Breach of contract action filed against Rutland

POMEROY — A breach of
contract complaint has been
ﬁled against the Village of
Rutland on behalf of the Meigs
County Commissioners.
The action was ﬁled with the
Meigs County Clerk of Courts
on Tuesday by Prosecutor James
K. Stanley prior to a scheduled
status hearing in the previously
ﬁled preliminary injunction case
regarding the “Old Bus Garage”
property.
Attorneys for both side met in
judges chambers before leaving
the court without the case going
on the record.
Stanley told the Sentinel that
dates were set for future hear-

ings and mediation in the case.
Court records indicate that a
status conference is scheduled
for April 4, with a ﬁnal pretrial
on Nov. 16.
The commissioners had been
granted a preliminary injunction
against the village in the case
ﬁled in late January, preventing
the village from selling, conveying or otherwise transferring the
“Old Bus Garage” property.
The village had reportedly
agreed to sell the property, along
with the log cabin property
which sits in front of the old bus
garage, to Dollar General. That
sale was to close in late January
2017, prompting the action for
the preliminary injunction to be
ﬁled by the commissioners.
The county contends that the

property should have been transferred to the county as part of
the water and sewer department
assets previously acquired.
Now, the commissioners have
ﬁled the breach of contract
action asking for the court to
force the transfer of the property
to the county, as well as possible
monetary damaged, attorney
fees and costs and any other
relief the court sees ﬁt.
The complaint outlines many
of the same arguments as the
preliminary injunction claim,
stating that the county had
taken over the village water and
sewer operations by way of a
contract approved by the parties
in 2012.
The old bus garage had been
used for storage by the vil-

lage for the water and sewer
department, and continued to
be used for the same purpose
by the county after the county
had acquired the system. That
reportedly changed in the late
summer of 2016 when the sewer
and water items were removed
from the building and the locks
subsequently changed.
While the property was not
deeded to the county, records
and previous testimony indicate
that the county had been paying
the electric bill for the building.
In the preliminary injunction
ruling in February, Judge Dean
Evans, who was assigned to the
case, stated, “Allegedly, included
in the assets to be transferred
to the commissioners was a certain tract of real property upon

which a building, commonly
referred to as the ‘Old Bus Barn’
stood, which was used for storage of equipment and supplies
by the village in conjunction
with its operation of the water/
sewer operation. Possession of
the premises was given to the
commissioners which continued
to use the property for storage
of equipment and supplies.”
Evans also noted that
although the property was never
deeded to the commissioners
the village had a survey done
around March 26, 2014, and the
electric had been transferred to
the commissioners.
The Village of Rutland is represented by attorneys Richard
Clagg and Rusty Miller, both of
Wellston.

Woman arrested
for allegedly
stabbing boyfriend

SYRACUSE — A Syracuse woman is in custody
after allegedly stabbing her boyfriend on Monday
evening.
According to a news release from
the Meigs County Sheriff’s Ofﬁce,
Sgt. Curtis Jones and Deputy Jeff
Perry responded to the TNT gas
station in Syracuse around 8:10 p.m.
on Monday where they located the
victim.

Fair at the University of
Rio Grande Lyne Center
Gymnasium from 10
a.m. to 2 pm. April 6 in
partnership with Gallia
Job and Family Services
and the Gallia Economic
Development Ofﬁce.
According to Gallia
Economic Development
Director Melissa Clark,

the partnership tries to
hold a job fair every year
or every other year.
“With the announcement of Kmart closing,
there obviously became a
need,” said Clark. “There
were about 50 employees
to be displaced. So we
got together and we felt
the need to do a job fair.
Normally, we do them in
the fall but we decided to
do it in the spring.”

Center location because
it outgrew the previous

location. Gallia organizers had previously partnered with surrounding
county services and have
had up to 60 employers
appear at fairs. This year,
Clark said currently 43
employers have applied

employers seeking to
apply to the fair is April

meeting.

Village Administrator
was in attendance since

away, at 12:45 p.m. on

Aug. 26, 1948, in Indianapolis, Indiana, she
was the daughter of the
late Lawrence and Betty
Jacks Rupe. She retired
after 45 years of services
from the Home National
Bank.
She is survived by her
daughter, Jeni (Rodney) Tripp, of Coolville;
grandchildren, Tyler, Justin, and Jayla Tripp. Her
brother, Larry (Beverly)
Rupe, of Letart, W.Va.,
her sisters, Lois (James)

and Brenda (Darrell)
Dotson, of Rio Grande,
and numerous nieces and
nephews also survive.
In addition to her
parents, Charlotte is
preceded in death by her
husband, Ralph Stewart.
In keeping with her

on Saturday, March 11,
2017, in the Miles Cemetery, interment will follow. The Cremeens-King

