audits, to undersecretary of defense
John. J. Hamre says that investigators
cbecked the backgrounds of I 07
civilians in top management jobs,
some of the key people responsible
for directin"g accounting and finance in the agency.
"Only six of the I 07 managers
were Certified Public Accouniants,"
Jacobson wrote, "and only 21 had
experience outside DOD:"
It gets worse, accordmg to the
GAO's findings· "About 60 percent
of the 107 managers dtd not have
enough hours in accounting to sit for
the CPA exam in many states." In
other words, six out of 10 mihtary

accountants didn't have enough experience to even take the exam to
become a CPA.-- much less have any
hope of passing it.

The Pentagon acknowledges serious problems, but contends,.that correcting them ts dtfficult because of
the need to keep the defense depanment humming along. Top officials ·

Hansen said many yf the problems in
accounting systems arose when practices developed for use by one branch
' of the military were adopted for use
throughout the Defense Department.
"In the past three years, the
department has closed over 230 inefficient accounting offiCes alld consolidated them into new operatmg
locatmns with improved liuoincss
practices and equipment... Hansen
told us in a written statement
"We have closed over 300 payroll
offices and transferred accounts from
some 25 old outdated payroll systems
into a new modern system with a 500
percent improvement in productivity," she satd.

Another area of military inefficiency is ·the acquisitton of weapon
systems. Pentagon melficiency continues to add btllions to the cost of
keeping our arsenals properly

and successfully pressured their own
governments (including ours) to let
them do business with these butchers
and jailers. But it ts equally true of the
husinessmen in China itself -- and
their brethren tn Hong Kong. who arc ·
pantmg to "do business" with the
mainland. whatever price Hong
Kong's fragtle democmcy may have
to pay for the privilege. .

a long shot. A full 70 percent of all
the businesses in China, including all
the btg ones, arc still stale enterprises: ineflicicnt. corrupt, an~ a staggering burden to the economy. And
