The S 185 million cut put in by the
House requires any budget surplus
beyond 5 percent of the state's ·previous year's revenue - minus money set aside for cash flow and contingencies - be returned every year
to taxpayers.
Voinovich has opposed efforts to
tinker with the surplus, saying that
money· might be needed to cushion
the impact of federal budget cuts or
an economic downturn.
But Rep. Jeff Jacobson, R-Vandalia, said the state was keeping too
much of the taxpayers' money.
"There comes a· time when stability and limited government are not
incompatible," Jacobson said.
,
Jacobson estimated the -proposal ·
would amount to $85 million this
year and $100 million in 1997. State
tax officials would adjust the tax
tables included in the state income
tax forms to reflect the reduction,
which lawmakers said should save
the average family about $18 a year.
The Senate's contribution was
$100 a year increase in the personal
income tax exemption in 1998 and
1999 .