Here are two cardinal Washington rules. When
a politician declares that something is “much ado
about nothing,” it’s about something. And when
politicians lie, it’s because they’re trying to hide
something.
This brings us to the Trump-Russia connection,
which President Donald Trump charges has been
distorted by “fake news” manipulators conducting
a political witch hunt. It’s neither; it’s raised serious issues that will cast a shadow over his presidency for the foreseeable future.
“If there is nothing there, nothing to hide, you
open the doors and invite them in,” says John
Dean, of Watergate fame. “When you start seeing
a big pushback and blaming it all on the media,
you know there’s something there.”

Dean and other Watergate veterans have a familiar feeling watching the Trump White House dissembling, enlisting accommodating Republicans
to knock down credible stories and reacting to a
drip, drip, drip of revelations.
Last week came more reports of contacts
between Russian ofﬁcials and Trump backers,
along with the news that Attorney General Jeff
Sessions met privately with the Russian ambassador in September and denied it during his conﬁrmation hearing. Thus Sessions became the third
Trump insider to be caught in evasions about
Russia connections, after former National Security
Adviser Michael Flynn and campaign foreignpolicy adviser Carter Page.
On Thursday, Sessions removed himself from
any investigation of charges that Russia tried to
sway the presidential election.
When Dean heard Republican Intelligence
Committee Chair Devin Nunes declare recently
that there’s “no evidence” of wrongdoing, he says
he thought of Hugh Scott. Scott was the Senate
Republican leader who in 1973 repeatedly said
he’d spoken to the White House and concluded
that Watergate was much ado about little.
U.S. intelligence agencies have already concluded
that Russians were behind the hacking of emails
from accounts of the Democratic National Committee and Hillary Clinton’s campaign chairman,
John Podesta, and that Russia gave the emails to
WikiLeaks for dissemination of embarrassing particulars. In a public report, the intelligence agencies
concluded that President Vladimir Putin directed
the “inﬂuence campaign” to help Trump.
That much is already clear. What’s at issue is
whether this was done in collusion with Trump
operatives, something that might raise questions
about criminality and the validity of the election
result. Trump and his team vehemently deny this.
Numerous news reports, citing intelligence sources, say there’s clear proof of multiple contacts
though not of active coordination.
In contrast to ham-handed past episodes of
Russian cyber hacking, last year’s interventions
showed a nuanced understanding of U.S. politics.
An example: On the eve of the Democratic National Convention in July, leaks surfaced showing that
the party chair tried to tilt the nominating process
against the insurgent challenger, Sen. Bernie
Sanders, infuriating his followers. The timing was
exquisite and the impact strong.
Then there’s Oct. 7. That was the day that 17
U.S. intelligence agencies released a joint statement saying that the Russian government directed
the theft of emails connected to the election. It
was also the day when a videotape appeared in
which Trump was caught making coarse boasts
about groping women.
WikiLeaks, which usually released its material
during morning hours, made an exception that
day by posting private remarks that Clinton once
made to Goldman Sachs executives just a few
hours after the lewd video emerged.
Political pressure to investigate the connections
is building. Republican lawmakers were pressed
during the congressional recess last month to
pursue formal probes. There’s a chance that the
Senate Intelligence Committee will do so because
of prodding by the senior committee Democrat,
Mark Warner of Virginia, and a few Republicans
led by John McCain of Arizona.
Dean thinks there should be both a congressional inquiry and a law-enforcement investigation
led by a special counsel.
“These investigations need something to feed
it,” Dean said.” The press can’t crack this by itself,
but if there are real investigations, there will be
leaks.”
Trump, he added, “is right on this: his problem
is leaks.”

needs some
rivalries
to spice up
the action
CHARLOTTE, N.C.
(AP) — Rivalries are
the lifeblood of sports,
and NASCAR sorely
needs a few to spice up
the action.
The discourse among
drivers has been tame
for several years, in
part because wives and
children have seemed to
mellow the competitors.
They live inches away
from each other in the
same motorhome lot
every weekend, share
the playground, the
basketball court and the
gym.
It’s kind of hard
to slide a side eye at
someone you share a
neighborhood with 38
weekends a year.
So there was much
delight Sunday night
when DeLana Harvick,
wife of known agitator
Kevin Harvick, took a
swipe on social media at
Austin Dillon.
Mrs. Harvick was
upset that Dillon seemed
to lose power in the
waning laps at Atlanta
Motor Speedway, where
his decision to stay on
the track caused a racealtering caution.
Because Dillon didn’t
pull off, NASCAR
brought out the yellow
ﬂag and the ﬁeld headed
to pit road for a ﬁnal
stop.
Harvick, who had the
win in control prior to
Dillon’s action , was
ﬂagged for speeding on
pit road and the penalty
cost him a victory.
Harvick had led 292
of the 325 laps — the
most ever for a driver
at Atlanta who did not
win the race — and he
ﬁnished ninth.
His wife used an
expletive on Twitter to
express her displeasure
with Dillon, and many
fans rejoiced because it
was the most exciting
thing to come out of
the second race of the
season.
Harvick didn’t point
the ﬁnger at Dillon.
After all, it’s hard to
cast blame on someone
when you were the one
caught speeding.
But that entire
sequence and the volley
from DeLana Harvick
were the best parts of an
otherwise uninspiring
race.
Perhaps something
else would have changed
the course of the event

