113 yards on 19 carries — his
first 100-yard performance in his
second NFL season.
“We have talked openly about
the maturation process and things
you can expect from a second-year
player,” coach Mike Tomlin said,
“and he’s showed signs of that
from the very beginning of this
process. He is a quality player and
one that is maturing and emerging, and one who answered the
bell when called upon.”

The defense, while not quite on
the level of the famed Steel Curtain, was stingy and physical. It
held Saquon Barkley to 6 yards on
15 carries, swarming in the backfield nearly all night.
“I have to be better,” Barkley
said. “I have to be better for the
team. We have to get the running
game going.”
Three Steelers stars got them
their first touchdown. All-Pro
linebacker T.J. Watt made a clever
interception at the New York 36.
Roethlisberger beat a blitz with
a perfect throw to JuJu SmithSchuster for a 10-yard secondquarter score. Chris Boswell’s
extra point hit the upright, leaving them behind 10-9.

Money raised for nurse honor guard
By Kayla (Hawthorne) Dunham
khawthorne@aimmediamidwest.com

POINT PLEASANT — The
Moose Lodge #731 of Point
Pleasant held its monthly charity bingo on Monday night for
the Nurse Honor Guard of the
Ohio Valley.
According to Moose member
Dave Morgan, the total amount
raised for the nurses honor
guard was $1,900. Morgan
said an additional $400-500
is expected to be raised next
month at the charity bingo
because the organization will
be selling concessions.
“In addition to our normal

Postage
Division for the postage. He appeared personally at their virtual hearing to make his case,
arguing strongly that it was within the law.
“A no vote today is a no vote that is over
the objection of our bipartisan election officials and over my objection as the state’s chief
elections officer,” LaRose said.
The request represented a last-ditch effort
by LaRose after a package of election changes
he proposed in May stalled in the GOP-led
Legislature. He pitched it as an “innovative
solution” for paying postage that would make
“every mail box a drop box for millions of
Ohioans” and not require spending of state
and federal budget dollars.
To board members’ pushback, LaRose
argued that the same fund has been used in
the past to pay for voting machines, poll worker training and election-related legal fees.
LaRose’s effort failed despite support from
two former Ohio governors — Democrat Richard Celeste and Republican Bob Taft. The pair
wrote a joint letter to committee members
last week expressing strong support for ballot
postage.
“Voting is not a Democrat or Republican
issue — it’s an American issue,” they wrote.
“That is why, when the world is facing a
pandemic, we must show the courage to take
additional steps to empower voters seeking to
exercise their sacred right.”
Peterson, the No. 2 leader in the Senate,
attended the hearing while recovering from
COVID-19, said Senate spokesman John Fortney. His illness has required Senate President
Larry Obhof to quarantine. Another Ohio
state senator, Republican, Frank Hoagland,
has had and recovered from the virus, Fortney
said.
Democrats have contended that LaRose
already has both the power and the authorization he needs to add drop boxes and to
pay ballot postage. LaRose has said that his
lawyers tell him he still needed either legislative authorization or the Controlling Board’s
clearance.
