In one historian's view, their relations were "essentially Interna­ tional." And the stales were dominated by mutual jealousies and economic and political rivalries. When Jobn Adams went to London to negotiate a co1DJDerclal treaty, a Brl• llab official told him tbe United Stltes would have to aend · 13 separate state ambassadors to •alldate such a docu­ ment. The states warr� co111tantly on the commercial level. New York slapped dutlea on Connecticut firewood and New Jersey cabbage. Matters generally were so disordered that one historian tblnu It fair to ask: "Was the Confederation a government, or a treaty among 13 sovereign states?" Whil, many appraiser, seem to feel ii was more the latter, they believe that in the context of those times Americans - then so recently freed from colonial bondage - were not yet ready for real central authority.