AKRON, Ohio — Nothing
new for this track and field
trio.
Three local ladies made
return trips to the Stile Athletics Field House this past
Saturday for the 2017 Division 2-3 OATCCC Indoor
State Championships in
Summit County.
Eastern junior Jessica
Cook made her third consecutive appearance in the
800-meter final at the indoor
state meet, while Gallia
Academy seniors Mary
Watts and Madison Oiler
both competed in the second
indoor championships of
their careers.
Oiler competed in the
400m final as a junior and
Watts participated in the
1600m final as a sophomore.
Cook — who placed fourth
and fifth in the 800m finals
in 2015 and 2016, respectively — finished the 2017
campaign with a ninth place
effort out of 15 competitors

with a time of 2:23.37.
Oiler competed in a pair
of state events, the 60m
hurdles and the 400m dash.
Oiler was 16th out of 18
runners in the hurdles event
with a time of 10 seconds
even. Oiler was also 17th
out of 18 competitors in the
400m dash with a mark of
1:02.11.
Watts finished 11th out
of 11 runners in the 1600m
race with a time of 5:42.9.
All three local athletes
have also participated at
Jesse Owens Memorial Stadium in the OHSAA track
and field championships during their prep careers.
Oiler was also recently
chosen as an Ohio East Conference track and field team
representative by Down
Under Sports and will be
competing in early July in
Queensland, Australia.

GA’s Crisenbery ready for state meet

CENTENARY, Ohio — Gallia Academy’s Kaleb Crisenbery is ofﬁcially better by the
dozen.
Now, he aims to join an
elite list to make it a “Super
Six”.
That’s because the senior
Crisenbery, by qualifying for
this weekend’s Division II
state wrestling tournament,
becomes the 12th all-time
Blue Devil to advance to the
coveted competition.
In fact, this is the eighth
consecutive season that the
Blue and White will be represented at the state.
However, the goal of Gallia
Academy wrestling is not only
qualifying for the state meet,
but also becoming a prestigious state placer.
That’s what Crisenbery —
with a season record of 51-6
— is now focusing on, as only
ﬁve Gallia Academy individuals have ever reached that elusive state awards stand.

is wrestling in the 145-pound

weight class — win his opening match, he won’t wrestle
again until Friday morning at
10 a.m. in the championship
quarterﬁnals.
However, if he loses in the
opener, he returns to the
arena ﬂoor for the ﬁrst-consolation bouts —scheduled
to start on Thursday night at
approximately 7:50 p.m.
The tournament runs from

Crisenbery is attempting to

third in the district at Heath
High School, as he went 5-1 at
145 — and punched his ticket

The top four placers in each
weight class at the district
meet qualify for the state
meet.
Crisenbery reached the
district meet in all four years
at Gallia Academy, including his ﬁnal three at 145
pounds — after making it as a
132-pounder as a freshman.

Bogut breaks leg in debut, Cavs lose 106-98 to Heat
CLEVELAND (AP) —
LeBron James didn’t need
to speak with Andrew
Bogut or see the X-rays
on the center’s leg.
“I heard it break,” he
said. “I heard it crack.”
In an ugly instant,
Cleveland lost much more
than a game Monday
night.
Bogut broke his left
leg less than one minute
into his debut, and the
Cavaliers never recovered
while being outgunned
106-98 by the surging
and not-to-be-overlooked
Miami Heat, who beat the
NBA champions twice in
three nights.
Dion Waiters scored
29 points, Goran Dragic
added 21 and the Heat
held off a late rally by
the Cavs, who trimmed a
20-point deﬁcit to 103-98
in the ﬁnal minute.
It could have gotten
tighter, but James missed
a long 3-pointer before
Waiters banked one in
with 12.2 seconds left.
However, Miami’s latest
impressive win was overshadowed by the injury to
Bogut, who only signed
with Cleveland last week
and had been welcomed
to the team earlier in the
day by being given jersey
No. 6.5 — a joke that
made the big Australian
smile.
Now, though, the Cavs
don’t know when or if
Bogut will be able to help
defend their title.
“It’s very deﬂating,”
James said. “It’s a tough
moment. We all were
excited about the acquisition, you know, bring him
in here. It’s a tough one,
not only obviously for

