recently - Korea. Brazil evidently miss­
ed joining tbia company by only a nar­
row margin.

viewpoint, military men are often mov­
ed lo act lo asaure that they and their
costly establWtmenl will continue lo be
paid and supported.
Thus military commanders are almost
inevitably the inheritors of power when
democracy falters, They alone appear lo

der out of chaos.
Why does democracy falter in such
countries as these?
The reasons naturally are varied and
complex. But II II abundantly clear that
In virtually all the newly Independent

individual freedom, exiats.

civilians lo govern. There ia deep ignor
ance of the world In which the country
is 1uddenly plun&amp;ed, and almost equal

mestic problema.
Democracy Is not ao hardy a growth

true. Yet It may be wise to add that full
