POMEROY-The Meigs Coun7
ty Commissioners approved a
$42,000 contract for public defender
services during their regular meeting
on Thursday.
Mike Westfall and John Alge, attorneys wjth the Ohio Public Defender's . office in Athens, presented the
contract for the commissioners' consideration, and discussed legislative

budget cuts and their effect on the
PO program, which provides legal
representation for .indigents facing
criminal charges.
The state reimburses counties for a
portion of the money spen~ on public defenders, but the reimbursement
amount is expected to be cut this
year to 40 percent.
Westfall said that the $42,808 contract, which will go into effect on
July 1 and represents a 5 percent

increase in cost, could increase further if the reimbursements are cut.

New Horizons housing grant. The

for the program.

with the board to voice support for
continued funding of the head lice
eradication program: The program is
administered by the Meigs County
Health Department, and is one of

several to be discontinued due to
state-level funding cuts in the Prevention, Retention and Contingency /Development Reserve.
The board set a public hearing for
June 28 on the closing of a portion of
Old Portland Road and McDade
Road in Lebanon Township. A viewing of the roads will be held at 8:30
a.m., followed by the hearing on the
proposed dosing at 10 a.m.

Action Agency will unveil the first of six Meig5
County homes to be sold to qualifying families.
The 1,200-square-foot home is in Walnut Place
subdivision on College Road in Syracuse.
The open house will be from 1 to 5 p.m.

Program is designed to help low- and moderateinca e families purchase pew homes. The program was designed to corlstruct 10 new homes,

GOLUMBUS (AP) - The Ohio
Supreme Court on Thursday set a June 14
execution date for Jay D. Scott, a murderer
who twice has come within an hour of
being put to death before the courts halted
his execution.
The justices' action came shortly after the
6th U.S. Circuit Court of Appeals' sent the
case ~ck to U.S. District Court in Cleveland. That allowed the Ohio Supreme
Court to set the new execution date.

Scott's court-appointed lawyers had asked
the appeals court to postpqne the execution
for 30 days to proyide time to prepare an
appeal to the U.S. Supreme Court.
His lawyers contend Scott, 48, is schizophrenic and that IQJ4ng'a mentally ill person is cruel and unusual punishment under
the U.S. Constitution.
Timothy Sweeney, one of Scott's attorneys, said the case will be appealed quickly
to the U.S. Supreme Court. The Ohio

Supreme Court usually gives 90 days'
notice in setting execution dates, although
there is no rule governing the timeframe.
"We'll just have to be quicker and
smarter, that's all," Sweeney said. "This hairtrigger execution date by the Ohio
Supreme Court is disappointing because it
doesn't give us a lot of time to get this
together or the U.S. Supreme Court much
time to consider the case."

Gas is teetering at the $2 mark in many other areas, includ·
ing southern West Virginia.
Nowhere is it likely to be cheap.
It does not follow, though, that the oil companies are to be
solely cursed. Other culprits include the inadequate number of
refineries in this country and environmental rules that are
meant to reduce air pollution but sometimes more effectively
reduce the weight of consumer wallets.
The fiction that many of us delight in is that energy producers instigated the high prices through their own connivance. Price fixing is a crime, of course, and carrying it out
on an industry-wide basis would be next to impossible. During
last year's campaign season,Al Gore and 9thers charged that the.
oil companies were price gouging. prompting an investigation
that eventually found the allegation to be much malarkey.
That's not ~o say that eyebrows shouldn't be raised and questions asked about highly suspicious local pricing. Why is it, for
instance, that a gallon of regnlar unleaded goes for $1.75 in
Beckley and $1.55 a gallon in Princeton? And why is it that a
gallon of regular unleaded goes for $1.66 at the stations nearest the rurnpike exit in Princeton hut drops to $1.55 a mile farther into town?
Overall, however, what is really going on is siniply that there
is a lot more demand than supply. Demand is up essentially
because the economy and the country's population have been
growing. Supply has been down because of OPEC's market
manipulations, of course, and could go down more for a variety of other reasons, as well, such as a dearth of refineries.
Vi~e President Cheney has noted· that no large new refiheries have been built for some 20 years, and a Detroit writer
points to one major reason: The return on investment is a
measly 5 percent. Owing in part to environmental restrictions,
refineries are extremely expensive to build ami refiners must

commercial television news networks
and the Associated Press hfve decided to
continue their ·sponsorship and direction
of the Voter News Service consortium.
There will be some reforms, but
Americans will continue to have televised "projections" of winners and losers
well' before the votes are counted and
released. That means that there will be
. people in different parts of the country,
from both parties, particularly in the
' West, who think the system is rigged.