him, ﬁrst of all, but then
for our ballclub.”
Kyrie Irving scored
32 and James had 30
points and 17 rebounds
for Cleveland, which was
beaten by 22 on Saturday
in Miami while James
and Irving got some rest.
The Heat have won 19
of 23, including victories over Golden State,
Houston and two over the
Cavs, who may have to
ﬁnd another rim protector.
The 32-year-old Bogut
was on the court for just
58 seconds before going
down with the injury, a
devastating blow to the
former No. 1 overall pick
who spent the past four
seasons with Golden
State was hoping to meet
with the Warriors again.
Bogut was on the perimeter guarding Miami’s
Okaro White, whose knee
connected with the center’s lower leg.
Bogut crumpled to
the ﬂoor in obvious pain
and as he sat up near the
scorer’s table, TV cameras caught him telling
his teammates his leg was
broken.
James knew it already.
“As soon as the collision happened I heard
it break,” James said. “I
went over to him and I
knew it.”
Bogut was unable to
put any weight on his leg
as he was helped to the
locker room by new teammates Tristan Thompson
and James Jones.
The Cavs said initial
X-rays revealed a fractured tibia and Bogut was
taken to the Cleveland
Clinic for further tests.

It was a cruel setback
for Bogut, who just a
little earlier was cracking jokes about Vladimir
Putin and talking about
house shopping in his
new NBA home.
Bogut’s injury sent a
chill through the Cleveland crowd and seemed
to affect the Cavs, who
were without an ill coach
Tyronn Lue and were out
of rhythm even before the
big man dropped to the
ﬂoor clutching his leg in
obvious pain.
“It took the air out
of the whole building,”
James said. “You heard
it from the fans when he
went down and we was
just hoping for the best.”

NFL free agency often
doesn’t translate into
wins on the ﬁeld.
Check out the
“Dream Team” the
Philadelphia Eagles put
together in 2011. They
spent a ton of money
on free agents, including cornerback Nnamdi
Asomugha and defensive end Jason Babin.
They were favorites to
win the division and
contend for a Super
Bowl, but went 8-8 that
season and 4-12 the
next.
Lesson learned? No
way.
Fast-forward to 2015.
Chip Kelly led the
Eagles to consecutive
10-win seasons after
replacing Andy Reid in
2013. That wasn’t good
enough and he demanded personnel control to
take them to the next
level.
Kelly signed running
backs DeMarco Murray
and Ryan Mathews and
cornerback Byron Maxwell, among other major
moves. The Eagles
went 7-9 and Kelly was
ﬁred before the season
ended. Murray and
Maxwell followed him
out the door in separate
trades.
“Our batting average
is never going to be 100
percent, unfortunately,”
said Howie Roseman,
the team’s executive
vice president of football operations. “We
have to learn from that
and do a better job as
we go forward.”
Roseman was in
charge in 2011. He
lost a power struggle
to Kelly in 2015, so he
can’t be blamed for that
debacle. Now, he’s the
man again.
The overall crop of
free agents this year is
mediocre, but teams
will still overspend for
players the same way
Philadelphia did before.
Many are looking for
quick ﬁxes or the one
guy who can be a difference maker.
It seems Roseman
may take a more cautious approach and
continue to try to build
through the draft to
surround quarterback

“Ideally in free agency, you’re signing 26-,
27-year-old guys who
can be part of the core,”

Mark Sanchez are the
most experienced available QBs. Glennon has
made only 18 career
starts for the Tampa
Bay Buccaneers and
none since 2014, but
that’s more experience
than Osweiler had
before he got paid. He
should cash in soon.
The Pittsburgh Steelers put a franchise tag
on Le’Veon Bell, taking
the best running back
off the market. Latavius
Murray, Eddie Lacy
and LeGarrette Blount
should get nice deals.
Then there’s Adrian
Peterson and Jamaal
Charles. Both are trending downward, have
injury histories, and will
have to take hefty pay
cuts.
Wide receiver is one
of the most interesting positions because
there’s a dearth of No.
1 guys. Alshon Jeffery
is coming off two down
seasons for him, but he’s
the best of the bunch
and is only 27. If the
Bears don’t keep him in
Chicago, Jeffery could
